Statement of Work PMIS 335660B “Storm Damage Recovery/Roofing Replacement”
HISTORY
On 7 August 2023 a line of severe thunderstorms passed through First State National Historical Park.
These storms, with "Straight-Line" winds measured at 55-80 mph, caused extensive damage to many of the park locations including lease properties, trails and parking areas. Most of the damage was caused by downed trees in many areas. There exists a continued risk and compromise to building roof structures at 2 locations. This project will look to recover from this storm by repairing damage to existing roof structures (underlayment’s & asphalt shingles).
LOCATION & DESCRIPTION OF PARK
First State National Historical Park
Brandywine Valley Unit 400 Ramsey Road Wilmington, DE 19803
First State National Historical Park (FRST) is made up of six sites spread throughout the state of Delaware.
The Brandywine Valley unit (previously known as Beaver Valley) and the Sherriff’s House in New Castle are owned and managed by the National Park Service, while the remaining five sites are owned and managed by state and local partners who provide tours and programs to the public.
Brandywine Valley unit consists of approximately 1,400 acres of rolling hills and wooded areas along the Brandywine River and the arced border between northern Delaware and southern Pennsylvania. It is an integral component and legacy of Quaker industrialist William Poole Bancroft’s vision for open park lands and the conservation of green space as part of his larger philanthropic community planning experiment in the City of Wilmington that drew upon national and international currents of early 20th century social and industrial reform.
SCOPE OF WORK
The work outlined herein calls for the demolition, removal of demoed materials, and installation of new roofing underlayment’s, shingles, and roof vents systems at 800 & 123 Beaver Valley Road of First State National Historical Park’s Brandywine Valley Unit (see attached map).
The Contractor shall furnish all equipment, materials, cleanup, removal of demoed debris, and sufficient personnel for roof demolition and installation of new roof systems.
CONFIDENTIALITY
The information developed under this task order is the property of the U.S. government and shall be kept in strict confidence.
PERFORMANCE PERIOD
A site meeting will be held with the Crew Leader/Roofing Contractor and Park Technical Representative following issuance of the delivery/task order to review specific roof work. The roof replacement work period of performance shall be from 120 days after the notice to proceed. The specific dates of work will be determined based on weather, ground conditions, and park wide operating schedule.

SITE VISIT
To be determined when this scope of work is distributed.
PROFESSIONAL QUALIFICATIONS
All work shall be under the direction and supervision of company field supervisor.
The company field supervisor shall always on the job site and shall be the primary contact with the Park Technical Representative who in turn is responsible for controlling the quality of work and inspecting all completed work to ensure that contract performance requirements are met.
All workers shall be familiar with the technical aspects and hazards of roofing work and equipment used in such operations. All workers shall abide by any code of ethics or professional conduct established by the Professional Roofing Industry.
An authorized installer who is trained and approved by a manufacturer of materials to be installed.
EQUIPMENT REQUIREMENTS
All equipment must meet all federal OSHA, state and local safety requirements and must be properly licensed. This includes equipment such as bucket trucks, aerial lifts, etc.
SAFETY
All operations shall be conducted in accordance with profession standards per The National Roofing Contractors Association Codes and Standards.
The Contractor shall provide, erect, and maintain all necessary barricades and traffic cones and sufficient site guards to insure the safe flow of pedestrian and vehicular traffic away from the work area.
The contractor shall be fully responsible for compliance with all PA & DE, local, state, and Federal occupational safety laws, rules, and regulations.
The contractor is responsible for meeting all applicable OSHA and PA, DE guidelines for safe working procedures.
The contractor is fully responsible for all traffic control safety measures when working adjacent to or in public roadways, parking lots and private driveways.
The contractor is responsible for securing and protecting all overhead utility lines from utility poles to building.
The contractor is responsible for all daily and end of contracted site cleanup and disposable of collected waste.
SUBMITTALS/REPORTS
Contractor shall submit personal qualifications with the bid package.
Contractor shall submit a Safety Plan that illustrates the location of the work site and locations of safety measures to keep visitors and residence out of the work zone.
The contractor shall note and report to the COR in writing the presence of any structural weakness, or any other hazardous condition that has the potential for damage to property or personal injury that cannot be corrected within the scope of work described herein.
The proposal should be concise and provide sufficient information to demonstrate the offeror’s capacity to satisfactorily perform the tasks outlined.
The contractor will provide a accurate and concise list of materials and hardware to be installed.
The contractor shall self-certify on company letter head that their firm and/or subcontractors possess all necessary permits/licenses to provide service IAW the Performance Work Statement.
The contractor shall provide copies of all applicable permits and insurance certificates required to provide services in New Castle County Delaware & Chadds Ford Township Chester County Pennsylvania as applicable.
The contractor shall submit evidence of Liability Insurance.
SCHEDULING and COORDINATION
The contractor shall communicate with the Park Technical Representative for specific directions regarding access to the job site.
Prior to commencing work the contractor is responsible for inspecting all affected roofs to ensure that the prescribed work is in accordance with the scope of the specifications stated herein. The commencement of work by the Contractor shall indicate his/her acceptance of the work and he/she shall assume full responsibility for the work described herein.
The COR will be responsible for acting on behalf of the Contracting Officer on all matters of work within the scope of the contract. Approval of work beyond the scope of the contract is reserved for the Contracting Officer.
The contractor is responsible for notifying the COR in writing all work that is beyond the scope of the contract and include a proposal for performing the prescribed work that includes a breakdown with unit prices for labor, materials, and equipment required to ensure that all requested work can be performed and completed. The COR will evaluate the proposal and if valid will seek approval from the Contracting Officer. Failure of the contractor to obtain the approval of the Contracting Officer for work beyond the scope of the contract will release the government from any obligation to pay for services claimed.
The contractor shall notify the COR or Park Technical Representative 48 hours prior to beginning any work.
Work shall be performed between the hours of 7:30 a.m. and 4:00 p.m. Monday through Friday, Federal holidays excluded, unless authorized in writing by the COR.
Once work begins the contractor is expected to be on the job site each day in which weather conditions are favorable as determined by the COR or Park Technical Representative until the job is complete.
If, at any time, the COR or Park Technical Representative determines that the work is unsatisfactory or being conducted in an unsafe manner, the contractor will be notified and shall immediately cease all work activities until unsafe conditions have been mitigated.
WORK AREA & HEAVY EQUIPMENT
Contractor shall confine the work, parking of vehicles, and all other operations in connection with this contract to the specified hours and work areas approved by the COR. Large equipment may be stored on-site as specified by the Park Technical Representative.
The Contractor shall not permit heavy equipment or vehicles off hard surface roads without the expressed permission of the COR. Protective matting shall be used to minimize damage to adjacent tree root zones and turf. All damage resulting from such operations shall be repaired to its original condition or to the satisfaction of the COR at no additional cost to the Government.
RESPONSIBILITY REGARDING EXISTING STRUCTURES, UTILITIES, EXISTING PLANT MATERIAL AND
OTHER LANDSCAPE FEATURES
The contractor will be held responsible for any damages to, and for maintenance and protection of existing structures. Contractor shall patch, repair or replace portions of sidewalks, curbs, gutters, streets, manholes, and the like that are damaged in connection with work under this contract or as a result of operations thereunder. Materials and methods shall conform to the current standards for the area damaged, match existing on-site materials, shall meet the approval of all cognizant officials and the COR. All damaged areas shall make smooth, satisfactory, and imperceptible transitions to existing adjacent work, and shall be performed without additional expense to the NPS.
The contractor will be held responsible for any damages to, and for maintenance and protection of existing utilities.
The contractor shall preserve and protect all existing vegetation such as trees, shrubs, and grass areas on or adjacent to buildings subject to roof repairs which do not reasonably interfere with work. The contractor shall be responsible for all damage to trees, lawns and shrubs, including damage due to careless operation of equipment, stockpiling of materials, or tracking of grass and other surfaced areas by equipment. Such damaged areas or materials shall be restored, repaired, or replaced by the contractor, as directed by the COR, at no additional cost to the Government.
ARCHEOLOGICAL SENSITIVITIES
Any items discovered because of the project work shall be left in place and brought to the attention of the COR or Park Technical Representative.
CLEANUP AND RESTORATION
The contractor must furnish all labor, materials, and equipment for daily cleanup and restoration of all disturbed areas or features, which have been damaged during the course of this contract.
All debris shall be removed from the job site daily.
EXECUTION OF ROOF INSTALATION AND REMOVAL
The work to be performed under this section shall include removal of existing shingles and underlayment’s, & the replacement of roof underlayment’s and shingles. All materials shall be installed per manufactures written instructions applicable to products and applications indicated.
Installation materials and task include,
• Removal of existing roofing material and underlayment’s
• Install WIP (or similar) Ice and Water Shield
• Install Synthetic underlayment
• Install Aluminum C3.5 drip edge to entire perimeter of roof
• Install Starter shingles to roof perimeter.
• Install Lifetime shingles to all areas of roof.
• Install New pipe collars to vent pipe.
• Install New flashing to brick chimney.
• Install New caps to ridges and peaks.
• Install 5/8 roofing sheathing as determined by existing roof conditions.
• Magnetically sweep yard and surrounding driveways at completion.
• Install New attic fans (123 Beaver Valley Only).
Demolition
Demolish and remove existing construction only to the extent required by the new construction as indicated. Use methods required to complete the work within limitations of governing regulations and as follows:
• Full roof tear-off: Removal of existing roofing system down to existing roof deck or structure.
• Temporarily protect existing roofing system and components that are to remain acquired from damage.
• Existing roof drains and roof drainage shall be protected during each stage of reroofing, and roof-drain plugs shall be installed when demolition is taking place. Contractor shall remove plugs when demolition is complete.
• Do not remove more roof than can be replaced in a day, and roof will be made watertight each night.
• Dispose of demolished items and materials promptly.
CONTRACTOR EMPLOYEES
Contractor personnel shall present a neat appearance and be easily recognized as contract employees.
Example: wearing steel toe boots, high visibility safety vest, and safety glasses.
CONTRACTOR EMPLOYEE IDENTIFICATION
All contractor employees must be clearly identified as contractors (not NPS employees) when performing services under this contract. This includes visual (appearance), verbal (phone), and electronic (email).
CONTRACTOR EMPLOYEE CONDUCT
The contractor is completely responsible for all actions and conduct of their employees. Contractor employees must be well-groomed and neat in appearance.
Contract employees must be professional in attire and must not wear any offensive clothing.
Contractor employees must conduct themselves in a socially acceptable manner appropriate for an office work environment; Loudness, vulgarity, rudeness, smoking, or other similar offensive conduct by a contractor employee may be grounds for denying the employee further access to NPS FRST NHP.
Contractor employees must not consume alcohol or illegal drugs during working hours or at any other time the employees are performing work under this contract.
CONTRACTOR RESPONSIBILITY
The contractor shall obtain all necessary licenses and/or permits as required to perform this work.
Contractor shall take all reasonable precautions necessary to protect persons and property from injury or damage during the performance of this contract.
Contractor shall be responsible for any injury to himself/herself, his/her employees, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by his/her employees’ fault or negligence and shall maintain personal liability and property damage insurance having coverage for a limit as required by the laws of the State of Pennsylvania & Delaware.
Further, it is agreed that any negligence of the Government, its officers, agents, servants, and employees, shall not be the responsibility of the contractor hereunder with the regard to any claims, loss, damage, injury, and liability resulting there from.
CONTRACT AWARD MEETING
The contractor shall not commence performance on the tasks in this PWS until the CO has conducted a Kickoff Meeting or advised the contractor that a kickoff meeting is waived.
PERIOD OF PERFORMANCE
This shall be an Installation build contract to be complete by 180 days after NTP.
CHANGES TO THE STATEMENT OF WORK (SOP)
Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder with all other products of the project. Costs incurred by the contractor through the actions of parties other than CO shall be borne by the contractor.
PERFORMANCE REQUIREMENTS
Contractor shall provide the necessary personnel and equipment to meet or exceed required service.
Contractor shall have the following responsibilities:
• Provide all supervision, labor, and materials to complete all requirements described in this SOW.
• Contractor shall obtain all necessary licenses and permits required to perform this work required by this SOW.
• Contractor shall take all precautions necessary to protect persons and property from injury and/or damage during performance of this contract.
• Contractor shall be responsible for any injury to their employees, park visitor, as well as for any damages to personnel or Government property that occurs during the performance of this contract that is caused by the Contractor’s fault or negligence.
• Contractor shall insure that all areas where equipment is serviced under this contract are left in a clean, neat, and orderly condition.
• Contractors shall possess and utilize all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform all work safely, effectively, and timely. Tools, equipment, and PPE shall comply with OSHA Standard 29 CFR 1910, (Subpart I), and NFPA 70E.
• Maintain project schedule agreed upon in the final contract documents.
• Provide all OSHA site safety PPE for each employee during work.
DELIVERABLES
The Contractor shall perform the services necessary to complete the tasks in accordance with the procedures described in a timely and professional manner, consistent with industry standards, at the location, place, and time that FRST has set aside, and all in accordance with the SOW.
Roof replacement at 800 Beaver Valley Road Wilmington DE to include –
• To remove existing roofing materials from roof, hauling away same.
• To prepare decking for roofing Installation.
• To Install WIP Ice and Water Shield to gutter, valley, wall and penetration areas.
• To install synthetic underlayment to all other areas.
• To Install aluminum C3.5 drip edge to entire perimeter of roof.
• To Install starter shingles to roof perimeter.
• To Install new shingles to all areas of roof. (Color Optional)
• To Install new pipe collars to vent pipe.
• To install new flashing to brick chimney.
• To Install TAMKO (or similar) caps to ridges and peaks.
• 5/8 roofing sheathing as determined by existing roof conditions.
Roof replacement at 123 Beaver Valley Road to include –
• Removal of 3 layers of existing roofing materials (2 shingles, 1 cedar shake) from all areas of roof Materials removed to be reviewed by park compliance specialist. A sample is to be saved for park archives.
• All demoed materials to be hauled away.
• Install 1/2 CDX sheathing to all areas needed.
• To prepare decking for roofing installation.
• Install Ice and Water Shield to walls, valleys, and gutter aprons.
• Install all new C3.5 drip edge to roof perimeter.
• Install synthetic underlayment over all secured plywood.
• Install Architectural Shingles to all areas of roof.
• Install new ridge caps in matching color.
• Install new pipe collars.
• Install new flashing to wall terminations as needed, as the hight of the new roof will differ from the old, after removing 3 layers.
• Install new metal flashing to stone chimney, cutting ringlet into chimney to accept same.
• Install 2 new attic fans to replace old.
WARRANTY
Material Warranty: Manufacturer agrees to repair or replace asphalt shingles that fall within specified warranty period.
• Material warranty period: 30 years from date of substantial completion, prorated, with first 10 years non-prorated.
• Wind speed warranty period: Asphalt shingles will resist blow off or damage caused by wind speeds of up to 130 mph for 15 years from date of substantial completion.
• Algae resistance warranty period: Asphalt shingles will not discolor for 20 years from date of substantial completion.
Roofing Installer’s warranty period: Roofing Installer to sign a Roofing Installer’s Warranty in which Installer agrees to repair or replace components and asphalt-shingle roofing that fail in materials or workmanship within specified warranty period.
• Warranty Period: Five years from date of substantial completion.
