Scope of Work – Janitorial Services

Florida Keys National Wildlife Refuges

National Key Deer Refuge

This Scope of Work (SOW) covers Janitorial Services at the National Key Deer Refuge (NKDR) administrative building located at 28950 Watson Blvd, Big Pine Key, Florida. There is an option to renew this work on an annual basis for up to 4 additional years based on satisfactory work conducted.

Summary:

The National Key Deer Refuge administrative office contains a variety of spaces and surface materials which must be maintained in a clean and safe manner. All surfaces will be wiped or sprayed with cleansers approved by the manufacturer for each surface type. Carpeted floors will be spot cleaned, with non-bleaching cleansers, as needed. Cleaning supplies will be kept in centralized locations.

See “Areas to Be Cleaned” and “Janitorial Supplies” sections for specific information, timelines and expectations for this scope of work. See “Contract Schedule Summary” for a brief look at areas to be cleaned. Contractor may use this summary sheet as a checklist to ensure that all areas scheduled to be cleaned are completed during each visit.

Schedule of Work:

The Contractor must complete all cleaning activities during posted business hours while staff is present in the building. Under no circumstances will the Contractor’s crews be allowed to stay late, causing staff to stay beyond their work day during this period of the cleaning schedule.

Posted business hours are 8:00 a.m. - 4:00 p.m. Monday through Friday. Closed on federal holidays.

A regularly scheduled day will be established as the cleaning day. Refuge staff will be instructed to leave their office doors unlocked on the scheduled cleaning day to allow access by the cleaning crew. Locked office doors may be omitted from that day’s cleaning activity. It is the responsibility of the cleaning crew members which are present for duty to know exactly which areas are to be cleaned, and specifications required by this scope of work. If staff is present, the cleaning crew must ask for locked office doors which are part of the cleaning contract, to be opened.

*Avoidance of Allergens, use of “Green” Products and Anti-bacterial/Anti-viral cleansers:

Some staff members within the building have sensitivities to strong chemical smells and other materials which may cause allergic reactions. As a result, all chemical cleansers used within the building must be “low odor” formulas and be pre-approved by the Contracting Officer’s

Representative (COR) before use.

In addition, to the extent possible, environmentally friendly, or “green” products will be used within the building. These items will be provided at the expense of the government. A MSDS

(Manufacture’s Safety Data Sheet) must be submitted for any chemical product requested for use by the cleaning crew.

Approved Anti-bacterial and Anti-viral cleaning products (sprays, wipes, etc.) effective in controlling the Covid-19 virus will be provided.

*Cleaning products are furnished by the government; however, any request to change products must be pre-approved.

Expected Condition of Cleanliness:

All areas scheduled to be cleaned according to this scope of work shall be free of dust, debris, smudges, streaks, stains, and unpleasant odors. In addition, the areas shall have an overall appearance of having been cleaned after the cleaning crew has completed the tasks described in this document. All flat surfaces (tables, countertops, etc) will be cleaned then wiped down with anti-bacterial/anti-viral sanitizers. See specific items listed under the next section, “Areas to be cleaned”.

AREAS TO BE CLEANED

Weekly Tasks:

Hallways – Routine vacuuming of all carpets. Stains spot cleaned with non-bleach cleansers, as needed. Vents dusted. Cobweb spiders removed from corners. Pictures dusted and glass cleaned with glass cleaner.

Fire stairwell – Stairs swept. Mopped as needed. Cobwebs dusted. Handrails and door knobs disinfected.

Restrooms (1 male/1 female) – All surfaces cleaned and disinfected to include (but not limited

to) – toilets, urinal, sinks, mirrors, door handles, and other high touch surfaces. Toilet paper and paper towels replaced/filled. Soap dispensers monitored and refilled as needed. Walls, doors, and stalls cleaned of spots and grime. Floors swept and mopped. Cobwebs removed. Trash taken out.

Male restrooms consist of 1 stall with toilet, 1 urinal, and 1 sink.

Female restrooms consist of 2 stalls with toilets, and 2 sinks.

Kitchen – All high touch surfaces disinfected to include (but not limited to) – fridge handle, microwave handle, door, counter tops, table and chairs. Counter tops cabinets, front of fridge, sink, chairs, and microwave free of dirt, grime, and spots. Windows free of spots. Cobwebs removed. Pictures and blinds dusted. Trash and recycling removed. Floors swept and mopped.

Conference Room – All high touch surfaces disinfected. Tables wiped down. Chairs, ceiling fans and blinds dusted. Cobwebs removed. Windows cleaned. Floors vacuumed. Stains spot cleaned with non-bleach cleansers, as needed. Recycling and trash removed.

Front entrance – All high touch surfaces disinfected. Windows free of spots. Pictures, blinds, chairs, flag stands dusted. Carpets vacuumed. Stains spot cleaned with non-bleach cleansers, as needed. Tiles swept and moped. Cobwebs removed. Recycling and trash removed.

Elevator – Buttons inside and out, and other high touch surfaces disinfected. Floor vacuumed.

Stains spot cleaned with non-bleach cleansers, as needed. Cobwebs removed.

Copy area – Disinfect surfaces. Cobwebs removed. Surfaces dusted. Recycling and trash removed. Carpets vacuumed. Stains spot cleaned with non-bleach cleansers, as needed.

Janitor’s closets – Supplies organized. Sink and floor cleaned of dirt and debris. Mops hung to dry.

Bi-Weekly Tasks (on rotating schedule):

Week A: 6 offices

Room 209 – Manager office

Room 208 – Admin office

Room 210 – Library

Room 207 – Fire office

Room 205 – Coastal Program office

Room 204 – Biotech office

Week B: 5 offices and mudroom

Room 223 – LE office

Room 226 – Deputy manager’s office

Room 227 – Biologist office

Room 228 – Interns office

Room 231 – Wildlife Society office

Room 212 – Mudroom

Offices: Disinfect all door knobs and high touch areas. Trash and recycling removed. Cobwebs removed. Dust/clean surfaces.* Windows free of spots. Vents, chairs, and pictures dusted.

Carpets vacuumed. Stains spot cleaned with non-bleach cleansers, as needed. Care will be taken to prevent disturbance of materials placed on top of the desk. Cleaning staff will not move any materials on top of a desk or shelves to clean beneath them.

Library – All surfaces dusted. High touch surfaces disinfected. Cobwebs removed. Carpets vacuumed. Stains spot cleaned with non-bleach cleansers, as needed.

Mudroom – Sink cleaned and free of debris. Cobwebs removed. Trash out, vents and tops of lockers dusted. Floors swept and mopped.

Trash removal – Trash receptables are located in the offices, front entrance, conference room, copy area, mud room, library, kitchen, and restrooms. All trash receptacles are to be emptied.

Half-full bags can be combined with others to reduce the overall amount of plastic going to landfills. Filled trash bags can be deposited in the refuge trash cans near the fire exit. Trash bags will be replace with the appropriate sized bag if they are removed, of if they become dirty.

New trash bags are located in the janitorial supply cabinet near the restrooms.

Recycling - The refuge participates in various Florida Keys recycling programs. Aluminum, glass, plastic, and paper is placed in various blue recycle bins throughout the building.

Recycling will be collected and placed in the blue recycling container outside near the fire exit.

JANITORIAL SUPPLIES

A basic supply of various items and equipment will be located within the Janitorial Supply closet located next to the women’s bathroom. These supplies may include: (and not be limited to) toilet paper, paper towels (tri-fold and rolls), toilet seat covers, sanitary napkin waste bin liners, broom, mop, bucket, glass cleaner, toilet bowl cleaner, furniture polish, general purpose cleaner, stainless steel cleaner, cleaning gloves, trash bags. Supplies will also include anti-bacterial/anti-viral wipes and sprays. Keys to open/close paper holders in bathrooms are stored in this closet, as well.

In addition, extra supplies needed in the kitchen may be stored in the kitchen cabinets and drawers. The cleaning crew will maintain a list of supplies, and alert Refuge staff when more are needed. A blank sheet has been provided on the inside of the Janitorial Closet door. Basic supplies will be provided by the refuge. Special cleaning products preferred by the cleaning crew will be provided by the cleaning contractor.
