GENERAL DESCRIPTION:
The Olympic National Park has a requirement for the purchase and installation of one communications shelter with an integrated articulating 20’ monopole tower.
The communication site is in Washington at the following locations:
• Peak 6: LAT 47°50'12.11"N, LON 124° 3'3.29"W, site elevation 3177’
Site shelter will be self-contained structures no larger than 6’x6’ walk-in shelter but can be of a smaller size such as a small 2-bay cabinet. The communication structures will have an articulating integrated monopole tower, 20’ in height. The structures will not have a supporting foundation. Built-in Faraday grounding is required and in accordance with EIA standards. The tower is to be integrated into the structures and designed to support wind loads of 90 mph with radial ice load of ¼”.
SHELTER AND TOWER REQUIREMENTS:
General:
Structures: The maximum footprint of the structure with integrated tower will be no more than 15’x15’. The shelter must be able to protect sensitive digital radio equipment and batteries from external threats such as snow, ice, wind, lightning, radio frequency interference and electro-magnetic radiation. At minimum, the structure will include one standard 19” equipment rack capable of hold 3 Codan repeater subracks, (each approximately 6” in height), and one standard rack for the battery system.
Tower: The tower shall be 20’ in height, integrated to the structures via direct contact or through a base sub-structure. Tower shall be a monopole in design and must articulate so that can be mechanically lowered for maintenance of antennas.
Site Specifics: The site is unique in its location and use. Below are the specific power, antenna, and offset requirements. Antennas listed will be purchased and installed by Park staff and are listed only for loading information for contractors’ calculations. Solar system, battery system, and antenna offsets will be provided by the contractor with the solar system and battery system being installed by the contractor:
• Peak 6:
o 48VDC AGM battery system with supported solar system. Battery system must be able to provide a minimum of 72 hours at 105w load continuous.
o Solar system must be large enough to support the 48VDC battery system and have the appropriate charge controller and breaker for the system.
o Standoff for one Telewave ANT150F2 omni antenna mounted at the 20’ level.
Materials:
Structure must be constructed of aluminum alloy plating for electrical conduction (RFI and lightning shielding) and high strength.
Tower will be in accordance with most current version of ANSI/TIA-222.
Concrete foundation will not be authorized as the complete structure/tower package must be mobile.
The shelter and tower should be new, unused, and shall meet the latest design and fabrications standards.
Structure and tower will be painted to blend in with the surround terrain. Paint color will be discuss after contract award.
Installation:
Structure installation will be complete by the contractor.
Coordination of transportation of all materials is the responsibility of the contractor.
Structure and tower shall be constructed in a fashion for ease of installation, and if necessary easy for redeployment.
Tower shall, once constructed, will be designed to lower, and raise by hand crank. Cable management into the structure will be through a 4 or more-port cable entry gland.
The tower shall comply with standards:
• ANSI/EIA STANDARD 222 latest revision.
• Federal Aviation Administration (FAA), Advisory Circular; AC 70/7460-1K or latest revision.
• Comply with all Federal, State and local codes and regulations.
Commercial power is not available at any of the sites, therefore solar power will be required with a battery system sufficient to support site power requirements. Design of the power system will be in a fashion to allow easy of maintenance and replacement of the batteries.
Solar system and battery system will be provided and installed by the contractor.
Grounding:
Structure and tower shall be properly grounded, at a minimum, in accordance with all industry standards.
To further protection sensitive communications equipment, a Faraday grounding system will be used in the structure.
Tower Loading: The structure shall be designed and installed to withstand a minimum of 90 MPH sustained winds at twenty feet above ground level with a coating of 1/4 inch solid radial ice or the requirements in the current ANSI/EIA STANDARD 222, whichever is greater.
LABELING AND IDENTIFICATION:
A permanent metal marker plate shall be affixed to the shelter, inscribed with the following information:
• Site name
• Installation date
• Manufacturer and contact information
• Model number
• Serial number
• Tower height in feet
• Latitude and Longitude in degrees/minutes/seconds (NAD 83)
• Base elevation in feet AMSL
FAA and FCC identification numbers, if applicable, shall be clearly labeled near the base of the tower.
Upon completion of the work, documentation detailing final inspection and testing shall be submitted, addressing the following:
• Vertical alignment and plumb; all bolts tight and torqued to specification; no damaged or missing structural members.
• All surface scratches and damage to the structure or tower repaired.
• No signs of stress or vibration.
• Grounding: Verify lugs and cadwelds, if used; Ground resistance test and record.
