SCOPE OF WORK

INSPECTION, TESTING AND MAINTENACE

FIRE PROTECTION, DETECTION AND NOTIFICATION SYSTEMS

MOJAVE NATIONAL PRESERVE

PART 1 – GENERAL INFORMATION

A one-year contract with up to 4 option years: Contractor shall provide pricing for base year and for subsequent option years to provide inspection and testing of the following systems and equipment.

1.0 Description of Work: (INVENTORY)

Inspect all identified systems per applicable NFPA Code to ensure code compliance and system functionality, and to identify any deficiencies.

The provided National Park Service (NPS) asset specific forms shall be completed for each system inspection, in addition to any NFPA required forms. All completed forms shall be provided post inspection to the Contracting Officer’s Representative in PDF format (see section 3.2).

ZYZZX: Inspect kitchen area for proper operation of kitchen fire stove suppression system.

Hole in The Wall Fire Center: Inspect and test fire detection and notification system, and Honeywell Fire suppression system for proper compliance and function. The Fire Center consists of a dormitory and an

Engine Bay/ multi-use building. Both buildings have suppression systems that are controlled by a single

Fire Alarm Control Panel in the dormitory building.

Optional item:

The base award is for inspection, testing and maintenance of fire detection, notification and suppression systems and fire hydrants. Four option years are included on the bid schedule for each location.

An additional field is included on the bid schedule for the contractor to identify an additional lump sum for the inspection of carbon monoxide detectors and fire extinguishers in the included housing units.

Fields exist on the provided forms for the inspection of these items. If the option is not awarded, or if the contractor opts not to bid on these services, these portions of the form would be left blank.

Additive Item: The Park may add additional systems, if any should be constructed during any option year of the contract. A modification to the contract to include these systems will be issued.

1.1 Location: This project is located in Mojave National Preserve, California. See map for more detailed areas.

1.2 Performance Period: This work shall be provided from approximately September 2024, through

September 2025, same timelines for subsequent option years if exercised. Annual reports must be reviewed and approved by COR no later than 9/1 each year.

1.3 Regular Working Hours: Regular working hours at the park are from 9:00 a.m. to 4:00 p.m., Monday through Friday, excluding federal holidays. All work shall be scheduled during regular working hours.

1.4 Notification: The Contractor shall notify the Contracting Officer’s Representative at least 72 hours in advance for all work in occupied housing units or facilities.

1.5 Work Restrictions: The contractor shall be accompanied by a park employee at all times when performing the work of the contract in occupied park housing units. A park representative will be on-site and available for contractor support (primarily unlocking doors) for non-occupied housing units and public use buildings.

1.6 Qualifications & Experience: The Contractor(s) shall be qualified in the inspection, testing, and repair related to their field of expertise, in full compliance with current NFPA standard’s (i.e. Fire

Suppression / Fire Detection & Notification). The Contractor shall have continuously performed inspection and testing in their field of expertise within California for the past three (3) years.

1.7 Supplies & Services: The Contractor shall provide all manpower, equipment, tools and supplies to perform the requested services, complete and in conformity with the contract. The Contractor shall proceed to furnish the services of this contract promptly upon notification by the Contracting

Officer (CO).

1.8 Waste Disposal: The Contractor shall legally dispose of all solid waste materials offsite. If applicable, the Contractor shall make provisions for the proper collection, transportation, and off-site disposal of antifreeze solutions and other fluid additives used for flushing during system testing. Disposal of these fluids into the ground, drains, waterways, or park wastewater systems will not be permitted. The Contractor shall dispose of water used for flushing during system testing in a manner that is consistent with the park protocol for disposal of gray water.

PART 2 – REFERENCE CODES AND STANDARDS (Revision)

The following is a list of NFPA codes and standards that may apply to this scope of work. The

Contractor shall use the latest version of the NFPA codes and standards listed below for the inspection, testing, and repair of specified fire protection systems.

• NFPA 11 (Standard for Low-, Medium-, and High-Expansion Foam Systems).

• NFPA 12 (Standard on Carbon Dioxide Extinguishing Systems).

Although NFPA standards require inspections more than once a year, the contractor is responsible for performing the inspections once a year.

PART 3 – SCOPE OF SERVICES

3.1 VERIFY FIRE PROTECTION SYSTEMS INVENTORY (APPENDIX A)

The Contractor(s) shall travel to the park and verify the accuracy of the fire protection systems inventory to be inspected and tested as part of this scope of work. Particular attention should be given to the quantity and types of systems outlined by the park. The Contractor(s) shall make corrections to inventory as needed and submit a revised document with markups (in red) to the Contracting Officer (CO) for review. If inventory is substantially correct, the Contractor(s) shall perform the inspection and testing as outlined in Section 3.2. If significant errors or omissions are identified in Inventory which impact the terms of the contract, the Contractor shall bring this to the attention of the Contracting Officer (CO) within 48 hours and shall not proceed with work until this is resolved.

The inventory includes the following systems:

• Fire Detection and Alarm Systems.

• Fixed Dry Chemical Extinguishing Systems.

• Water Spray Systems.

• Fixed Wet Chemical Extinguishing Systems.

• Dry Pipe Fire Sprinkler Systems.

• Fixed Dry Chemical Extinguishing Systems.

• Water Spray Systems.

• Fixed Wet Chemical Extinguishing Systems.

• Wet Pipe Fire Sprinkler Systems.

• Emergency Generators.

• Battery-Powered Emergency and Exit Lighting.

• Fire Doors and Dampers.

• Fire Hydrants and Private Fire Service Mains.

• Fire Pumps.

• Standpipe and Hose Systems.

• Water Supply Systems

• Preaction and Deluge Systems.

• Standpipe and Hose Systems.

3.2 INSPECTION & TESTING OF FIRE PROTECTION SYSTEMS

After verifying the accuracy of the systems inventory, the Contractor(s) shall perform the inspection and testing of the fire protection systems identified. This work shall be completed only by qualified personnel as outlined in Section 1.7. This work shall be based on the minimum annual requirements as outlined in applicable NFPA codes and standards. Immediately following the inspection and testing, the Contractor shall complete and submit the NPS inspection forms (which cover the minimum requirements of the

NFPA forms) and any pertinent NFPA testing forms for each system. NPS inspection forms (PDF format) will be furnished to the Contractor after contract award.

3.3 IDENTIFY SYSTEM DEFICIENCIES

The Contractor shall identify the deficiencies for each system. Each deficiency shall include the applicable code / standard citation(s) that warrant the repair. Each deficiency shall be identified as

“minor”, “essential”, or “critical” (posing an imminent hazard or threat to employees, visitors, or the resource). Repairs deemed to be “critical” shall immediately be brought to the attention of the

Contracting Officer (CO).

3.4 DEVELOP COST ESTIMATES

The Contractor shall develop a Class C cost estimate to remedy the deficiencies and complete the repairs.

The Class C cost estimate shall be developed using historical cost data, RS Means, and/or local vendor quotes, and shall be prepared in accordance with the latest templates on the DSC Workflows website at:

http://www.nps.gov/dscw/dbbpredesign.htm. In addition to fire protection-related repair costs, the cost estimate shall include any patching, painting, trenching, re-vegetation, clean-up, or other finish work necessary to complete the work.

3.5 MINOR REPAIRS IDENTIFIED DURING EXECUTION OF ITM SCOPE

It is intent of this Scope of Services for the contractor to dispatch technical staff to perform the ITM work with the capability of performing minor repairs, adjustments, or component replacements on sprinkler and alarm systems in conjunction with the ITM work. This includes adequate consideration of the technical expertise of ITM staff plus adequate consideration of dispatching the ITM staff with commonly needed components and parts for the park’s alarm and sprinkler systems.

On occasion, while performing the ITM work, systems will be encountered for which minor repair or adjustment is necessary. Prior experience at Death Valley National Park has identified things like battery replacements in alarm systems, broken gauges on risers, communications failure to the monitoring service, etc.

Any repair work undertaken must be authorized in advance by the Contracting Officer. The NPS field technical staff, requisitioning staff, and the Contracting Officer will attempt to make such authorization quickly as soon as a deficiency that is outside of this Scope of Services is identified.

If authorization by the CO cannot be obtained in time to perform the additional minor repair during the

ITM field work, contractor shall include the deficiency in the appropriate cost estimate.

PART 4 – DELIVERABLES

The Contractor shall complete and submit the following deliverables in a timely fashion to the COR:

• Verify Scope of Work / Inventory of Systems in (Refer to Section 1.0 and 3.1). Document any discrepancy between NPS data provided and conditions found in the field.

• NPS Annual Inspection Forms for each fire protection system (Refer to Section 3.2). Format: PDF files. Draft inspection reports shall be submitted for review and comment to COR within 7 days of the completion of inspection at each specific site. Final inspection reports estimates shall be submitted within 7 days of receipt of comments from NPS.

• NFPA Testing Forms for each fire protection system tested (Refer to Section 3.2). Format: PDF files.

• Comprehensive list of deficiencies (Refer to Section 3.3). Format: MS Excel Document.

• Class C cost estimate (Refer to Section 3.4). Draft estimates shall be submitted for review and comment to COR within 7 days of the completion of inspection at each specific site. Final cost estimates shall be submitted within 7 days of receipt of comments from NPS.

It is the responsibility of the contractor to ensure all required reports and cost estimates are finalized and accepted by COR by the end of performance period each year (9/1/24).

PART 5 – GOVERNMENT-FURNISHED INFORMATION

5.1 MATERIALS - The NPS will furnish the following materials in support of this contract.

• Inventory of fire protection systems. Map of the park identifying the location of the assets / facilities.

• Construction or as-built drawings of the assets / facilities, if available.

• Photos of the assets / facilities and/or fire protection systems, upon request.

• NPS annual inspection forms.

5.2 SERVICES – The NPS will provide the following services in support of this contract.

• Provide a single point of contact for all contract administration.

• Provide additional background information, if necessary.

• Facilitate the logistics of the initial site visit to the park.

• Review vendor product submittals and provide comments in a timely manner.

PART 6 –ROLES AND RESPONSIBILITIES

A. Contractor Project Manager - The Contractor Project Manager shall be designated prior to the start of work. The Contractor Project Manager, or a designated representative in his/her absence, shall be available Monday through Friday, excluding Government holidays, to discuss the work with the

Contracting Officer or the COR.

B. Fire Alarm/Sprinkler/Backflow Testing/Inspection Personnel – Personnel meeting the requirements of

NFPA 72 Paragraph 10.5.3 and applicable California codes and approved by the NPS Authority Having

Jurisdiction. Submit qualifications for approval.

C. Contracting Officer’s Representative (COR) – Direct POC for Contractor. Shall review all deliverables and assist with site logistics.
