About this file

This Statement of Work details wastewater pumping services for Lassen Volcanic National Park (LAVO) from June 1 to December 31, 2025. The project requires pumping approximately 85,000 gallons of wastewater from over 50 septic tanks and vault toilets located throughout the park, with tank sizes ranging from 1,200 to 16,000 gallons. The contractor must transport waste to a state-approved disposal site, ensure leak-free equipment, respond within three days of notification, and handle emergency services within 24 hours.

Key requirements include maintaining vehicle cleanliness, prioritizing tank pumping as directed by park staff (Robert Morris, Alexander Mahr, or Joe Pettegrew), and being prepared for potential additional pumping throughout the year. The current incumbent is Big Valley Septic, and the solicitation is a small business set-aside under NAICS code 562991. The park will notify the contractor when tanks are within 18 inches of capacity or require servicing, with an estimated contract period covering the summer and early winter of 2025.

Wastewater Pumping

Solicitation # 140P8425Q0036

LASSEN VOLCANIC NATIONAL PARK (LAVO)

WASTEWATER PUMPING SPECIFICATIONS 2025

1) The estimated volume of wastewater to be pumped during contract period June 1, 2025, to December 31, 2025, is 85,000 gallons. Gallons to be pumped vary, depending on usage and the length of the summer season.

2) Septic tanks and vault toilets are located throughout Lassen Volcanic National Park (See exhibit 1, map). There are upward of 50 tanks within the park (See exhibit 2, table).

Tanks range in size from 1,200-gallon vaults to 16,000-gallon septic tanks (vaults have been counted as one tank though there are two compartments).

3) Wastewater must be hauled to a state-approved waste disposal site outside of Lassen

Volcanic National Park. The contractor is responsible for the arrangement and disposal of all waste.

4) Contractor vehicles and all equipment must be free of leaks and in safe operating condition. Contractor is responsible for the complete cleanup of all spills or leaks within

Lassen Volcanic National Park. Contractor vehicles must be free of any non-indigenous vegetative material.

5) The first pumping is estimated to start June 1, 2025, through December 31, 2025.

However, additional pumping will be assessed on an as needed basis throughout the year.

Contractor will be contacted when vaults fill to within 18” of the top of tank, or if a tank is in need of servicing (Heavy sludge layer).

6) Lassen Volcanic National Park will notify the contractor of the vaults and or septic tanks to be pumped. This will include the order of priority as well as dates of desired pumping.

A minimum response time of three (3) days is required. Notification of pumping will only be made by Robert Morris, Alexander Mahr or the Chief of Maintenance, Joe

Pettegrew.

7) Lassen Volcanic National Park must be notified if the contractor is called out on emergency service for an extended period of time i.e.: wildfire. The Park must be notified with as much lead time as feasible in order to make alternative arrangements with a qualified contractor.

Questions and Answers from past solicitations:

1 – Will there be a satellite map photo attached in the future?

No, the only map is the one provided above.

2 – For the emergency pumping on the quote sheet, how do you want us to calculate the pricing. Does this mean our pricing should be per visit to the site, or is it based on the number of tanks requiring pumping in an emergency? Should I provide a unit price without an extended total, considering the unpredictable volume of gallons that may be required?

For the emergency pumping, the quantity “each” is the price per 1 gallon of pumping, If you have additional fees that you would like to include, you can write them in the lower section of the quote sheet with an explanation.

3 – Is there a current incumbent?

Yes, the current incumbent is Big Valley Septic.

4 – Are you able to provide a copy of the current SDS?

No, there is no Safety Data Sheet for this project.

5 – Will there be a fixed long-term schedule for pumping actives, or will updates be provided periodically regarding the specific tanks or vaults requiring service?

Pumping is required on an as-call basis with the actual pumping happening within 72 hours of the call as stated above.

6 – What is the expected response time upon receiving a request for emergency pumping situations, and are these typically requiring immediate deployment?

Emergency pumping services should be provided within 24 hours or less of the emergency call.

7 – Is there a waste manifest for this project.

There is no waste manifest for this project.
