STATEMENT OF WORK
FOR
Removal, Furnishing and Installation Of An Automatic Transfer Switch
7/16/2024
The Big Thicket National Preserve, 6044 FM 420, Kountze, Texas 77625 is seeking the removal, furnishing and installation of a new automatic transfer switch (ATS) at the Headquarters/Facility
Maintenance Complex.
Removal, Furnish and Installation of a Generator Automatic Transfer Switch
I. BACKGROUND:
The project will consist of de-energizing the current Automatic Transfer Switch (ATS), removing all components and housing, installing new ATS with all components and weatherproof housing at the current location using the existing feed cables and pad. The ATS has failed and must be replaced.
II. OBJECTIVE:
The objective is to remove and replace the current ATS. The system operates the transfer of power from the electrical grid to stand-alone stationary generator power via a Generac 200 KW, 120/208 volt during storm emergencies and power outages. The generator provides backup power to operate critical systems and communications at the HQs/FM building which is designated a life/safety building during hurricane and severe weather events. The ATS also supplies power to the fire pump/sprinkler system for the HQs, Facility Maintenance complex as well as the Visitor’s Center.
III. SCOPE OF WORK:
The current ATS is inoperative and needs to be de-energized, removing all components except for the power lines and base pad. Park will coordinate with contractor on disposal of old ATS components. The new unit will be installed using the same electrical feed cables, the current base pad at the same location. With the current generator installed (Generac 200 KW 120/208 volt) it is believed that there are only two automatic transfer switches that are compatible with the existing generator. They are: (1) Generac TX 800 AMP SER Automatic Transfer Switch and
(2) ASCO 300, 800 AMP SER Automatic Transfer Switch, which is the existing ATS.
IV. REQUIREMENTS:
-Safety is of top priority for any work performed and contractor will abide by current OSHA standards and policy at all times while on site to ensure all parties are safe from injury.
-Contractor will be supply one of the two Automatic Transfer Switches compatible with the current generating system at Big Thicket NP.
-Once all equipment is on hand, a schedule will be set to de-energize the system. This will involve shutting down the power supply to the HQ’s and Facility Maintenance Compound.
-All old equipment will be removed to include the housing. The electrical grid feeder cables and base pad will remain in-place and be reused to supply and support the new ATS.
-Once equipment is installed according to all manufacturer(s), Federal, State and Local codes, the ATS will be re-energized, and the system tested for proper transfer from electric grid to generator power ensuring all systems function properly. Load, voltage, and frequency sensing tests will need to be conducted by the contractor. Adjustable logic controls will be programmed and coordinated with the COR specific to the needs of the park during power outages to eliminate or regulate spikes and power serges when generator is in operation.
-Contractor will supply the park with owner’s manuals, product specifications, warranty, drawings, and electrical schematics. The contractor shall also provide the government basic training on the control panel operations and trouble shooting techniques.
-Contractor shall remove the old ATS from park property and dispose of properly in accordance with all local, state and federal laws and regulations.
-When all work is complete, it is the responsibility of the contractor to clean-up the worksite and prepare for government inspection.
