1. Are Scaled Drawings available? If so, please post.

a. No only the drawings of the camera placement. Please plan on attending the site visit on Nov 7, 2024.

2. Are Ceilings Suspended? Or Hard Lid?

a. Hard

3. Are there existing Cable Trays for wiring above ceilings?

a. In some areas, Conduit

4. Can Existing Wiring be utilized?

a. No

5. Is a “UPS” required? If so, What Time/Power Duration is required?

a. NO

6. Are “Or Equal” Equipment substitutions allowed?

a. Equipment must meet NDAA compliance and TAA compliance.

7. Is “Plenum Wire” acceptable?

a. No

8. Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t?

a. NO. This would be a firm fixed price contract. Any cost shall be included in your quote.

9. What is the height of Exterior Cameras?

a. (If any) approximately 15-20 feet

10. Please provide/post other Q & A's requests.

a. All questions & answers will be posted via Amendments.

11. Please provide a list of equipment to be installed-

a. The contractor shall determine the proposed solution. Please plan on attending the site visit.

12. Are there pipe chases between floors?

a. They are the conduits.

13. What is the budget range for this project, and is it already appropriated?

a. This requirement is not subject to the availability of funds. Funds are committed and estimate will not be provided.

14. Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed?

a. Invoices for partial payments can be submitted for services and supplies that have been received by the government.

15. How many feet of new wire will have to be run?

a. To be determined by the contractor.

16. What kind of cipher lock and quantities are required e.g. X-10

a. To be determined by the contractor.

17. What key functions must the video system provide?

a. Provide coverage of all entry points and storage areas as shown in the map

18. What integration if any are required with your existing systems?

a. None, as this will be a standalone system.

19. What physical limitations exist at the site for the installation?

a. None

20. What compliances standards for the network cabling must be met?

a. TIA-568A

21. What are the IT requirements on the architecture/governance?

a. Equipment must meet NDAA compliance and TAA compliance.

22. What are the uptime requirements?

a. 99.9% uptime.

23. Are there any site access restrictions?

a. Vendors must schedule to come on-site to perform necessary work.

24. What constitutes full commissioning of the video system?

a. Make sure the system is recording and covering the designated area. Keep 3 months of recordings.

25. What are your software/hardware maintenance program requirements?

a. Depending on the system provided and what is required by that system, the vendor will provide both hardware and software maintenance. Pricing for any required software maintenance/software licenses for 5 years shall be included in the quote.

26. Will the evaluation providers be based on price alone or for value for the price?

a. Reference E-6 of your solicitation. 52.212-2 Evaluation states this will be lowest price technically acceptable.

27. Is there flexibility for scope changes?

a. Upon award, any case of change in scope, the matter shall be immediately submitted to the Contracting Officer, without whose decision said change shall not be adjusted by the Contractor, save only at his own risk and expense. Any changes affecting the scope of work shall be originated from and approved by the Contracting Officer.

28. How will you manage cost overruns?

a. This government contract will be firm fixed price (FFP) and the contractor is responsible for cost overruns. Also, the provision FAR 52.237-1, Site Visit, provides that the contractor will not be entitled to an increase in the contract price for conditions affecting performance which were ascertainable from a reasonably thorough inspection of the site.
