PART 1 − GENERAL

1.2 SUMMARY OF WORK

A. The U.S. Fish & Wildlife Service is in need of aggregate and fill materials for the repairs of dikes at the Minnesota Valley NWR. The FWS staff is preparing to mobilize construction equipment in order to repair flooding damage that has occurred to infrastructure within the Refuge. The Contractor shall furnish & deliver to the project locations the following materials in the amounts specified and in compliance with the attached specifications.

All materials shall be delivered to the project location at Jab’s Dike, Sand Creek TWSHP.

B. Delivery amounts per day shall be as requested by the Refuge Staff. A majority of the aggregate shall be required to be delivered in the summer of 2025 when the dike is anticipated to be repaired.

C. As part of typical construction, the Refuge staff may request the aggregates be tailgate spread along the parking lot or trail.

D. Because of site conditions, the materials may require delivery by tandem axle dump truck instead of larger tractor trailers.

E. If additional amounts of materials are required to complete the project, the contractor and government shall negotiate for a per ton cost for additional materials to be delivered. If the actual amounts needed to complete the project are less than the estimate then a credit to the government shall be given for the amounts not delivered to the site.

GENERAL REQUIREMENTS (MATERIALS) 110000 - 2

1.3 LOCATION & INSPECTION OF THE SITE

A. The work site is located at the existing Jab’s trail and dike within the Minnesota Valley NWR. Additional information on the location is attached.

B. All prospective bidders, contractors, subcontractors, and related persons are encouraged to visit the site of the proposed work and to assess the location and extent of the work prior to submitting bids/quotes.

1.4 SPECIFICATIONS

A. The attached specifications provide the requirements for the materials to be supplied.

B. The contractor shall be required to submit testing reports to the government to ensure the materials being supplied meet the specifications.

C. Testing submittals shall be submitted to the Contracting Officers Representative (COR) for review and approval before materials are ordered, fabricated, or delivered.

1.5 GOVERNMENT TESTING

A. The Government may at its expense perform testing of the materials being supplied to ensure that they meet the required specifications. The contractor shall be required to cooperate with and supply a small amount of material for testing purposes.

1.6 SITE ACCESS & RIGHT OF WAY

A. The construction access limits on Government property will be established by the Government and the Contractor shall be responsible for complying with these limits.

B. All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to insure bidders are aware of any requirements of the local entity. These requirements are between the entity and the bidder. Load limits and other restrictions shall be obeyed.

1.7 SAFETY

A. Contractor shall be responsible for ensuring that all delivery vehicles have proper safety equipment, insurance, and trained operators.

B. The Contractor shall provide Material Safety Data Sheets (MSDS) for all hazardous materials brought on-site.

C. All equipment and delivery activities shall comply with OSHA Regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements. Additionally, a copy of the accident report shall be provided to the Contracting Officer.

D. Provide necessary Personnel Protective Equipment (PPE) as identified by MSDS and OSHA regulations. Provide documentation, workers have been trained in use of PPE prior to individual use.

AGGREGATE AND FILL MATERIALS 321123 - 1

SECTION 321123 – AGGREGATES AND FILL MATERIALS

PART 1 −GENERAL

1.1 SUMMARY

A. Section Includes:

1. Aggregate for dike repairs and protection.

2. General fill material for dike repairs.

1.2 REFERENCES

A. State of Minnesota Department of Transportation Standard Specifications for Highway Construction (MNDOT SS).

1.3 SUBMITTALS

A. Borrow Source(s): The Contractor shall provide the proposed source(s) for borrow material prior to initiation of work. Available/previous laboratory testing data shall be provided.

B. Test Reports: Submit 2 copies of the following test reports:

1. Gradation reports.

1.4 QUALITY ASSURANCE

A. Furnish each aggregate material from single source throughout the Work.

B. Perform Work in accordance with the Minnesota Department of Transportation Standard Specifications for Highway Construction (MNDOT SS). General Conditions, Payment, and Quantity provisions of the MNDOT SS, do not apply to this project.

C. Ensure aggregate is delivered to the project site with a moisture content within ±4% of optimum moisture content for compaction purposes. Add water as requested by the refuge staff to allow for appropriate compaction.

PART 2 −PRODUCTS

2.1 AGGREGATE MATERIALS

A. Type 2 Base Aggregate: Consisting of Crushed Stone aggregate meeting the requirements of MNDOT SS, TYPE “2” Aggregate for Surface or Base. Recycled concrete aggregates shall not be used.

B. Class IV Rip-Rap: Consisting of washed stone meeting the requirement of MNDOT SS, Class IV Rip-Rap. Recycled concrete or other materials shall not be used.

C. Shot-Rock Fill: Consisting of a mixture of various stone rip-rap sizes with fines as created during blasting. Recycled concrete or other materials shall not be used.

D. General Fill Material: Consisting of borrow material classified as silt loam, loam, clay loam, or a mixture of these types of soils. Soils shall be dry and suitable for compaction without the need for onsite added water.

PART 3 − EXECUTION

3.1 DELIVERY

A. Inspect the project site conditions before delivery to ensure vehicles access is sufficient.

B. Provide delivery tickets with total weight of aggregate being delivered from a State of Minnesota approved scale.

C. Coordinate with the Refuge staff to determine the exact amount, timing, and location of delivery Also, coordinate if they need the aggregate tailgate spread or piled on site.

D. Driver shall ensure mud, and debris is not tracked onto county or state roadways. Notify Refuge staff if cleaning equipment is required at entrance to site.
