The Site Visit is strongly recommended and will be conducted during COVID 19 Pandemic circumstances. For this Site Visit, contractors shall wear a face mask. Masks must cover the nose and mouth and fit snugly around the nose and chin with no large gaps around the sides of the face.

Masks not designed to be protective, masks with ventilation valves, and face shields do not meet the requirement. By order as issued by the Superintendent under 36 CFR § 1.5(a)(2). These measures will be strictly enforced. An individual not in compliance shall be asked to leave and must leave the premises immediately.

The purpose of the site visit is to survey the site and identify and clarify any concerns bidders may have with site conditions the location may present, which may affect the services to be performed in accordance with the park’s requirements. Should contractors become lost trying to locate the Round Meadow Resource Management Office, please dial 301-712-6761 for assistance.

A. Introductions

B. Solicitation changes and oral comments Any oral remarks given by government personnel will not change the terms of the solicitation. Requirements of the solicitation remain unchanged unless a formal Solicitation Amendment is issued. There will be no direct oral questions. All questions and concerns must be put in writing and formally sent to the CS brian_dankmeyer@nps.gov. There will be no discussion among offerors.

C. Offeror’s Questions

All questions shall be addressed in writing via email to the CS. The Cutoff Date/Time to ask questions is July 6, 2021 by 3:00 pm ED. All questions received by the due date will be answered promptly thereafter and posted as an amendment to the solicitation.

D. Solicitation and Amendments

The Request for Quote (RFQ) and future amendments shall be available and distributed exclusively through the GPE. Enter the solicitation number RFQ 140P3021Q0030 in the subject line for all communications about this requirement.

E. Service Contract Act Wage Determination:

DOL SCA WD 2015-4269 Revision No. 14 Dated 4/7/2021 applies.

F. Site investigations and Differing Site Conditions:

Contractors are strongly urged to visit and review the project site to determine existing conditions that will affect the services. Contract modifications and price adjustments will not be granted based on conditions that could be determined prior to award.

G. Quotes:

1. Submission:

Quotes are currently due July 16, 2021 at 3:00 pm ED. Offerors shall e-mail their quotes and supporting documents in accordance with the solicitation to Contract Specialist brian_dankmeyer@nps.gov.

2. Contents:

Refer to the solicitation.

3. Pricing & Options:

Offerors shall submit a price for the line items identified in Section B of the RFQ. Refer to the solicitation for more particular instructions and requirements.

H. Proposal Evaluations:

The Government will review all documents and information outlined in the solicitation required for this quote. Once they are determined present and complete, the Government will use a Lowest Price approach to evaluate quotes.

I. Project Description and Site Visit:

The NPS Park Project Manager, COR, or POC will give a brief overview of the project and park rules/restrictions and conduct a visit of the project site.
