Re-Roof Kalaloch Dormitory 01 11 00-1 Summary of Work
SECTION 01 11 00 SUMMARY OF WORK
PART 1: GENERAL
1.1 DESCRIPTION:
1. The work of this contract consists of the replacement of standing seam steel roof;
underlayment; ridge cap; trim; flashing; and gutters and downspouts on the Kalaloch Dormitory building within Olympic National Park, located in Forks, WA. Work includes the removal and disposal of the existing steel roof, all flashing, drip edge, ridge cap, gutters and downspouts and all underlayment. OPTIONAL WORK (if needed during construction): Repair and/or replace existing damage to sheathing and eave/rake fascia. Any existing damage shall be photo documented and the approximate location notated on a hard copy of the building’s as-built drawings.
Work shall include:
A. Removal and disposal of existing steel roof, underlayment, flashing/drip edge and ridge cap/trim pieces. Materials shall be disposed of/recycled outside the park. Care shall be taken to mitigate damage to building and landscaping from construction/demolition debris by use of tarps and/or other means.
B. Removal and disposal of existing gutters and downspouts. Materials shall be recycled outside the park.
C. Installation of new 26-ga Standing Seam steel roof, ridge cap, drip edge, trim and flashing in color “Tahoe Blue”. Work includes installation of approximately 3,800 square-feet high performance vapor-permeable underlayment with adhered airgap; self-adhered Ice and Water protection underlayment at eaves and gables; All fasteners must be 304 stainless steel, minimum and must be concealed. Installation of three (3) permanent D-Ring ridge anchors in locations determined in field during construction. Anchors shall be approved for fall protection under ANSI 359.1 (2020). D-rings shall eb galvanized or stainless, and anchor bands shall be stainless.
D. Installation of new K-style 5” aluminum gutters and downspouts, in color “Tahoe Blue” as direct replacement to existing system. Downspout locations are not to change.
E. Thorough clean-up of construction debris (fasteners, roof panel/trim off-cuts, etc.) shall be performed using magnet rollers around the perimeter of the building and subject to final inspection punch list.
2. All work shall be performed under a single contract.
1.2 LOCATION: 156954 Highway 101, Forks, WA 98331.
1.3 CONTRACTOR'S USE OF PREMISES:
1. Construction Camp: Establishment of a camp within the Park and at this location will not be permitted.
2. Work Hours: Work hours are from 7:00am to 5:00pm Monday through Friday. Weekend work will normally not be allowed. Special requests may be made through the Contracting Officer.
3. Confine storage of materials to the area as indicated during the pre-construction meeting as part of this contract. Coordinate deliveries so that deliveries fit available storage area.
4. The following conditions shall be followed during the Contractor's work while in the Park:
A. To prevent unnatural attractants to bears, no foods, garbage, drinks, trash, or food and drink containers shall be placed outside trailers or buildings, except during actual use.

B. Pets are prohibited.
C. Feeding of any wildlife is prohibited.
D. Any mishandling of garbage, trash, foods, and other potential bear attractants described above will result in the responsible person or Contractor receiving a citation subject to a fine or court appearance before the U.S. Magistrate.
Repetition of mishandling or any case of deliberate feeding will result in loss of in-Park operation privileges.
E. Smoking is prohibited on Job site – all smoking must be done on scheduled breaks in contractor designated area a minimum 25 ft away from job site and National Park Service Employee residences. Cigarette butts shall be disposed of in a designated receptacle. Cigarette butts littered around the perimeter of the building are subject to final inspection punch list.
F. Construction/Demolition debris shall be removed from job site in a timely manner.
If debris will not be removed daily, an appropriate refuse container(s) must be contractor furnished to store materials. Debris shall not be stored on the ground overnight.
5. Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings, including any vegetated turf (grass). Protect grass from heavy machinery (e.g., Tele-handler) with use of dispersion pads/plates (plywood) or similar methods.
Restore damaged areas, repair or replace damaged trees and plants (per direction by NPS arborists and horticulturists), at no additional expense to the Government.
6. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on Park roads are identical to the State load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on Park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment or materials
1.4 FIELD VERIFICATION: Contractor shall field verify all new and existing dimensions and utilities affecting the work of this Contract.
1.5 CONTRACTOR-FURNISHED ITEMS: All materials, including borrow and aggregates, shall be Contractor-furnished from outside the Park.
1.6 CONSTRUCTION: Requirements of the drawings and technical sections of this specification will apply to all construction.
1. The Contract Documents indicate general minimum requirements and construction methods anticipated. Other methods, details or materials may be employed if specifically approved by the Contracting Officer. Other methods, details or materials must comply with all applicable building codes and regulations.
2. Contractor is responsible for protection of all exposed building elements during construction.
Exposed elements shall be protected at the end of each shift with temporary protection. Tear off shall not exceed reasonable production rates and forecasts for restoring watertight roof system.
Work shall begin when there is a reasonable expectation of completing the work within a one-month window; a winter shut down will not be allowed.

SECTION 01 27 00 DEFINITION OF CONTRACT LINE ITEMS
PART 1 GENERAL
1.1 DESCRIPTION
1. The intent of this section is to explain, in general, what is and what is not included in a line item, and the limits or cut-off points where one line item ends and another begins.
2. If no bid item exists for a portion of the work, include the costs in a related line item.
LINE-ITEM NO 1 – BASE: The work of this bid item consists of the installation of new 26-gauge standing seam steel roof with all ridge cap, flashing, drip edge and trim in color “Tahoe Blue”; vapor permeable underlayment with adhered air/gap; ice and water protection (underlayment) at the eaves and gables; 5-inch K-style aluminum gutters and downspouts in color “Tahoe Blue” on the Mora Apartment building.
Work includes the removal and disposal of the existing steel roof, ridge cap, trim, flashing, drip edge, underlayment(s), gutters and downspouts. Photo documentation of damage to sheathing, fascia or other roof framing members that compromise structural integrity or have water damage shall be photo documented and the approximate location of damage noted on a hard copy of the building’s as-built drawings, for submission to the contracting officer. Payment shall be made on a lump sum basis.
OPTION A: The work of this optional line item consists of replacement/repair of deteriorated/damaged sheathing on a square-foot, unit price basis and any deteriorated/damaged eave/rake fascia boards on a lineal foot, unit price basis. Replacement shall be in kind. Any damage to sheathing, rake or eave fascia boards shall be photo documented before being repaired. The unit pricing for these repairs will only be used to determine a contract modification award amount should any damage to the sheathing or fascia be found in the Base Bid Item.

SECTION 01 31 00 PROJECT MEETINGS
PART 1: GENERAL
1.1 PRE-CONSTRUCTION CONFERENCE: Before start of construction, Contracting Officer will arrange a meeting either to be held in-person at Olympic National Park Headquarters or via teleconference (typically teleconferences are through Microsoft Teams). The meeting agenda will include the following as a minimum:
Correspondence procedures
Designation of responsible personnel
Labor standards provisions
Payroll reports
Changes
Payments to Contractor
Subcontractors
Park rules and regulations
Accident prevention program (including name of responsible supervisor)
Accident reporting
Documents required under the contract
Recycling program
Saturday, Sunday, holiday and night work
Safety program (compliance with the "Accident Prevention “clause of the General Provisions)
Tentative construction schedule
Submittal of shop drawings, project data, and samples
Relationship of Division 1 to other divisions
1.3 PROGRESS MEETINGS: The Contracting Officer’s Representative may schedule periodic meetings with the Contractor and subcontractors. The meeting agenda will include the following as a minimum:
Approval of minutes of previous meetings
Review of work progress
Field observations, problems, and decisions
Identification of problems which impede planned progress
Review of submittals schedule and status of submittals
Effect of proposed changes on progress schedule and coordination
Other business relating to work

SECTION 01 33 23 SUBMITTAL PROCEDURES
PART 1: GENERAL
1.1 DESCRIPTION: The work of this section consists of submittal requirements before and during construction.
1.2 RELATED REQUIREMENTS: Closeout submittals - Section 01700.
1.3 SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES:
1. General Procedures:
A. As specified in the individual sections, email all submittals to the Contracting Officer’s Representative and cc: Contracting Officer, at least 15 days before need for approval.
Unless a different number is specified, submit three copies of each shop drawing for NPS use and three specimens of each sample. Submit any additional copies that are to be returned.
B. Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward submittals that are related to or affect one another as a package to facilitate coordinated review.
C. List submittals on National Park Service form DSC-1(CS). Identify the front of each sheet or item with the submittal and item number.
D. Submittals will not be accepted for review if identification is missing an incorrect number of submittals are submitted, the transmittal form is incorrectly filled out, submittals are not coordinated, or submittals do not show evidence of Contractor's approval.
E. Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.
2. Specific Procedures:
A. Shop Drawings: Identify each copy of shop drawings with contract drawing number in lower right-hand corner.
B. Samples: Samples shall be large enough to clearly illustrate the functional characteristics and full range of color, texture, or pattern.
C. Manufacturers' Literature: Submit only pertinent pages; mark each copy of standard printed data to identify products referenced in specification section.
3. Contracting Officer's Review:
A. After approving submittals, Contracting Officer’s Representative will return one copy to the Contractor, and cc: Contracting Officer.
B. If submittals are not approved, Contracting Officer’s Representative will return one copy to Contractor with reasons for rejection and cc: Contracting Officer. Resubmit, identifying changes.
C. Any orders placed or work done before approval shall be at Contractor's own risk.
1.6 SIMILAR PRODUCTS OR APPROVED EQUAL:
1. For each item proposed as a "similar product or approved equal," submit items required in each section and additional supporting data, including:
A. Drawings and samples as appropriate.
B. Comparison of the qualities of the proposed item with that specified.

C. Changes required in other elements of the work because of the substitution.
D. Name, address, and telephone number of vendor plus Manufacturer's literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists.
2. No pre-bid approvals will be made. Any submittal of a "similar product" constitutes a representation that the Contractor:
A. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
B. Will provide the same warranties for the proposed item as for the item specified.
C. Has determined that the proposed item is compatible with interfacing items.
D. Will coordinate the installation of such item and make all changes required in other elements of the work because of such item.
E. Waives all claims for additional expenses that may be incurred as a result of the use of a "similar product".
3. New Construction Materials: The Contractor is encouraged to submit for approval products made out of recycled or environmentally responsible material. Every effort will be made by the National Park Service to approve these materials.

Section 01 35 23 ACCIDENT PREVENTION
PART 1: GENERAL
1.1 DESCRIPTION: The work of this section consists of establishing an effective accident prevention program and providing a safe environment for all personnel and visitors.
1.2 SUBMITTALS:
1. Site Specific Safety & Accident Prevention Plan. Before on-site work begins, submit for approval a site-specific safety & accident prevention plan. The Contracting Officer and Contracting Officer’s Representative will review the proposed plan for compliance with OSHA and project requirements.
If the program requires any revisions or corrections, NPS will work with contractor to turn around corrections as expeditiously as possible so that the approval of the plan won’t hold up start of work since the period of performance is tight on this project. The plan shall include:
A. Name of responsible supervisor to carry out the program.
B. Weekly and monthly safety meetings.
C. First aid procedures.
D. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees. Identify the work included under each phase by reference to specification section or division numbers.
E. Training, both initial and continuing.
F. Planning for possible emergency situations, such as floods, fires, cave-ins, slides, explosions, power outages, and windstorms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.
G. Housekeeping: Section 01 56 00.
H. Fire Protection: Section 01 51 13.
2. Submit a report of safety meetings and of inspections.
3. Upon request, submit proof of employees' qualifications to perform assigned duties in a safe manner.
1.3 QUALITY ASSURANCE:
1. Clauses entitled "Accident Prevention" and "Permits and Responsibilities" of the General Provisions.
In case of conflicts between Federal, state, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project site. Failure to comply with the requirements of this section and related sections may result in suspension of work.
2. Qualifications of Employees:
A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
C. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment.
Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.

1.4 ACCIDENT REPORTING:
1. Reportable Accidents: A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. Within 7 days of a reportable accident, fill out and forward to the Contracting Officer a DI-134 form, which may be obtained from Contracting Officer.
2. All Other Accidents: The Contractor shall report all other accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
PART 2: PRODUCTS
2.1 FIRST AID FACILITIES: Provide adequate facilities for the number of employees and the type of construction at the site.
2.2 PERSONNEL PROTECTIVE EQUIPMENT: Meet requirements of NIOSH and MSHA, where applicable, as well as ANSI.
2.3 BARRIERS: Section 01 53 00.
PART 3: EXECUTION
3.1 EMERGENCY INSTRUCTIONS: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
3.2 ESCAPE ROUTES: Provide and maintain adequate escape routes at all times in accordance with the Life Safety Code (NFPA 101-91). No corridor, aisle, stairway, door, or exit shall be obstructed or used in a manner that interferes with escape routes.
3.3 PROTECTIVE EQUIPMENT:
1. Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.
2. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
3.4 SAFETY MEETINGS:
1. As a minimum, conduct weekly 15-minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite.
2. Conduct monthly weekly safety meetings for all levels of supervision. Notify the Contracting Officer so that he may attend. These meetings shall be used to review the effectiveness of the Contractor's safety effort, to resolve current health and safety problems, to provide a forum for planning safe construction activities, and for updating the accident prevention program. The Contractor will enter the subject, attendees and results of the meetings into the daily construction log for Contracting Officer review.
3.5 HARD HATS AND PROTECTIVE EQUIPMENT AREAS:
1. A hard hat area will be designated by the Contracting Officer. The hard hat area shall be posted by the Contractor in a manner satisfactory to the Contracting Officer.
2. It is the Contractor's responsibility to require all those working on the ground (including ladders and scaffolding), inside or on heavy equipment (e.g., tele-handler) or visiting the site to wear hard hats and other necessary protective equipment at all times.

3.6 TRAINING:
1. First Aid: Provide adequate training to ensure prompt and efficient first aid.
2. Hazardous Material: Train and instruct each employee exposed to hazardous material in safe and approved methods of handling and storage. Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury.

SECTION 01 51 13 TEMPORARY SERVICES
PART 1: GENERAL
1.1 DESCRIPTION: The work of this section consists of providing temporary services required for Contractor's performance of the work of this Contract.
PART 2: PRODUCTS
2.1 GENERAL: Temporary materials may be new or used but must be adequate in capacity for the required usage, must not create unsafe conditions, and must not violate requirements of applicable codes and standards.
2.2 FIRE PROTECTION EQUIPMENT: UL Class 2A, 2-1/2-gallon water type, stored-pressure extinguisher and UL Class 10, Type I, 15-pound B:C carbon dioxide extinguisher.
PART 3: EXECUTION
3.1 ELECTRICITY AND LIGHTING:
1. There is commercial electrical power available at the site.
3.2 TELEPHONE:
1. No telephone service is available onsite for Contractor's use. The project sites does have cellular phone coverage.
3.3 WATER:
1. Potable water is available at the site.
3.4 SANITARY FACILITIES:
