STATEMENT OF WORK FOR TECHANAL TREE SERVICES
PART 1: GENERAL
1.1 DESCRIPTION OF WORK
Statement of Work (SOW) consists of removing or pruning hazardous and diseased trees in certain areas of the Battlefield. The term ‘Contractor’ herein, includes the prime contractor and all subordinate contractors employed on their behalf, and are subject to the same guidelines for this contract.
The contract work includes:
1. Mobilization, including providing all labor, equipment, and materials necessary to perform work adhering to the requirements of this SOW.
2. Removing or pruning trees.
3. NO Tree Work shall be performed From June 1st through July 31st due to the Northern Long Eared Bat. The Northern Long Eared Bat is federally listed as a threatened species under the Endangered Species Act.

Site Visit Information
1. Interested vendors may schedule a site visit Monday 25 March 2023 through Thursday 28 March 2028, between the times of 8:00 am and 1:00 pm. Site visits shall be scheduled 48 hours in advance by contacting the Contracting Officer Representative, Kenneth Soutter at 571-377-9622 or at Kenneth_soutter@nps.gov. Meetings shall begin at the maintenance facility located 6750 Sudley Road, Manassas, VA 20109.

Job Site
1. The Park Headquarters (HQ) 12521 Lee Highway Manassas, VA. 20109
2. Access: Located right off Interstate 66, just 26 miles west of Washington, DC.

Staging
1. Staging and parking for vehicles, equipment and materials shall be confined to areas specifically designated by the COR.
1.3 PERSONNEL QUALIFICATIONS
All personnel performing work shall be fully qualified and experienced in the type of work to be executed in this contract. When applicable, personnel shall be certified in the necessary work for which being performed by that person.
1.4 CONTRACTOR-FURNISHED ITEMS
All necessary supervision, personnel, equipment, tools, transportation, supplies, materials and incidentals required to perform the work of the contract in a safe, professional manner.
The use of NPS resources and materials during the execution of tasks outlined in this contract, is not authorized unless otherwise indicated and approved by the COR.
1.5 GOVERNMENT-FURNISHED ITEMS
No Government-furnished items are anticipated for this work.
1.6 WORK CONDITIONS AND LIMITATIONS
Project Officers and Inspection
1. The Contracting Officer (CO) is the only person with authority to enter into, administer, modify and/or terminate the contract.
2. The Contracting Officer’s Representative (COR) is a program official designated by the CO to assist in administering technical aspects of the contract. The COR cannot modify the contract.
3. The Construction Control Inspector (CCI) or Project Inspector (PI) is a program official designated by the CO to assist the COR with day-to-day documentation of contract activities and other contract administration activities. The CCI/PI cannot modify the contract.

1. Only when approved in advance by COR.
Working Hours
1. Onsite construction activities must occur between the hours of 6:30 AM and 4:30 PM Monday through Friday.
2. No work is allowed on Federal holidays or weekends. Specific any site-specific work restrictions here.: All technical tree work performed on or around or with-in a 100’ radius of all trails shall require approve signage, and contractor’s personal to flag and alert park visitors of work.
3. Exemptions to these requirements may be requested of the CO five (5) days prior to the scheduled change and must be approved by the Park Superintendent.
Contractor’s Use of Premises
1. Confine on-site material storage, equipment and vehicle parking, and staging to paved parking areas or other areas specifically designated by the COR.
2. Keep job site clear of trash and debris. Dispose of any trash, debris and other unusable material legally at authorized facilities on non-Federal land.
Existing Utilities
1. The Contractor is responsible for locating and preventing damage to known utilities.
2. Damage to known utility services by the Contractor requires immediate repair at no additional cost to the Government.
3. Damage to unknown utility services, will result in an equitable adjustment in the contract price for repairs as approved by the CO in accordance with the applicable FAR clause.
4. Interruption of existing utilities service must have prior approval from the COR.
Field Verification
1. The measurements and quantities specified are estimated and provided for information only. The Contractor shall verify all dimensions and conditions affecting the work.
2. The Contractor shall notify the COR of any significant deviation in measurements and quantities that will affect the intended outcome of the project or result in a change of cost or time to complete the work.
3. The contractor shall have a licensed professional engineer determine the hydrology of the site for final determination of aggregate layer thicknesses.

1. The following conditions may be applicable to work sites inside Park boundaries:
a. WEATHER – Sudden and dramatic changes in climate conditions are common. The Contractor must be prepared to alter work plans and provide protection for workers and equipment.
b. CLOSURES – Park officials may close portions of the Park at any time to protect visitors from hazardous conditions or to implement official duties of the Park.
c. REMOTENESS – Many portions of the Park are of some distance to typical services available in developed areas, including cellular, food, fuel, and emergency services.
The Contractor must arrange and account for appropriate precautions and plans prior to bid submission.
d. SITE SECURITY – Much of Park land is accessible by the public 24-hours a day throughout the year. Park law enforcement officers and other staff will not be designated to provide extra security to protect project sites from visitor intrusion. The Contractor will implement necessary pedestrian controls to restrict visitors from accessing the work areas. The Contractor shall take measures to prevent vandalism, theft, or destruction of project materials and equipment. Any proposed security measures that may affect ongoing access or use of areas otherwise not already included in the construction zone (including remote security cameras or alarms) must be approved by the COR prior to use. Any security issues must be reported to the COR immediately upon notice. Park law enforcement staff may request official statements or other information from Contractor personnel needed to follow up on reported issues.
e. RESOURCES – As a unit of the National Park System, the Park is tasked to preserve unimpaired its natural and cultural resources and values. The Contractor must make every effort to ensure no impacts are made deleterious to these resources. It is expected that the project site and access areas will be minimally impacted only as absolutely necessary for the performance of contract requirements. Mitigations approved by the COR will be taken to restore pre-existing conditions.
f. INVASIVE EXOTICS – To reduce the chance that harmful, non-native plants or organisms will be transported from off-Park locations to the work site, the contractor, prior to entering the Park, must clean all soils, roots, seeds, and other sources of plant parts and pathogens from any equipment used for the application of grasses and all heavy equipment, such as dump trucks, front end loader, and graders, which have previously been operating off the Park.
g. WILDLIFE – All wildlife is protected within the Park boundaries, and some species, which occur within the Park, receive special State and Federal protection due to their rare, threatened or endangered status. Very few wildlife species present any danger to persons working within the Park. Even species which have the potential to do harm to persons, can usually be avoided. Unless wildlife is presenting an immediate threat to persons, harassment or destruction of wildlife is prohibited.

2. Project-specific environmental compliance mitigations: The following items are required by the National Environmental Policy Act and National Historic Preservation Act as applied to this project and may be described further in other sections of this statement of work:

1.7 QUALITY ASSURANCE
All materials and methods used for this contract must meet or exceed the current local, State and Federal codes, standards and regulations applicable to the contract work.
All personnel performing work under this contract shall be trained and skilled in the trades required to complete the contract requirements.
1.8 REFERENCE STANDARDS
1.9 The ICC’s family of codes and their appendices are hereby adopted as the nationally recognized building codes for the NPS. Additionally, the National Electrical Code (NEC, NFPA 70, published by the National Fire Protection Association) is adopted as the nationally recognized code for electrical work.
1.10 Contractor will perform all work in accordance with the ICC’s family of codes, as well as the most recent edition of all local, state, and federal guidelines and regulations applicable to the performance of this contract work at time of award. Amendment of certain ICC codes or the NEC specific to the NPS may be necessary to ensure park service compliance regarding historical or environmental assets
1.11 The contractor is responsible to verify any additional requirements with the Contracting Officer, COR, or designated representative.
PART 2: MATERIALS

PART 3: EXECUTION OF WORK
3.1 GENERAL
A. Site Investigation:

1. The Contractor is responsible for investigating site conditions in the vicinity of the required work including but not limited to; groundwater, existing utilities, or any other hazards or obstacles including monuments and structures which may increase time or cost of the work.
1. Any proposed change by the Contractor to the specified work methods must be submitted in writing to the CO along with the justification for the proposed change.
2. Approval from the CO is required for changes.
All surveys conducted for as-built records must be in UTM coordinate system with control tied to nearest NPS monuments.
The Contractor is responsible for obtaining all permits necessary through Virginia Department of Environmental Quality (DEQ).
3.2 TRAFFIC CONTROL
If traffic control is required while work is in progress, the Contractor shall conform to relevant codes and standards.
Maintain open traffic on Park roads to the greatest extent possible. Temporary one-lane closure may be required at the entrance to the parking lots, or roadways to complete tree work. . These temporary traffic delays shall be kept to the minimum and only as necessary.
Limit traffic impacts to 15 minutes maximum for each delay period, unless otherwise authorized by the COR.
Place and maintain traffic control signage at all times as needed.
Certified flaggers shall control traffic through the work zone at all times while work is being performed, and while either traffic lane is closed to traffic.
The Contractor is responsible for the design, installation, maintenance and removal of all erosion and sediment control devices in accordance with State and local regulations as required for the project.
Minimum erosion and sediment control includes placement of silt fencing and straw bales to contain sediment when more than 100 square-feet of soil is disturbed if directed by COR due to erosion activity occurring during project.
Submit proposed erosion and sediment control plan for approval by the CO.
Construct sediment basins and traps, perimeter dikes, sediment barriers and other measures intended to trap sediment before land disturbance takes place.
Maintain all erosion and sediment control devices to assure continued performance of their intended function. Replace damaged and deteriorated control devices as needed.

During construction, stabilize or protect soil stockpiles, on-site borrow areas, and soil transporting with sediment trapping measures.
Apply permanent or temporary soil stabilization to denuded areas within three (3) days after final grade is reached on any portion of the site.
Apply temporary soil stabilization within seven (7) days to denuded areas not at the final grade that will remain dormant (undisturbed) for longer than 30 days. Apply permanent stabilization to areas that will be left dormant for more than one year.
Establish permanent vegetative cover on denuded areas not otherwise permanently stabilized in accordance with the FP-14 reseeding standard as required by SUBPART B.
When approved by the COR, remove all temporary erosion and sediment control measures within 30 days after final site stabilization or after the temporary measures are no longer needed.
3.3 EXECUTION
The following work items may or may not be required for this Statement of Work, depending on the work described in Section 1.1. Refer to Section 1.1 and the requested bid items to determine required and any additive work items.
Mobilization and Demobilization
1. Confine staging and parking for vehicles, equipment, and materials to areas approved by the COR.
2. Contractor must provide for methods to appropriately secure equipment and materials.
3. Access site only by methods described in Section 1-2.
Removal/Trimming/Pruning of Diseased Trees
1. Remove or Prune trees indicated on map.
2. For all trees where stump grinding is not required, the contractor shall leave a stump, cut flat across the top, flush to surface.
3. Tree trimmings shall be put through a chipper and wood chips may be laid at locations within the park as designated by COR.
4. Limbs and branches not chipped, shall be cut as necessary to ensure maximum contact with the ground to hasten natural decomposition.
5. For all trees within this Scope of Work designated for pruning, must comply with ANSI Standard A300 specifications.
6. All pruning shall occur in the late fall or winter months when trees are in a dormant state.

7. All trees or limbs not chipped, or approved by the COR to be left on site, shall be removed and disposed of by the contractor.
PART 4: PROJECT CLOSEOUT
4.1 Cleanup
Remove all tools, equipment, excess materials, construction debris, and trash from the project site.
Legally dispose of trash, debris and all excess and unusable materials at authorized facilities off Government property.
Restore or refinish any surfaces damaged during performance of the contract work.
Remove grease, dirt, stains, foreign materials, and labels from finished surfaces.
Leave project site clean and ready for use at the time of final inspection.
4.2 Final Inspection and Acceptance of Work
When all work including site restoration and cleanup has been completed, the Contractor shall contact the COR to arrange the final inspection.
The final inspection should be conducted by the COR within five (5) working days after receipt of the Contractor’s request.
The Contractor will be notified of any deficiencies found during the final inspection.
After all deficiencies have been corrected and all required closeout submittals have been forwarded to the COR, the CO will issue a letter of final acceptance and request the release of claims.

| C. Removal/Trimming/Pruning of Diseased Trees |
| 1. Remove or Prune trees indicated on map. |
| 2. For all trees where stump grinding is not required, the contractor shall leave a stump, cut flat across the top, flush to surface. |
| 3. Tree trimmings shall be put through a chipper and wood chips may be laid at locations within the park as designated by COR. |
| 4. Limbs and branches not chipped, shall be cut as necessary to ensure maximum contact with the ground to hasten natural decomposition. |
| 5. For all trees within this Scope of Work designated for pruning, must comply with ANSI Standard A300 specifications. |
| 6. All pruning shall occur in the late fall or winter months when trees are in a dormant state. |
| 7. All trees or limbs not chipped, or approved by the COR to be left on site, shall be removed and disposed of by the contractor. |
| PART 4: PROJECT CLOSEOUT |
| 4.1 Cleanup |
| A. Remove all tools, equipment, excess materials, construction debris, and trash from the project site. |
| B. Legally dispose of trash, debris and all excess and unusable materials at authorized facilities off Government property. |
| C. Restore or refinish any surfaces damaged during performance of the contract work. |
| D. Remove grease, dirt, stains, foreign materials, and labels from finished surfaces. |
| E. Leave project site clean and ready for use at the time of final inspection. |
| 4.2 Final Inspection and Acceptance of Work |
| A. When all work including site restoration and cleanup has been completed, the Contractor shall contact the COR to arrange the final inspection. |
| B. The final inspection should be conducted by the COR within five (5) working days after receipt of the Contractor’s request. |
| C. The Contractor will be notified of any deficiencies found during the final inspection. |
| D. After all deficiencies have been corrected and all required closeout submittals have been forwarded to the COR, the CO will issue a letter of final acceptance and request the release of claims. |
