STATEMENT OF WORK

Havasupai Elementary School

Professional Contract Staffing Services

1.0 BACKGROUND

The Bureau of Indian Education (BIE) is seeking a staffing services contract to support the Havasupai Elementary School (HES) in Supai, Arizona for the 2023-2024 school year. HES is a K-8th grade school, serving approximately 70 students. It is operated by the Bureau of Indian Education, under the direction of the Associate Deputy Director, Bureau Operated Schools, and the Phoenix Education Resource Center.

The Havasupai Tribe For over 1,000 years the remote village of Supai, Arizona, which is located eight miles below the rim of the Grand Canyon, has been home to the Havasu Baaja, People of the Blue Green Waters, or as they are known today, the Havasupai Tribe (The Tribe). Just above the village, a hidden limestone aquifer gushes forth the life sustaining blue green waters that have nourished the fields of corn, squash and beans which have allowed the Havasu Baaja to thrive living in the harsh desert landscape deep in the Grand Canyon for centuries. This remoteness creates many obstacles for residents and visitors alike. The United States Postal Service office in Supai transports all mail in and out of the canyon by mule train. Everything must make the 8-mile trek in and out of the village either by foot, or on horseback or by helicopter.

The Tribe’s reservation is at the end of Route 18 off historic Route 66. It consists of 188,077 acres of canyon land and broken plateaus abutting the western edge of the Grand Canyons South Rim. The reservation was established in 1880 and substantially enlarged in 1975. The Tribe is known for its location, traditional cultural life and beautiful arts and crafts.

The Havasupai language, Upland Yuman, also continues to thrive in the canyon with sources stating that 100% of residents know it. Language preservation and students’ status as English-language-learners is an important element of the uniqueness of the Tribe and the Tribal community.

1.1 PURPOSE OF THE CONTRACT

The purpose of this contract is to procure professional staffing services from a staffing firm (Contractor), to provide qualified contract teaching and school staff at HES, while the BIE continues its efforts to permanently hire employees into the positions. This will immediately address the staffing shortages; and will lend to greater consistency and continuity of classroom and school operations at HES.

2.0 SCOPE OF WORK

The Contractor shall provide professional contract staffing services to hire and place contract staff into key positions at the BIE, Havasupai Indian School.

2.1 TASKS AND RESPONSIBILITIES OF STAFFING FIRM

2.1.1 The contract will provide professional staffing services for the following positions:

A. Librarian B. Physical Education Teacher/Special Activities Teacher C. Special Education Teacher

2.1.2 The Contractor shall be responsible to provide professional staffing services to include the following:

a. Recruit, screen, and interview potential applicants to fill identified BIE vacancies within 20-days of award of the contract.

b. Validate that each potential applicant meets the minimum qualifications outlined in Appendix A for the specific position the applicant is identified for.

c. Present potential applicants to BIE for final approval before proceeding with hiring.

d. All potential applicants must have the skills, competencies and experience as defined in the

Position Description for each position (See Appendix A).

e. Present a complete applicant package for each potential applicant (See Appendix A for what must be included in a complete applicant package).

f. Upon BIE’s approval, hire and assign the person to perform the type of work described in

Appendix A under supervision of the HES Principal and COR.

g. Status of Contract Teaching Staff “Nonpersonal Services”: This is a nonpersonal service contract for temporary help service which the contractor is an independent contractor. The Government may evaluate the quality of professional and administrative services provided but retains no control over the contractor staff. The Contractor shall indemnify the Government from any liability producing act or omission by the contractor, its staff and agents occurring during contract performance. The contractor shall maintain liability insurance, in a coverage amount acceptable by the Contracting Officer, which is no less than the amount normally prevailing within the local community. The Contract Teaching Staffs will remain exclusive employees of the staffing firm.

Because the Contract Teaching Staff are not employees of the BIE or HES, the Contract Teaching staff are excluded from participating in any fringe benefit plans or programs of the BIE or HES, including, but not limited to, health, sickness, accident or dental coverage, life insurance, disability benefits, severance, accidental death and dismemberment coverage, unemployment insurance coverage, workers’ compensation coverage, and pension or Thrift Savings Plan (401(k)) benefit(s). Thus, the staffing firm is the common law employer of Contract Teaching Staffs, and is responsible for the following:

h. Pay Contract Teaching Staffs’ wages and provide them with the benefits that the staffing firm offers to them, if any.

i. Pay, withhold, and transmit payroll taxes; provide unemployment insurance and workers’ compensation benefits; and handle unemployment and workers’ compensation claims involving Contract Teaching Staffs.

j. Require Contract Teaching Staffs to sign agreements acknowledging that they are not entitled to holidays, vacations, disability benefits, insurance, pensions, or retirement plans, or any other benefits offered or provided by the BIE; and

k. Require Contract Teaching Staffs to sign confidentiality agreements before they begin their assignments to the BIE.

l. Comply with federal, state and local labor and employment laws applicable to Contract Teaching Staffs, including the Immigration Reform and Control Act of 1986; the Internal Revenue Code (“Code”); the Employee Retirement Income Security Act (“ERISA”); the Health Insurance Portability and Accountability Act (“HIPAA”); the Family Medical Leave Act; Title VII of the Civil Rights Act of 1964; the Americans with Disabilities Act; the Fair Labor Standards Act; the Consolidated Omnibus Budget Reconciliation Act (“COBRA”); the Uniformed Services Employment and Reemployment Rights Act of 1994; and, the Patient Protection and Affordable Care Act (ACA).

m. Comply with all provisions of the ACA applicable to Contract Teaching Staffs, including the employer shared responsibility provisions relating to the offer of “minimum essential coverage” to “full-time” employees.

n. Facilitate the federal background check with assigned BIE Security Personnel and the BIE, HES point of contact, to ensure Contract Teaching Staff complete the federal onboarding, vetting and background clearance process required by BIE. Contract Teaching Staff must receive a favorable clearance before they can enter on duty at the HES. A enter on duty date will not be established

o. Make reasonable efforts to provide a similarly qualified replacement in case a Contract Teaching

Staff does not report to work. A replacement must be identified within 15-business days.

p. Fill staff vacancies without creating expectations of long-term employment. The length of placement at HES will be short-term but is contingent upon when BIE selects, hires, and onboards a permanent BIE staff person to fill the position.

q. Require Contract Teaching Staff to provide on-site services at the HES.

r. Require Contract Teaching Staff to participate in required school staff meetings and required, BIE training as identified by the HES Administration.

s. Ensure Contract Teaching Staff is provided with the lodging, transport and other tools required for the provision of the services.

t. Ensure the Contract Teaching Staff does not claim additional hours worked unless expressly agreed by BIE, HES’ authorized representative in advance of the additional hours being worked.

u. Identify a Project Manager to coordinate contract activities. The Project Manager is not a chargeable labor category under the contract.

v. Invoice monthly.

2.2 TASKS & RESPONSIBILITIES OF CONTRACT TEACHING STAFF

Contract Teaching Staff shall:

• Provide on-site services at the Havasupai Indian School in Supai, Arizona once a week for 8 hours per day for a total of 30 weeks during the 23-24 SY, in accordance with the job duties and responsibilities outlined in Appendix A for the specific staffing position the person is hired for.

• Drive to and from their home with their privately owned vehicle once a week to the location of the BIE’s contracted helicopter carrier – which will be in either Peach Springs, AZ, Hilltop AZ, or Grand Canyon AZ.

• Fly in and out of Supai, Arizona on the BIE’s contracted carrier once a week.

• Participate in required school staff meetings and required BIE training as identified by the HES

Administration.

• Required to participate in any mandatory parent/teacher conferences (no more than 3 times per year).

• Follow the 25 Code of Federal Regulations, all applicable curriculum identified and provided by

HES, and state standards, where applicable.

2.3 SPECIAL CONSIDERATIONS

The remote location of the HES within the Grand Canyon, makes this contract unique, and special consideration for the Contractor is noted to meet the requirements and tasks.

Key Considerations: Contract Personnel may need to either hike out of the canyon or sleep on a cot in the HES Gymnasium if the individual is unable to fly out Supai, AZ on the BIE’s contracted helicopter due to unforeseen weather conditions. When local lodging is not available, the BIE HES will provide a cot, sheets, pillows, and blankets for Contractor Personnel use during their visit and stay. Contract Personnel are recommended to bring in snacks to the Canyon, if possible. Travel by Helicopter is dependent upon local travel conditions and weather permitting.

3.0 GENERAL REQUIREMENTS

3.1 PERIOD OF PERFORMANCE

Base Year: August 1, 2023, through May 31, 2023

3.2 PLACE OF PERFORMANCE

Location: Havasupai Elementary School Address: 40 Main Street, Supai, Arizona 86435

3.3 HOURS OF OPERATION AND ESTIMATED WORK HOURS

Service shall occur during school hours and will be evaluated according to need during the school year. A minimum of 8hours will be required per onsite visit. Hours may vary to meet the needs of the school and students. The school day for students is between 7:50am and 3:30pm Mountain Time. The Contract Teaching Staff will be required to work on-site from 7:30am to 4:00pm MDT one time per week, to cover school hours. Contract Teaching Staff are entitled to a 30-minute lunch during this time, which is not chargeable. Hours are estimated based on government need. The government does not guarantee that all hours will be requested or worked. Contract Teaching Staff will not be expected to work on days the school is closed to accommodate Holidays, Snow Days, or other school closure events, as outlined on the HES’s calendar. Contract Teaching Staff are expected to participate in staff development days or other staff events, identified by the school leadership team.

School Work Hours Monday – Friday: 7:30am to 4:00pm MDT except for Holidays, Snow Days, or other school closure events

BIE will inform the Tribal Council in writing of all new hires and will seek approval for their physical attendance at the school, including addressing any transportation or health requirements. Physical attendance of these personnel at the school is subject to any relevant Tribal orders regarding travel to Supai or other restrictions or occurrences that would impede their physical attendance, including but not limited to the availability of housing, any related public health orders, and coordination of transportation with the Tribe.

3.4 TRAVEL

The contractor shall be required to travel:

a. To and from his/her home once a week to the BIE’s contract helicopter carrier.

b. On the BIE’s contracted helicopter carrier in and out of Supai, AZ on the same day to provide services.

4.0 CONTRACTOR PERSONNEL ONBOARDING TIMEFRAME

The Contractor is responsible for recruiting Contract Teaching Staff with the necessary level of expertise to support the tasks and requirements in this Statement of Work. The Contractor will provide only candidates whose experience and education meets or exceeds the minimum requirements outlined in Appendix A for each position. The following outlines the key steps and projected timeframes, for the Contractor and BIE to onboard and vet all Contract Teaching Staff to HES.

• The Contractor shall identify and provide potential candidates for each position outlined in Appendix A, within 20-days of Contract Award.

• The Government will review Applicant packages and provide approval to the Contractor within two business days of receiving the Applicant Package. Approval will be granted by the government to proceed with the applicant, if the potential candidate meets all the basic minimum requirements of the position, as outlined in Appendix A.

• The Contractor must submit the BIE Personnel Security Intake Package (PERSEC Intake) within 5-business days after the government gives the approval to proceed with the potential candidates.

• The background check process may take up to 4 to 6 weeks.

• Contract Teaching Staff are required to report to HES within two weeks of the BIE Personnel

Security Office providing a favorable background check and an entering on duty date.

4.1 WORK ENVIRONMENT

Most of the work is done in a school-environment and within the HES school campus.

4.2 PERSONAL CONTACTS

Personal contacts are with students, co-workers, Area/Agency employees, Federal and non-Federal agencies, parents, other professional educators, social services agencies, law enforcement agencies, and community members, who work at or in partnership with HES.

4.3 SUPERVISORY CONTROL ON-SITE

General supervision of Contract Teaching Staffs at the HES will be received from the HES Principal or designee. The HES Principal will help to make assignments and set priorities for the school. It will be important for Contract Teaching Staffs to keep the HES Principals informed. Professional advice is received upon request, when deemed necessary, and in unusual situations. All Contract Teaching Staffs performance will be evaluated through general observations and in-person conferences between Contract Teaching Staffs with the HES Principals and/or Contracting Officer Representative.

5.0 SECURITY

Background Investigations are required for the position All contract positions with duties and responsibilities involving regular contact with or control over Indian children are subject to a background investigation and determination of suitability for employment. Accordingly, all such positions require a favorable background screening by the Bureau of Indian Education (BIE), Personnel Security and Suitability Program and a favorable background investigation by the Defense Counterintelligence Service Agency (DCSA). There are additional clearance requirements for Contractors working in school locations. Contractor personnel under this contract, are required to submit to suitability clearance procedures, and shall not commence work under the contract until the COR and/or Government Contract Officer have cleared them to be on site. All Contract Teaching staff must be United States citizens. The information collected during this effort is considered unclassified, sensitive; therefore, Moderate Risk Public Trust, is the sensitivity level. The Contractor will be provided access to BIE computers and information. The Contractor shall report suspected computer security breaches as soon as the breach is received, heard of, or found to the Indian Affairs Information Technology (IAIT) help desk. The Contractor shall adhere to government requirements on IT usage and access to service IA users, equipment, and software; under no circumstance is the Contractor permitted to make use of Government computer systems, information, equipment, software, supplies, or accounts for purposes other than the performance of this contract. Personal or Contractor-owned computers are not permitted on any of the government networks. The Contractor shall abide by United States Federal policies and procedures, the DOI policies and procedures, IA policies and procedures, and court orders.

6.0 DATA RIGHTS & DOCUMENT OWNERSHIP

The Government requires unlimited rights in any material first produced in the performance of this SOW, in accordance with the FAR clause at 52.217-14. The BIE shall have unlimited rights to, and ownership of

Professional Educational Services | 6 all deliverables provided under this SOW. The Contractor, agrees, that any HES student, staff, or parent data, collected in support of this agreement, will not be used, or shared. The implementation and outcome data collected, analyzed, and used in support of the Contract Requirements, Tasks and Deliverables are explicitly for the benefit of the BIE, HES. Upon the expiry or termination of the service contract, the Service Provider will return to BIE any property, documentation, records, or confidential information which is the property of BIE.

7.0 CONFIDENTIALITY & PRIVACY ACT

The BIE recognizes that Contract Teaching Staff, may have access to confidential information concerning BIE, HES, HES Students, Families, and other community members in the fulfillment of their job duties.

Contract Teaching staff agree to maintain the confidentiality of all such Confidential Information.

In particular, and without limiting the foregoing, the BIE acknowledges and understands the confidential information to which Contract Teaching Staff will gain access is the confidential and proprietary information of the BIE and HES. Thus, Contract Teaching Staff agree:

• not to disclose any confidential information to anyone other than an employee of the BIE, HES who has a need to know such information.

• Prevent any unauthorized use or disclosure of the confidential HES student, family, or employee information.

• Promptly notify the BIE, HES of any unauthorized use of which the Contract Teaching Staff or staffing firm learns of.

• To use such confidential information for the sole purpose of fulfilling the performance under the

SOW.

Further, work on this Contract will require Contract Teaching Staff to have access to Privacy Information.

Contract Teaching Staff shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency privacy rules and regulations and remain compliant with HIPAA.

Invoices shall be accompanied by timesheets for each billed Contract Teaching Staff with the respective billing rate for each Contract Teaching Staff.

It will be important for the Contract to provide a detailed informative, all-inclusive monthly status report outlining all efforts under the Contract that will contribute to the successful fulfilment of services at HES. The Contractor will invoice by the 5th day of each month through IPP and send a copy of the invoice and supporting documentation to the COR or Principal in writing monthly on the 5th of each month.

Final Report Requirement:

The contractor shall provide a final report to the HES Principal and Contracting Officer Representative. at the conclusion of the period of performance. This report shall summarize objectives achieved, significant issues, problems, and recommendations to improve the process in the future. In addition, the following information must be included in the Final Report:

• A narrative on work performed and progress made on all tasks levied under the resulting contract.

Including any key accomplishments.

• Recommendations on next steps and ways to improve staffing services at HES based on the Contract Teaching Staff’s personal experience.

• Final Costs Breakdown for all Contract Teaching Staff and Positions over the lifetime of the contract including outlining the position, total number of days worked, total costs, and billing rate per position.

9.0 HES RESPONSIBILITIES (GOVERNMENT FURNISHED ITEMS)

HES will provide Contract Teaching Staffs with the following:

Classroom Space & Furniture Land line phone service Internet access Laptop or Computer for Student Information Access Paper supplies – including paper, pen, pencils, textbooks, notebooks, and other paper products, as needed to perform the duties of the position.

10.0 HES REVIEW

Oversight and review of the contract will be provided by the HES Principal, and Contracting

Officer Representative.

Certification of necessary reports.

Utilize scope of work as a basis for review and certification.

11.0 INSPECTION AND ACCEPTANCE REQUIREMENTS

Quarterly performance reviews will be conducted by the HES Principal, and/or Contracting

Officer Representative.

Any corrective actions will be addressed in a timely manner with the Contract Teaching Staff.

12.0 TERM AND SEVERABILITY. All contract positions under this SOW are intended to be short-term, and temporary to address the staff shortages and vacancies at HES.

12.1 GOVERNMENT. Upon HES selecting and onboarding a permanent full-time BIE employee into one of the positions supported by this SOW, BIE will notify the staffing firm in writing. The Contract staff person will be released of his/her duties from HES. This overlap is intended to allow a transition period of job activities and duties. BIE will provide a fifteen (15) day written notice when this occurs, to adequately notify the staffing firm, that the Contract Teaching Staff’s time with BIE will be coming to an end.

122 CONTRACTOR. The contractor will provide a fifteen (15) day written notice when a contracted teaching staff plans to leave or vacate the contract. Contracting Teaching Staff will, when able to, stay until the Contractor can identify a replacement.

APPENDIX A

Table 1.0 - Contracted Positions

For each position in Table 1.0, the staffing firm will provide an Applicant Package for BIE’s review, consideration, and approval. The BIE will review the package within two business days giving the staffing firm approval to move forward or outline questions or concerns for the staffing firm to address.

A complete Applicant Package must include but not limited to:

1. A cover letter from the staffing firm outlining which position the applicant will fulfill, information on how the applicant fulfills the Conditions of Employment and Educational Qualifications for the position and identify where the potential applicant is located.

2. The applicants resume – which must be no more than 4 pages in length.

3. A copy of the applicant’s current certifications (Teaching, CDL, Food Handling, etc.) and/or educational licenses, if applicable.

POSITION A: LIBRARIAN

Job Duties, Requirements and Tasks of Position The Librarian will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical, and academic experience. The Librarian will design and coordinate comprehensive library and media programs supporting the needs of students at Havasupai Elementary School and meeting any applicable state and/or regional standards. He/she will provide instruction at the professional level as a Librarian. In general, the librarian will lead the selection, acquisition, preparation, cataloging, and circulation of books and other printed materials; plan the use of the library by teachers and students; and instruct students in the use of library books and materials. Specific duties include the following:

• Develop a written set of instructional and service objectives that are integrated and consistent with the school’s educational goals and philosophy and based on assessed academic needs.

• Assist in the development of a written policy for the selection of materials and equipment, which must meet certain regulatory requirements.

• Assist in the implementation of an annual inventory of available books, materials, and equipment in accordance with the acquisitions and selection policies.

• Plan classes and activities in library for students' grades kindergarten through eighth grade.

• Prepare lesson/unit plan as a guide for library science classes, providing alternatives as necessary to accommodate time limitations and interruptions in the schedule of classes.

• Conduct orientation at least annually for students and teachers in the operation and services of the library encouraging use of the library when he/she is not present.

• Study local course standards, texts, teaching aids and other pertinent material in assigned grade level(s).

• Aid with classroom teachers in planning library activities related to subject matter and instructional units.

• Propose changes to course standards and instructional units when needed.

• Organizes and selects library materials and resources suited for the students at the school. He/she orders all materials including educational media needed to maintain library services and consults with classroom teachers regarding reference materials for their individual classrooms.

• Establish and maintain a system for monitoring usage of materials, including electronic inventory and circulation systems if available.

• Review, classify, and shelve all texts, educational media and equipment received by the library, and periodically publishes lists of new materials received by the library.

Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Must be able to obtain and maintain a background clearance.

Must obtain and maintain valid state driver's license.

Educational Qualifications

• BS/BA including or supplemented by 12 semester hours in Library Science

• All professional educators will meet the certification standards for the position in the State where the position is located.

• Emergency and provisional certificates may be accepted under the conditions they are issued by the State certification authority.

POSITION B: TEACHER (PHYSCIAL EDUCATION/ SPECIAL ACTIVITIES)

Job Duties, Requirements and Tasks of Position As a Teacher (Physical Education and Student Activity), the typical work assignments will include the following:

• Prepare yearly instructional outlines and related daily lesson plans covering relevant units of study and specifying objectives, activities, and evaluative methods/instruments for both group and individual instructional programs.

• Teach students by selecting, developing, adapting, and implementing appropriate instructional methods and techniques utilizing available resources to provide for academic achievement.

• Continuously evaluate individual and group academic progress using criterion-referenced tests, periodic standardized tests, oral tests, and/or other relevant evaluative methods/instruments.

• Develop and conduct instruction within an environment that provides and promotes opportunities for the students to develop rapport, inter-relationships, self-discipline, and a positive self-image.

• Maintain control of assigned class(es) and handle discipline independently except for chronic or extreme behavior problems.

• Supervise assigned students as scheduled, or provide for their supervision, throughout the academic day and/or activity to provide for the safety, health, and welfare of the students in compliance with school, Agency, and Area Guidelines.

• The development and/or implementation of a student activities program. Such a program will be based on assessment of both student and program needs, allow for the development of leadership abilities, and provide opportunities for student participation. The activity program is an integral part of the overall educational program.

Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Must be able to obtain and maintain a background clearance.

Must be certified by a State’s Department of Education.

Must obtain and maintain a Teacher Certification related to Physical Education and endorsement for Elementary.

Emergency and provisional certificates may be accepted under the condition they are issued by a state certification authority.

Must obtain and maintain valid state driver's license.

Educational and Related Experience Qualifications

• Must minimally possess a bachelor's degree in education or appropriate State certification, whichever is higher.

POSITION C: TEACHER (SPECIAL EDUCATION)

Job Duties, Requirements and Tasks of Position The Teacher (Special Education) will provide instruction at the professional level, as a classroom teacher, as a team teacher or a remedial or special services teacher according to the setting and organizational structure of the school. The Teacher (Special Education) will be responsible for planning, implementing, and evaluating instructional activities under stated guidelines. The instructional areas will normally be elementary academic studies.

Conducts classes assigned using a variety of skills and teaching techniques, appropriate to the students diagnosed as learning disabled. The incumbent is assigned to instructional levels Kindergarten through Eighth grade. The age of students ranges from five to thirteen years.

Prepares daily lesson plans based on individual students' Individual Education Plan (IEP).

Teaches students by selecting, developing, adapting, and implementing appropriate instructional methods and techniques, utilizing available resources, to insure continual achievement for each student.

Continuously evaluates individual and group progress through evaluation methods and instruments appropriate to each student's IEP. Redesigns instruction, as necessary, to meet individual needs. Makes progress reports to parents and confers with parents and other concerned individuals.

Maintains personal knowledge of and interest in each student to practice effective counseling.

Within established guidelines, maintains control of assigned class and handles discipline independently, except for extreme and chronic behavior problems.

Manages and conducts classroom instruction within an environment which will provide and promote opportunities for the students to develop a positive self-image.

Knowledge of procedures to establish a learning environment and classroom management system which will promote the child's optimal physical, intellectual, and personal development to compensate for or overcome their learning-disabled condition.

Comprehensive knowledge of both the general and special education educational materials and techniques designed for the Learning disabled and the ability to adapt them to meet the individual needs of the students.

Knowledge and skill in applying a clinical teaching approach to effectively deal with complicated, specialized, and persistent learning difficulties of learning-disabled students.

Skill in relating the subject matter to the students' learning levels, interests, and backgrounds to motivate students' learning response.

Knowledge of and ability to select, develop, administer, and interpret various assessment and evaluation instruments to obtain information needed for effective instruction of the learning-disabled students.

Knowledge of and ability to apply, practical counseling methods and techniques to facilities students' achievement.

Use teacher prepared instructional plans.

Evaluate student progress.

Modify materials and techniques.

Counseling students Conferring with parents and other concerned persons. When teaching or conferring with parents, guardians, or students regarding progress, behavior, and adjustments to the class or school routine, this phase of the assignment varies with the handicap and other needs of the students and requires initiative and a high degree of resourcefulness. The specific problems of the Learning Disabled may be complicated by such conditions as differences in background, culture, and language, and social maladjustment of the learners.

Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Must be able to obtain and maintain a background clearance.

Must be certified by a state's Department of Education. Emergency, provisional, or conditional certificates may be accepted under the conditions they are issued by the State teacher licensure department.

Valid State Teacher certification for appropriate grade levels (K-8) with Special Education endorsement (required to obtain and maintain)

Must obtain and maintain valid state driver's license.

Educational Qualifications Possess a bachelor’s degree (or higher) from an accredited education institution, and applicants must also have had at least 24 semester hours (or equivalent) of course work in each of the principal fields of instruction.

All professional educators must meet the certification standards for the position in the State where the position is located.

Emergency and provisional certificates may be accepted under the conditions they are issued by the State certification authority.
