Statement of Work Advisory Council on Historic Preservation (ACHP)
Articulate Reach 360
1. BACKGROUND
The mission of the Advisory Council on Historic Preservation (ACHP), an independent federal agency, is to promote the preservation, enhancement, and sustainable use of our nation’s diverse historic resources, and advise the President and the Congress on national historic preservation policy. The ACHP issues the regulations implementing Section 106 of the National Historic Preservation Act. Section 106 requires federal agencies to consider the effects of projects they carry out, approve, or fund on historic properties. They must also provide the ACHP a reasonable opportunity to comment on such projects prior to the agency’s decision on them. In carrying out this responsibility, agencies consult with others that have an interest in the historic preservation outcomes of federal projects. The ACHP provides technical assistance to participants in the Section 106 review process and conducts onsite training for state, local, and tribal government officials, Indian tribes and Native Hawaiian organizations, preservation advocates, applicants for federal assistance, and members of the public on how to carry out or participate in this federal historic preservation planning process.
2. OVERALL PROGRAM OBJECTIVES
Since 2013, the ACHP has provided online on-demand eLearning courses to the general public as part of its Section 106 training program via a Learning Management System (LMS) service contract. The goals of the program remains to reach a broader audience and target constituencies not fully served by in person live training and to make new training opportunities available.
ACHP currently has an Articulate 360 authoring tool subscription. We now seek to add Articulate’s Reach 360 software access through a subscription. Reach360 is a training distribution add-on to Articulate 360 that is intuitive for ACHP staff to upload and manage and for external users/learners to use to access eLearning courses. The ACHP has developed current courses in Articulate Studio ’09 Pro and Articulate Rise 360, output compatible with SCORM, HTML, and PDF.. Reach 360 access would add to existing Articulate products in use. This addition would make the upload process seamless as Subject Matter Experts (SMEs) already have an understanding of Articulate’s products. We require three (3) logins for administration and course authoring. ACHP requires an allowance for 6,000 external users/learners per year, with the option to add more incrementally in subsequent option years.
All ACHP training is delivered to members of the public and stakeholders who are external to our organization. We require the LMS to be usable by federal agency staff from federal computers, regardless of department or agency and internet security protocols. The eLearning courses will be offered free of charge.
We do not require, but would welcome, the ability to bundle courses into a series with a unique certificate. The ACHP also does not require, but would welcome, webinar/synchronous eLearning capabilities for this requirement.
The ACHP does not require but would welcome that the authoring and LMS product be “ready,” “in process,” or “authorized” by FedRAMP marketplace (see https://marketplace.fedramp.gov/).
3. REQUIREMENTS
The objectives to be accomplished under the contract include:
3.1 Provide SaaS subscription for intuitive, user-friendly eLearning course authoring with SCORM-conformant, HTML, and PDF outputs, and/or provide simplified uploading of existing SCORM-conformant course outputs by ACHP staff.
3.2 Provide prompt and reliable hosted eLearning course access for federal agency staff and general public users.
3.3 Provide LMS user-learners prompt and reliable help desk support and/or integrated help resources.
3.4 Provide support for multiple libraries and learning paths.
3.5 Generate on demand intuitive analytics and shareable reporting of all fulfilled registrations and course completions, organized by eLearning course title, and including user-learner name and email address and other information mutually agreed upon.
3.6 Generate a printable or downloadable certificate in PDF upon successful completion of an eLearning course.
3.7 Provide technical support for the operation of the course authoring and LMS annually.
3.8 Provide three (3) ACHP staff user logins.
