STATEMENT OF WORK
I. GENERAL INFORMATION
a. INTRODUCTION. The Department of the Interior (DOI), U.S. Geological Survey (USGS), Saint Petersburg Office requires a POE Security Camera system for all three buildings.
The new system will cover all access points into the building and provide coverage of the back parking lot.
b. BACKGROUND. The SPCMSC requires an upgraded camera system for all three buildings, ensuring comprehensive coverage of all entrances and exits.
c. DEFINITION/APPLICABLE DOCUMENTS.

ii. Attachment 3- Coverage
d. SCOPE. The contractor shall provide all materials, labor, conduit, equipment, travel, and supervision necessary to install a POE Security Camera system. All necessary cabling will be enclosed in conduit between buildings. Wiring will be run from conduit termination to the Computer Room (A219).
II. WORK REQUIREMENTS
a. TECHNICAL REQUIREMENTS
i. The Contractor shall provide and install a POE Security Camera system with the following minimum requirements:
1. POE Camera system that can record three months of data.
2. NDAA Section 889 Compliant.
3. 5 MP resolution with invisible IR night vision.
4. Rated for outdoor use.
ii. The Contractor shall ensure cameras are securely mounted on the outside of building or inside where necessary.
iii. A POE camera system covering all entry and exit points as well as back parking lot to allow optimal coverage. The number of cameras will be determined by the contractor.
iv. Installation of conduit and cabling to the wiring closets. Wiring will be run from conduit termination to the Computer Room.
v. Train facility personnel on system use.
b. GENERAL REQUIREMENTS
i. The Contractor shall ensure that all work is performed by a technician qualified to install POE Camera systems.
ii. All work will comply with local, state, and federal regulations.
iii. Work may be stopped to avoid interfering with research projects. The work will be staged to allow access to the facility throughout the performance period.
Proper signage and barriers will be provided to restrict vehicle and pedestrian access to work areas, and no hazardous conditions shall be present in unguarded areas.
iv. All work must be performed during normal business hours, Monday-Friday 7:00 am to 4:00 pm. No weekend work may be performed unless authorized by the USGS Technical Liaison. No work may be performed on Federal holidays without exception.
v. The contractor shall coordinate equipment and proposed work with the USGS Technical Liaison.
c. DELIVERABLES. A fully functioning POE camera system that covers all access points and back parking lot.
III. SUPPORTING INFORMATION.
a. GOVERNMENT FURNISHED PROPERTY (GFP): None.
b. SECURITY. Building access shall be coordinated with the Facility Manager or USGS
Technical Liaison.
c. PLACE OF PERFORMANCE. USGS, 600 4th Street South Saint Petersburg Florida, 33701
d. PERIOD OF PERFORMANCE. 60 days from notice to proceed.
e. SPECIAL CONSIDERATIONS
i. The contractor must have an authorized project manager on site to coordinate all the tasks included in this project. The technical liaison will not be responsible for conducting site visits for sub-contractors or scheduling and coordinating work with sub-contractors. All tasks on this project must be completed by experienced personnel consistent with the project schedule. Work must be staged in a way that the integrity of the facility’s security is not compromised at any time when it is unoccupied. Once work has begun the contractor is required to ensure that there is a full commitment from all involved parties to complete work on schedule
ii. The contractor shall be responsible for complying with all National, Federal, State, and local laws, codes and regulations in connection with the execution of the contract.
iii. The contractor is responsible for visiting the worksite to verify measurements and to ascertain the nature and location of the work to be performed and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve the contractor of his responsibility for estimating properly the difficulty or cost of successfully performing the work.
Quality Control. All software or hardware purchased must be free of malicious code such as viruses, Trojan horse programs, worms, spyware, etc. Validation of this must be written into the contract.
