Background: This project involves the Elizabeth Cady Stanton House, located in Seneca Falls, New York as part of Women’s Rights National Historical Park. The facility is an historic 1,844 square foot two-story structure.
Requirements:
1. This project will repair and replace the existing hot water system at Elizabeth Cady Stanton House.
Provide new 100,000 BTU natural gas condensing boiler, combustion air intake and exhaust, three hot water cabinet unit heaters, expansion tank, valves, safety switches (all safety switches must shut boiler down due to overheating for safety of historic structure), associated piping/insulation, controls, and testing and balancing of the entire system.. The house is a historic structure on the National Register of Historic Places and protected under the National Historic Preservation Act. All work related to the boiler will not create new intrusions or penetrations into the structure but will follow existing lines.
Access to the boiler will be provided by park staff.

Award Selection Process:
Award will be made in accordance with FAR Part 13 to the offeror that provides the best value to the government based on price, technical, and prior experience.
1. Price.
2. Technical: Technical is the factual documentation of the firm’s ability to meet the specifications.
3. Prior experiences: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing examples of their firm’s most recent projects within the past five years of similar size and scope.
General Information
1. The National Park Service (NPS) is seeking proposals for construction services as attached in the accompanying statement of work. The NPS intends to conduct this acquisition by use of simplified acquisition procedures in accordance with FAR Part 13.
2. To assure timely and equitable evaluation of proposals, respondents are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Respondents are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to adhere to proposal requirements, at the time of submission, may result in the proposal being unacceptable to the Government and eliminated from consideration for award.
3. Respondents are cautioned to submit adequate information to enable the Government to fully ascertain each respondent’s capability to perform the requirements in accordance with the requirements of the request for proposal (RFP).
4. If a respondent believes that requirements in these instructions contain an error, omission, or are otherwise flawed, the respondent shall immediately notify the Contracting Officer in writing (email is the preferred method) with supporting rationale prior to the closing of this RFP.
5. Proposals shall be valid for a minimum of 60 days.
6. All interested parties shall be registered in the System for Award Management or SAM at time an offer or proposal is submitted.
7. Award is subject to and based on the availability of funds. This project is currently funded based upon an independent cost estimate.
8. Respondents shall not contact any government personnel related to this requirement other than the
Contracting Officer and Contracting Specialist.
9. All questions should be emailed directly to the Contracting Specialist. Only written RFI’s will be considered and responded to by the Government. NPS responses to RFIs will be posted as an amendment to the solicitation.
Contract Requirements
Work Hours The performance period established for this contract is based upon all work being conducted during regular working hours between 7:00am and 4:00pm, Monday through Friday, excluding government holidays. If the
Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer for review and approval.

Instructions to Offeror:
Proposals shall be in accordance with and in the order detailed in this section. Failure to submit proposals in according to the instructions provided within the solicitation may result in the respondent’s proposal being deemed unacceptable. All interested parties shall be registered in the System for Award Management or SAM at time an offer or proposal is submitted.
Offers shall submit the following information in its entirety: Price schedule in accordance with statement of work.

Replace Natural Gas Fired Boiler at the Elizabeth Cady Stanton House (ECSH)
Part 1 General Boiler requirements
Description
a) The work of this contract consists of complete removal, proper disposal, and replacement of the existing natural gas-fired boiler system and associated exhaust/venting located at the ECSH. All work is required to meet current code requirements. The Contractor is responsible for securing all needed permits and for ensuring compliance with all federal, state, and local codes and design standards, and latest editions. Contractor responsible providing copies of all permits. The contractor shall be responsible for removal of the boiler and all associated materials/debris.
b) Contractor shall provide final mechanical design in compliance with all applicable State and Federal Codes, and all labor, material, tools, equipment, and supervision necessary for complete demolition/removal and installation, testing adjusting and balancing of the new hot water system, including reconnections to existing utilities, piping, and ductwork. The new natural gas condensing boiler system shall be of size and type necessary to replace the existing system and as energy efficient as possible to provide reliable operation and ease of maintenance. The new fan coils units field verified to fit in the existing locations without impact to the historical fabric.
c) The new boiler system shall be installed and ready to use. Contractor to perform inspection in accordance with applicable codes and provide a copy. The awarded contractor shall provide the service of pumps feedwater, etc., and a flush of the existing pipe supply distribution and return system.
Site visit
a) Site visit is highly recommended due to the complexity of the existing custom fan coil units that is located in the closets of the home. The existing controls and expansion tank piping are held up by brackets that need to be re-used due to the floor joists being historic.
b) The basement also has an external cellar door to the outside. Please review the attached pictures of current boiler configurations.
Related Work
a) Contractor shall provide all piping, pumps, gas valves, safety switches, valves, wiring, and controllers necessary for a complete and operational boiler system.
b) The contractor will be responsible for the disposal of all removed equipment piping etc. from the basement at the completion of demo and final install closeout.

Quality Assurance
a) Electrical components shall comply with NFPA 70 and be UL listed.
b) Boilers shall comply with ASME Boiler and Pressure Vessel Code, 2023.
c) Boiler tested and rated according to the Hydronics Institute’s “Testing and
Rating Standard for Heating Boilers” with I=B=R emblem on a nameplate.
Submittals
a) Submit manufacturer’s data including physical dimensions, rated capacities, weights and accessories for all equipment along with as-builts and electrical drawings or specs.
b) Schedule of values.
c) Project schedule.
d) Submit wiring diagrams detailing wiring for power and control systems differentiating between factory and field installed wiring.
e) Safety Data Sheets as applicable.
f) Project specific site safety/construction plan. This plan shall include the following at a minimum:
Description of work methods to ensure integrity of historic structure in consultation with park 106 coordinator/cultural resource specialist
Nomination of project management staff, including site safety representative
Contact information for project management staff
Contact and location information for local emergency services Description of anticipated high safety risk activities, including activity hazard analyses and safety control measures Site protection and traffic control measures, including sketches to illustrate provisions.
g) Submit final efficiency test results once installation has been completed.
h) Submit all information pertinent to the installation, operation, and maintenance of the new boiler system, valves, circulators, and controller.
Close out submittals
a) Operation and maintenance data for review and approval as required in section 1.5 parts A, B, C and D. Hard copies as well as PDF’s.
b) Combustion Tests and Inspection Report: Copy of test results for compliance with performance requirements.
c) Warranty: Manufacturer’s standard warranty of not less than 10 years
d) Copy of inspection report (New York State) and approved permits.
e) All Hazardous waste material handling documents such as manifests.
Products
a) One new natural gas fired boiler to be factory assembled and packaged, with sections set on a new concrete block base to ensure the boiler is raised 4” higher than the existing.
b) Water Pressure Rating Currently: between 50-65 psi. (Or manufacturers required psi)
c) Hot-water Trim:
d) All fittings shall be of cast iron nipple connections, (Gaskets are unacceptable)
e) Boilers shall have a minimum efficiency rating of 95%
Safety Relief Valve: ASME rated, factory set at 30 psi.
Barometric Damper: Adjustable, self-actuating, full size of breeching or as recommended by burner manufacturer.
Operating Controls: valves, all associated controls associate to natural gas-fired boilers shall be installed.
Flue
a) New flue to be installed and inspected.
b) Condensing Boiler
a) Factory assembled and tested module include combustion air fire chamber, natural gas burner control valve, combustion chamber, heat exchanger, and exhaust. Insulated jacket around module and unit mounted electrical control panel with operation sequence indicator lights. Follow manufacture’s guidelines.
b) Type: Cast iron, natural gas-fired sealed combustion, condensing type hot water boiler with capacities and accessories as scheduled to meet the current specifications of BTU/HR.
c) Fuel: Natural gas
d) Controller: natural gas burner controller
Controls
a) Installation of factory trim controls.
Installation Execution of Project
a) Install boiler level and plumb, according to manufacturer’s recommendations.
b) Install boiler on new raised cement block pad (4” above existing).
c) Install natural gas-fired boiler according to NFPA 54 most current version
d) Flush entire heating system supply and return piping before boiler is placed in service.
e) Ensure no new penetrations or intrusions are created into the historic structure and that all installations follow existing lines and paths.
f) Ensure all equipment and tools brought into the structure does not damage floors, walls, joists, and utilize mats to protect surfaces and structure components.
g) No heavy equipment will be utilized on park grounds, all vehicles will be restricted to designated parking areas.
h) Any impacts to the grounds including ruts or turf damage will be addressed in a plan submitted to the park for review.
Connection
a) Install piping and all associated components as specified according to New York/Federal plumbing code. Install gas line each with a union as required by code.
b) All serviceable parts will have isolation valves provided with as easy access as possible.
c) Install heating water piping to existing supply, Connect to boiler with shutoff valve and unions or flanges at each connection.
Cast Iron Boiler
a) Install new flue in accordance with recommendations of the manufacturer, and current code requirements.
b) Connect to existing water supply Controls
a) Wire the boiler burner so it cannot fire unless heating water circulating pump is running, flow switch to be installed.
b) Wire the boiler burner through flow switch in heating water loop to prevent boiler operation until positive flow is proven.
c) Low water cutoff switch shall shut down boiler operation when water level drops below limit.
d) Automatic high limit shall shut down boiler operation according to code/manufacturer specification.
e) Manual reset high limit shall shut down boiler operation according to code/manufacturer specification.
f) New digital thermostatic control will be required for the new boiler.
Cleaning
a) After completing system installation, inspect boiler and associated components. Repair scratches and mars on finish to match original finish. (prevent rust/corrosion)
b) Clean and inspect for poor water quality and prepare a handwritten report with an electronic copy and send it to the CO on recommendations.
c) Clean work site of all debris from project and remove from site.
d) The Contractor shall remove and dispose of excess materials, debris, or waste at an approved off-site location in accordance with applicable Local, Tribal, State and Federal laws and regulations, and pay any related fees. Burning or burial of materials is not permitted.
e) Any damages to be repaired to satisfaction of the government at contractor’s expense.
Testing, Adjusting and Balancing
a) Complete manufacturer’s installation and startup checklist.
b) Test boiler performance and adjust boiler combustion efficiency to meet manufacturer’s recommendations. Test all piping for water and gas leaks.
Measure and record the following
a) Over-fire draft.
b) Percent CO2.
c) Flue gas temperature at boiler discharge, ambient room temperature, and net stack. temperature.
d) Spot smoke reading.
e) Combustion efficiency.
f) Flue draft.
g) Nozzle data.
Training At the closing of the project coordinate with COR and provide 1 hour of instruction overview with documentation along with the boiler performance test results to COR and Government personnel. Include operation of boiler including accessories and controls, procedures for startup and shutdown, troubleshooting, servicing, and preventive maintenance.
The following bid is to include all materials, labor, and equipment necessary to execute the work described in the respective specification’s sections.
