NATIONAL MALL AND MEMORIAL PARKS

TREE WORK

Tree Pruning 3 Locations (Volleyball Courts; Hains Pt.; Ash Woods) for the sake of hazard mitigation

Scope of Work

PART 1: GENERAL

1.1 PROJECT DESCRIPTION:

1. This Work covers three separate areas within the National Mall and Memorial Parks (NAMA). (1) Lincoln Memorial Beach Volleyball Courts; (2) Hains Point, East Potomac Park; (3) Ash Woods;

2. The contractor shall provide all labor, supervision, materials, tools, supplies, transportation, barricades, signs, traffic control measures/coordination and equipment incidental to and necessary to execute safe full spectrum pruning operations in accordance with ANSI Z-133 and A300 standards and ISA’s best management practices (BMPs). The area of operations shall be as follows:

PERIOD OF PERFORMANCE:

Begin operations after: July 1, 2023. Complete operations by 3/26/2024.

NOTE: elm work to be performed ONLY between 11/15/2023 and 3/15/2024.

NOTE: Check all trees for active birds’ nests and wildlife before starting work – NO tree work can take place between March 15th and August 15th if active birds’ nests and/or wildlife are present. Active nests and wildlife must be reported to Park arborist before operations resume.

1.2 SCOPE OF WORK:

A.) Lincoln Memorial Beach Volleyball Courts TASK 1: Prune all trees in Areas of Operations to meet the specifications listed in this Scope of Work (SOW):

a. Crown raise (elevate): 14' from Independence Ave. road surface; 10' from sidewalk; 8' from mowed grass. Remove descending portions originating below 18' from grade.

b. Prune ground-to-sky limbs overhanging volleyball court boundary lines.

c. Maintenance/Hazard Prune: Maintenance pruning shall consist of crown cleaning to remove all deadwood 1.5 inches or larger at their point of attachment. Diseased limbs shall be removed or treated at the discretion of the arborist. Crown thinning not to exceed 5% of growth.

d. Create 7' halo around overhead lights and traffic control devices, 14’ clearance from statues.

e. Large masses of smaller dead limbs which significantly detract from the trees aesthetics shall be removed.

B.) Hains Point

a. Crown raise (elevate): 8’ from surface of road (along curb); 11’ from center of road; 10' from sidewalk; 8' from mowed grass.

b. Maintenance/Hazard Prune: Maintenance pruning shall consist of crown cleaning to remove all deadwood 1.5 inches or larger at their point of attachment. Diseased limbs shall be removed or treated at the discretion of the arborist. Crown thinning not to exceed 5% of growth.

c. Create 7' halo around overhead lights and traffic control devices.

d. Large masses of smaller dead limbs which significantly detract from the trees aesthetics shall be removed.

e. Remove trunk watershoots from cherry trees.

C.) Ash Woods

a. Crown raise (elevate): 13' from Ash Woods road surface; 10' from sidewalk; 8' from mowed grass. Remove descending portions originating below 18' from grade.

b. Maintenance/Hazard Prune: Maintenance pruning shall consist of crown cleaning to remove all deadwood 1.5 inches or larger at their point of attachment. Diseased limbs shall be removed or treated at the discretion of the arborist. Crown thinning not to exceed 5% of growth.

c. Create 7' halo around overhead lights and traffic control devices, 14’ clearance from statues and monuments.

d. Large masses of smaller dead limbs which significantly detract from the trees aesthetics shall be removed.

TOPSOIL REQUIREMENTS if needed for repairs:

Imported Topsoil for backfilling stump holes and repairing turf damage:

a. Shall be a screened, natural, surface soil, in a friable condition and contain less than 3 percent subsoil. The topsoil shall be free of hardpan material, stones and clods larger than 1/2 inch in diameter, sticks, tree or shrub roots, debris, toxic substances (i.e.. residual herbicides) and other material detrimental to plant growth. The area and the topsoil shall be free of undesirable plants or plant parts such as, but not limited to, bermudagrass, nut sedge, mugwort, Johnson grass, quack grass, Canada thistle or noxious weeds as set forth in the Federal Seed Act.

b. Contractor shall notify NPS of location of all sources of the topsoil and furnish the NPS a certified report from the agricultural experiment station or approved agricultural laboratory of an analysis performed not more than 60 days prior to the date of submission. The topsoil shall be certified to meet the following requirements:

i. Shall be a natural, original surface soil of a sandy loam texture with a mechanical analysis of 60-65% sand, 15-25% silt and 10-15% clay.

ii. Shall have at least 2%, but not more than 5%, organic matter.

iii. Soil pH shall 5.5 to pH 6.5 inclusive unless otherwise specified.

iv. Soil salinity by electrical conductivity measurement shall not exceed 600 parts per million (ppm) as determined by Black, Editor "Method of Soil Analysis", Part 2, published by the American Society of Agronomy, 1965.

v. The soil nutrient level shall be between 70-265 lbs. /acre of magnesium, 65-205 lbs./acre of phosphorous (P2O5), and 85-320 lbs./acre of potassium (K2O).

vi. Agricultural limestone at not more than 5 pounds per cubic yard of topsoil may be used to adjust an acidic condition and shall be thoroughly mixed by volume.

vii. Topsoil which has been synthesized by blending materials which individually do not meet the requirements of this specification will not be accepted even though the resulting blend meets the organic matter, mechanical analysis, Ph and soluble salts requirements.

viii. Topsoil shall be approved by the NPS before mixing. The NPS reserves the right to inspect and sample all topsoil before mixing. These inspections will be made without cost to the Contractor.

ix. Topsoil shall not be delivered or handled in a frozen or muddy condition.

1.2 PROTECTION OF GOVERNMENT PROPERTY:

a. The Contractor shall assume full liability and responsibility for any loss or damage to Government property caused by his operations and shall assume full responsibility for any and all damages or claims for damage for injury to persons, property or equipment which might result from any service performed under this contract. The Contractor shall be responsible for the repair or replacement of all damaged government property caused by his operations.

b. Tree and Turf Protection: All motorized and non-motorized equipment used shall be conveyed and staged on industry appropriate turf protection mats (e.g. Alturna mats, Trak-Mats, ½” plywood, etc.) designed for the purpose of protecting soil, turf and Critical Root Zones (CRZ’s) when operating off of paved surfaces. At no time shall motor vehicles or heavy equipment be in direct contact with soil, turf or critical root zones. At no time shall “over-the-road” DOT tires be in direct contact with soil, turf, or critical root zones. Extra wide, low PSI "floatation tires" made for the purpose are exempt (e.g. golf carts, ATV’s)

1.3 PERMITS AND RESPONSIBILITIES:

a. The contractor shall, without additional expense to the Government, be responsible for obtaining and renewing all necessary licenses and permits.

b. The contractor shall be responsible for all damages to persons or property that occur as a result of the contractor’s negligence and shall take proper safety and health precautions to protect the work, the workers, the public and the property of others.

c. The contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work.

1.4 ON-SITE SUPERVISOR:

a. As a minimum, the contractor must provide one on-site supervisor to direct all contract personnel and maintenance operations.

b. The on-site supervisor shall be fluent in the English language in order to effectively communicate with the contractor’s employees and/or subcontractors as well as the Contracting Officer’s Representative (COR) and other Government personnel.

c. If the on-site supervisor is not present or absent due to illness or other reasons, the contractor shall provide an alternate supervisor to manage and direct all contract personnel and operations. The alternate supervisor shall possess the same qualifications as the on-site supervisor.

d. The onsite supervisor shall be available for phone calls during all working hours.

e. A current ISA Certified Arborist shall be on the job site at all times (including during stump removal and turf repair operations) and shall be the primary contact with the Government's technical representative responsible for controlling the quality of work and inspecting all completed work in order to ensure that contract performance requirements are met. The contractor shall provide the arborist’s certification ID for verification before work begins, and any time there is a change in the onsite arborist. Certification and currency will be subject to verification by the government utilizing the ISA database.

1.5 CONDUCT:

a. The contractor’s employees shall, at all times while on the job site, whether on or off duty, conduct themselves in a professional, orderly and safe manner. Rudeness, fighting, being under the influence of alcohol and/or drugs or bringing and/or consuming alcohol and/or drugs, gambling, soliciting, stealing, and any immoral or otherwise undesirable conduct shall not be permitted on the job site and shall result in immediate and permanent removal from the job site of any employee engaging in such conduct

2 SITE MAINTENANCE:

a. The contractor shall maintain the work site in a safe, neat and orderly manner. All supplies and equipment on the project site shall be stored to preclude any damage.

b. Limited space may be provided for the storage of materials, which shall be stored in a clean and neat condition as approved by the COR. This is not guaranteed, thus the contractor must be prepared to transit the entire operational footprint daily.

c. All mud, dirt, debris, foreign objects or spills of any kind from the contractor’s operations shall be cleaned up daily or as requested by the COR.

d. All contractor generated refuse and waste shall be hauled from the work site daily. Refuse and waste material shall be hauled in trucks with tight fitting covers to prevent spillage on roadways.

e. It shall be the contractor’s responsibility to take whatever measures are necessary to assure the protection of the Government assets and to perform the work so as to cause minimal disruption of ongoing activities near occupied areas.

f. The contractor assumes the risk and responsibility for the loss or damage to the Government furnished property.

g. Any/all turf protection mats shall be removed from turf nightly. No mats to remain on soil/turf overnight.

2.1 ENVIRONMENTAL CONCERNS AND SAFETY STANDARDS:

a. The contractor and each of his employees shall work in compliance with all applicable OSHA, Federal, state and local safety laws and regulations (e.g. CFR29, etc).

b. The contractor will be in compliance with ANSI Z133.1 standards.

c. The contractor shall provide and ensure that all personnel at the work site use the proper Personal Protective Equipment (PPE) required by OSHA regulations and ANSI standards.

d. The contractor shall take all necessary precautions for safety and shall provide reasonable protection to prevent damage, injury or loss to persons, properties, equipment and vehicles.

e. In the event of an emergency the contractor should first call 911. For other nonemergency issues requiring a law enforcement officer, the US Park Police watch desk may be reached at xxx-xxx-xxxx.

f. Damage caused by the contractor to any properties shall be repaired or replaced to the satisfaction of the Government at the expense of the contractor. The Government, at its sole direction, may elect to repair or replace the damaged property, and deduct such costs from monies due the contractor.

g. The contractor shall not leave any tools, parts and/or supplies unattended in the public area at any time while performing work.

h. The contractor shall report damage caused to US Government trees or landscape immediately to the COR or NAMA staff Arborist.

i. The contractor includes pedestrian and vehicular traffic management utilizing appropriate signage and traffic control devices as per DDOT standards.

2.2 VEHICLE OPERATIONS:

a. Contractor personnel operating motor vehicles used in performance of this contract shall have a valid state operator’s license and shall operate all motor vehicles in accordance with applicable laws. The contractor’s vehicles shall have an identification tag clearly visible while on site.

3.0 QUALITY ASSURANCE AND PAYMENT:

a. When the contractor considers work is acceptable to the Government and complete, the contractor shall inform the COR that the work is complete and ready for inspection. The COR will inspect the work on-site in consultation with the staff arborist. In the event that the work is not acceptable, the contractor shall record a list of items noted by the Government to be corrected. A subsequent inspection may take place in order to review the corrected items.

b. Upon completion, the contractor shall provide the government with a work/treatment log denoting the work performed by specimen. The work log shall utilize standard industry terms and include any tree health or hazard concerns noted during work performance. Contractor work log entries will be used to build historical tree health data archives and better inform urban forest management decisions within the park.

c. The Contractor shall submit all invoices through www.ipp.gov within 30 days of work performed or on a monthly basis. All Invoices will have the work performed broken out on them along with the location site clearly defined. Failure of the contractor to upload an attached copy of the invoice and any requested documentation through IPP.gov will result in invoice being rejected.

d. Contractor is responsible to attend necessary meetings at no additional cost and perform necessary management should situations arise that require extra management attention.

BUSINESS HOURS

4.0 BUSINESS HOURS

a. The contractor is responsible for conducting routine services, between the hours of 7:00 a.m. – 3:30 p.m. ET Monday thru Friday, except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor will not be reimbursed when the government facility is closed for the above reasons unless emergency services are requested.
