SOW: Install Fire Suppression System Bldg. 90509 Revision: 0
STATEMENT OF OBJECTIVES
Work Order Number HDS00025-8J – Building 90509 Install Fire Suppression System Project Manager: Fredy Arevalo Date: June 30, 2022
Project Background Building 90509 is a metal building that was built in 1996. This project will provide a new fire sprinkler system for the entire building. The building is occupied. The contractor is notified that the facility is full of shelving with equipment items that are issued to personnel daily and replenished daily.
Statement of Objectives This project is a design/build contract. The contractor shall provide design/ build services and furnish all labor, material, equipment, supervision, transportation, permits, fees, licenses necessary to “Install Fire Suppression System for Bldg. 90509”, located at Fort Huachuca, Arizona. A non-specific Statement of Work (SOW) for this repair project is provided in Section 4.0. The contractor shall prepare a more detailed scope of work outlining their Contract Execution Overview, to include their technical approach, labor hours, materials/equipment, self-performance/sub-contractor, and tentative schedule. This SOO generalizes major work elements and is not all inclusive as it is performance based. The contractor shall field verify the area of work before submitting their SOW and proposal.
Proposal Requirements Technical Approach. The contractor proposal technical approach section must address each of the line items listed in Section 4.0, Statement of Work. Language of this section must include a description of the steps and methods by which each item of the SOW will be completed. This description must adhere to the details outlined in pertinent UFGC and UFC specifications (see listing in back of this SOO), such that a clear understanding of the requirements can be demonstrated to a competent, qualified person.
Materials/Quantities/Equipment. The Contractor Proposal Materials, Quantities and Equipment section must provide a clear and detailed list of all of the building materials and estimated quantities, as well as the equipment to be used in the execution of the project. These items must be presented in a bulleted list fashion such that a competent qualified person can understand what materials, estimated quantities and equipment will be used during the execution phase of the project.
Materials shall include items such as chemicals or mechanical fasteners, hardware, devices, valves, piping, sealants, structural members, and all other permanently installed materials at the project location.
Equipment shall consist of all tools, machinery, motorized or engine driven equipment, and all other non-permanent items which will not be left on site.
Labor Hours. The contractor proposal labor hours section must give a detailed breakdown of labor hours, to include an estimated number of hours assigned to each trade or supervisory position, such that a clear understanding of the division of labor can be determined. In addition, the total number of hours estimated for the project should be listed.
Tentative Schedule. The Contractor Proposal Tentative Schedule section must provide a detailed estimate of all activities to be conducted during the project period of performance. Scheduled actions must be listed in a logical order to demonstrate a clear timeline of the proposed project activities.
Statement of Work The following list is not detailed in scope; the contractor shall provide a more specific scope of work with specifications:

The contractor shall remove any appurtenances, if necessary, in order to install the fire sprinkler system.
The existing electrical and communication system including fire alarm, lighting and wiring for receptacles shall be protected during the project.
If the contractor relocates the shelving to accommodate the work, the shelves shall be re-installed with new mounting screws.
All disturbed finishes shall be patched, repaired, and/or painted to match existing.
Contractor shall fire caulk all new and existing penetrations.
Work inside the facility may only take place after 4:30pm local time. Work around the outside of the facility may be scheduled during normal hours.
The contractor shall cover the shelves to protect the items from dust materials and ensure the items do not move around and get lost. The user will provide escorts during the entire time the contractor works inside the facility. The contractor shall ensure that their workers are thoroughly vetted. The items inside the facility are constantly inventoried.
Design and install a fire sprinkler/fire suppression system in accordance with the latest UFC 3-600-01 (Fire Protection Engineering for Facilities), UFC 3-601-02 (Fire Protection Systems Inspection, Testing, and Maintenance), NFPA 13 (Standard for the Installation of Sprinkler System), NFPA 25 (Fire Sprinkler System Report), and as approved by the Fort Huachuca Fire Department (FHFD) (Fort Huachuca Fire Department Requirements 07 May 2020 Updated) and material manufacturer requirements. The contractor should submit a 35% and a 100% design.
The contractor shall submit computer generated hydraulic calculations and shop drawings for review and approval prior to installation of fire sprinkler system. The drawings shall be stamped and signed by a registered professional engineer or a fire protection engineer.
Provide and install one 8-inch fire sprinkler underground water main. The connection point shall be at the existing 8-inch PVC line. Required trenching is approximately 320 feet, which will disturb less than 1 acre of land; for construction sites less than one acre, the contractor will not need to obtain authorization to discharge storm water under the AZPDES Construction Storm Water permit requirements which entails preparing and implementing a Storm Water Pollution Preventing Plan (SWPPP). See Sketch #1. The contractor shall perform a hot tap of the existing water system. The contractor shall perform water testing to ensure the water is potable.
Provide and install a new accessible fire hydrant connected to the new line protected with four 6-inch steel pipe bollards. The exact location shall be determined by the Government Project Manager. The new fire hydrant is being installed to allow maintenance for a future 500 foot line.
Provide and install one 8”x8”x6” underground main tee (T). The exact location shall be determined by the Government Project Manager. The 8-inch outlet shall be capped and will be the future connection point for other buildings.
Saw cut pavement as necessary for installation of new work; replace pavement that was removed on this project. Saw cut shall be 12 inches wider on each side than trench width.
Contractor shall deliver the pavement material to building (Bldg.) 30221. POC is Mr. Terry Boston, DPW Road & Grounds Quality Assurance Evaluator, 520-533-5545.
The contractor shall properly bed and shade the water line. Backfilling shall be completed in 12-inch lifts that are properly compacted and meet 95-percent compaction.
Provide and install utility marking tape and tracer wire for the new water line.
Install a new double-check valve backflow preventer with remote FDC.
Install the fire department service connection (FDC) and back-flow preventer at a readily accessible location from the street or fire line and at least 40 feet away from the building. The new installation shall be protected with four 6-inch diameter steel pipe bollards.
Electrically supervise all sprinkler system water control valves to include sectional control, isolation and floor control valves with approved tamper switches. Each tamper switch shall have its own specific address monitored as a supervisory function in the building fire alarm system.
Electrically supervise Backflow Preventer Test Connection water control valve in the closed position with approved tamper switch having its own specific address monitored as a supervisory function in the building fire alarm system. Provide wire in appropriate underground conduit back to the fire panel for this connection. The backflow preventer shall be completely tested.
A Post Indicator Valve is required.
Properly insulate sprinkler piping per code. The contractor shall use metal clad insulation.
Schedule the Test of the new fire sprinkler system with the DPW and Fire Department representatives.
Construct an additional room on the North end of the building for the RISER. The room shall be approximately 6’x8’, LED/Light Emitting Diode lighting, insulate the room to avoid freezing temperatures (the contractor shall plan for R-13 minimum). The roof and walls shall be made with metal material and painted to match the existing building. See sketch #2. The contractor shall install proper labeling for this room.
Provide and install fire department accessible Knox Box. The contractor shall submit “KNOX” FDC locking caps to Post Fire Department the day the FDC caps are installed.
Provide two exterior Audio-visual devices in visible building’s corner.
Closeout Closeout items.
1.01.01.01 Prepare, submit and complete a DD Form 1354 Information Worksheet.
1.01.01.02 Provide water quality testing report.
1.01.01.03 Perform final inspection
1.01.01.04 Resolve discrepancies.
1.01.01.05 Provide final as-built drawings in AutoCAD per AEC standards with no external references nested with in drawings, 3 set of 11x17 prints and six CD/DVD.
1.01.01.06 Submittal of AutoCAD drawings (.dwg files) shall also include every external reference file, shape file, image file, font, custom object (ObjectARX), data-link file (Excel, PDF, tif), photometric data link and color-dependent plot table file used for producing the drawings.
Provide O&M manuals, 3 set of prints and six CD/DVD.
Schedule Notice to Proceed (NTP) shall be issued no later than 10 calendar days after the award and the project shall be 100% complete and ready for final inspection no later than 120 working days after the NTP.
The contractor’s proposed schedule shall be submitted with the proposal. A revised schedule shall be submitted at the time of the preconstruction conference for approval. The schedule shall be in the form of a progress chart of suitable scale to indicate the percentage of work scheduled for completion at any given date during the period. The schedule shall take into consideration anticipated adverse weather that could preclude progress, long-lead equipment or materials critical to the completion of the project, review periods for submittal items requiring Government review and approval, air quality control permitting process and other events and milestones as necessary. The schedule shall be dated and signed by the preparer. This schedule shall be revised in the event that construction falls behind and shall be signed and dated by the preparer. It is the contractor’s responsibility to properly maintain the site during the life of the contract and warranty. Any damage caused by nature beyond the contractor’s control will be addressed as a separate issue.
Occupancy The building 90509 included in the scope of this contract will be occupied. The contractor will schedule and perform work under this contract in such a manner as to allow the occupants of the building to continue their normal activities with minimal interference.
Material, Standards, Codes, Regulations, and Workmanship (FAR 52.236-5, Material and Workmanship) All materials and equipment shall be new unless otherwise specified. All work shall be completed in accordance with the plans and specifications, applicable industry standards, UFC, UFGS, NFPA, ASHRAE, NEC, SMACNA, NEBB, AABC, MUTCD, SDDCTEA, and AASHTO standards; federal, state and local codes, regulations of EPA, OSHA, NEPA; Network Enterprise Center (NEC) and SSVEC requirements; Fort Huachuca Energy Policy and Army Energy and Water Management Program. All government permits, certifications, lead paint and asbestos analyses, if required, etc. shall be obtained by the Contractor prior to commencement of work or prior to beginning construction and are the specific responsibility of the Contractor (Federal, State and local governments). Air quality control permitting efforts must be coordinated with DPW ENRD Air Quality Program prior to the start of any construction and prior to making any irrevocable decisions (i.e. purchasing equipment) related to equipment, activities or processes that have the potential to emit air pollutants such as combustion exhaust, dust, asbestos, evaporative emissions, refrigerant, etc. All certifications are the responsibility of the contractor (potable water health certifications, gas weld certifications, refrigerant technician certifications, asbestos removal certifications, etc.) and must be provided to the COR prior to final payment.
The provisions of Public Law 109-58 (Energy Policy Act of 2005) shall be totally incorporated. In the event of a conflict with industry standards, project specifications will take precedence.
The contractor shall obtain specific approval for all materials and equipment that vary from the standards established herein. All work shall be performed in a skillful and workmanlike manner to current applicable industry standards and in accordance with manufacturer instructions. Work requiring certified craftsmen shall be performed by certified personnel. Proof of such certification, training, or other qualifications shall be made available to the Government upon request. If the manufacturer of any product used in accomplishing this project has published an installation and/or operation manual, such manual shall be followed in its entirety. If any organization such as, but not limited to, APA or ANSI publish any construction guide, it will be followed as applicable to this project. If the manufacturer’s manual deviates from any established code, regulation, local requirement or this scope of work, such deviation shall be brought to the attention of the government representative before award, for written resolution. A revised scope of work will be issued to specify such resolution and incorporated in any resulting award.
Commissioning of major systems (e.g., fire protection, fire alarm panel workings, etc.) is required, unless otherwise noted.
The contractor shall comply with Federal directives by recycling at least 50% of Construction waste.
The contractor shall comply with all Federal, State and Army Environmental requirements. Ensure Contractor responsibilities and operating limitations are noted in proposal [i.e. Storm Water Pollution Prevention Plan (SWPPP) shall be initiated and paid for by the contractor, contractor must conduct and record dust control for all dust-generating activities, contractor cannot use photochemically-reactive solvents in the application of architectural coating, etc.]. Contractor shall keep all required records as stated in the following (and any others as required by Federal/State authorities) and submit to the government.
Air, water, asbestos, lead based paint and hazardous waste, among others, need to be covered in any construction, demolition or renovation contract; thus, the contractor is required to maintain all record-keeping and submit it to the appropriate government entity at the appropriate time, with a copy sent to the DPW COR.
Work on historic buildings must follow the Secretary of Interior’s Standards for the Treatment of Historic Properties, unless otherwise specified. Repair of historic fabric of the building must be completed with in-kind materials and color. If repair is not possible, replacement must be with in-kind material and color to match the historic fabric to the extent possible. All historic fabric of the building is Government property and those items that cannot be reused (such as doors, windows, door/window hardware, hand rails, etc.) shall be returned to the Government after removal from the building.
Environmental work statement clause for all exterior work "Construction" refers to actions that result in a disturbance of the land, including clearing, grading, excavating, and other similar activities. It also includes "construction-related activities," areas that support the construction project such as stockpiles, borrow areas, concrete truck washouts, fueling areas, material storage areas and equipment storage areas.
Stockpiles, borrow pits, etc. need to be weed-free areas. Contractors shall use certified weed-free fill or contractors must sterilize the fill before bringing it onto the installation.
A critical component of the project is final site stabilization. This generally involves restoring the disturbed area to at least 70% of its former vegetative state. The contractor shall submit a seed mix (request Fort Huachuca approvable seed mixture) for site stabilization and apply the seed mix (hydro-seed is acceptable).
Clean Up (FAR 52.236-12, Cleaning Up) The contractor shall at all times keep the work area, including storage areas, free from accumulation of waste materials. All trash will be removed from the site on a daily basis. Upon completion of the project, all equipment, materials and other items associated with the project shall be removed from the project site and the site shall be left clean. Any and all waste products created during performance of the work shall be removed from the project site, packaged in an environmentally approved manner and disposed of OFF-POST at an environmentally approved disposal site.
Utilities Where available, onsite utilities will be provided to the contractor at their expense and will require a Utility Sales Agreement with Fort Huachuca. These utilities shall be used only in the performance and support of the project.
Any temporary connection to the utility system will be coordinated with the contracting officer’s representative prior to hook-up. The contractor shall complete the temporary connection and all temporary electrical work in accordance with applicable codes and standards. Temporary electrical wiring and devices shall comply with the current National Electrical Code. Temporary wiring and devices shall be removed at project completion. All temporary electrical work shall be at the contractor’s expense.
Expansions/tie-ins to the potable water system and/or sewer collection system must be coordinated with the DPW. Some projects for expanding the potable water system and/or the sewer collection system will require an ADEQ 4.01 permit/NOI, prior to breaking ground.
Storage Areas/Lay Down Yards The contractor and the Contracting Officer’s Representative will agree on temporary storage areas and lay down yards in the general location of the project. Request for proposed storage area shall be submitted with the proposal documents. The contractor shall be responsible for the safety, security and maintenance associated with storage areas. Storage areas shall be kept clean and in a neat and organized appearance at all times. If the storage area is not maintained, the Contracting Officer may direct the contractor to store materials off the installation. Storage areas and lay down yards shall be returned to the existing stable state, which may require some rehabilitation of the land, like re-seeding with native grass mixtures.
DD Form 1354 Worksheet Preparation The contractor shall prepare a DD Form 1354 Information Worksheet near completion of the project and submit it to the Government prior to final inspection and acceptance. The contractor may obtain a DD Form 1354 Information worksheet from the DOC CS or the DPW COR.
Controlled Areas The contractor will be escorted for any and all work performed in controlled or secured areas. The occupant of the facility requiring the work will provide an escort for the contractor.
Waste Disposal and Borrow Pits The contractor shall comply with the Fort Huachuca Waste Disposal/Borrow Pit Plan and submit a project specific Environmental Protection/Borrow Pit Plan.
Contractor Quality Control (CQC) The contractor is responsible for quality control and shall establish and maintain an effective quality control system and shall include the following:
The Quality control system shall consist of plans, procedures, and organization necessary to produce an end product that complies with the specified requirements of this project. The system shall cover all construction activities, both on site and off site, and shall be coordinated with the proposed construction schedule.
The contractor shall submit to the COR for review and approval a Contractor Quality Control Plan proposed to implement the specified requirements. The plan shall identify personnel, procedures, controls, instructions, tests, records, and forms to be used. Construction will be permitted to begin only after acceptance of the CQC plan. The plan shall include, as a minimum, the following to cover all construction operations and features.
A description of the CQC organization and lines of authority (e.g., Organization Chart).
Names, qualifications, duties, responsibilities, and authorities of CQC personnel.
Procedures for scheduling, reviewing, certifying, and managing submittals.
Procedures for conducting CQC inspections to include routine inspections, follow-up inspections on deficient work, pre-final inspections, and final inspections.
Procedures for tracking construction deficiencies from the time of identification through acceptable corrective action (e.g., Deficiency Tracking Log).
Documentation and reporting procedures, including proposed reporting format.
The contractor shall maintain current records providing factual evidence that the required QC activities and/or tests have been performed. These records shall be furnished to the Government daily and within 24 hours after the date covered by the report (except when no work is performed; then one report shall be submitted for every seven days of no work). The reports shall include the work of sub-contractors and suppliers and shall be on an acceptable form that includes, as a minimum, the following information:
Contractor/subcontractor and their area of responsibility.
Work performed each day, giving location, description, and by whom.
Weather conditions encountered.
Any delays encountered.
Test and/or control activities performed with results and references to specifications/drawings.
Materials received at the site with statement as to quantity and quality, acceptability, and storage.
Submittals and deliverables reviewed.
Job safety evaluations stating what was checked, results, and instructions or corrective actions taken.
Instructions given or received and conflicts in plans and or specifications.
Contractor’s verification statement that equipment and materials incorporated into the work and the workmanship comply with the specified requirements.
Air Quality Control – the contractor shall comply with all requirements of the Fort Huachuca Air Quality Control Permit and other Clean Air Act regulations by submitting all required records, including but not limited to the following, as applicable, in accordance with applicable pre-construction/construction/post-construction timelines, to the DPW ENRD Air Quality Program:
Detailed equipment specifications and activity/process descriptions Documentation of equipment that was installed in accordance with manufacturer instruction Specifications of removed equipment Dust control logs Fuel certifications Report of run times occurring during equipment installation (i.e. generator hour meter readings) EPA engine certifications Records of Asbestos NESHAP Notification for Renovation and Demolition Activities forms filed with the appropriate state/county entity and all supporting documentation Miscellaneous chemical usage Refrigerant loss, etc.
All reporting details must be coordinated with the Air Quality Program prior to the start of construction or activity/process.
Inspection All work is subject to inspection and testing by the Government at all places and at all reasonable times before acceptance, in accordance with FAR 52.246-12, Inspection of Construction. Government inspections and tests do not relieve the contractor of the responsibility for providing adequate quality control measures, nor does it constitute or imply Government acceptance of the work. The presence or absence of a government inspector does not relieve the contractor of complying with the specified requirements, nor is the Government inspector authorized to change any term or condition of the specification without the Contracting Officer’s written authorization.
Accident Prevention The contractor shall comply with 29 CFR part 1926, 29 CFR part 1910, all state and local occupational safety and health requirements, and the requirements of EM 385-1-1, U.S. Army Corps of Engineers Safety and Health Requirements Manual.
The contractor is responsible for accident prevention and safety and shall establish and maintain an effective system.
The plan shall be developed by a “qualified person” (EM 385-1-1, A-1, 1.a.) and be signed by a representative of the prime contractor’s “corporate office authorized to obligate the company.” The plan shall meet the minimum basic outline requirements contained in EM 385-1-1, Appendix A. The plan shall be job-specific and shall include work to be performed by subcontractors and measures to be taken by the contractor to control hazards associated with materials, services, or equipment provided by suppliers. The accident prevention plan shall include procedures for frequent safety inspections, conducted by competent persons, of the work sites, material, and equipment to ensure compliance with the plan and other referenced standards. Unless otherwise approved, Quality Control personnel shall conduct and document daily safety inspections.
Submittals The contractor shall provide information and/or submit samples of materials that the contractor contemplates incorporating in the work. All submittals shall be at the contractor’s expense.
The following submittal items are required for this project:
Submittals required prior to start of construction (normally at the PRECON) shall include:
Construction schedule Project designs, specifications, design analysis Shop drawings Submittal Register (ENG FORM 4025 and 4288) Catalog cuts (equipment and materials) Finish material samples and/or product data Sub-contractor personnel list (POC with phone number) Quality Control, Accident Prevention, Disposal/Borrow Pit Plans Permits and certifications (Dig Permit, SWPPP/NOIs, 4.01 permits, Hot Work, etc.)
Air Quality Control and other Environmental submittals as appropriate Submittals required during the construction period shall include:
Monthly reports to COR Air Quality Control Reports and other Environmental submittals TAB reports – certified by NEBB Technician Draft DD Form 1354 Worksheet Air Quality Control and other Environmental submittals as appropriate Submittals required near the end of the project but before final inspection:
Final DD Form 1354 Worksheet As-Built drawings (per contract requirements) Certified Commissioning Reports O&M manuals – 3 hard copies and one computer disk (CD) All required certifications (potable water piping, gas line joint fusion weld certification, etc.)
Training for shop personnel Estimate quantity of all recycled wastes Repair parts list and vendors Maintenance paint Air Quality Control and other Environmental submittals as appropriate (construction water used, Dust control records, etc.)
If any of the equipment/material submittals are disapproved, the contractor shall resubmit the disapproved submittals for review and comment within five (5) working days of notification of their disapproval. This process shall continue until all equipment/materials are approved by the government.
If contractor uses or installs materials or equipment without approval, he does so at the risk of subsequent rejection, and replacement at his cost.
Final Inspection and Acceptance Final inspection and acceptance shall be conducted after the pre-final inspection is completed by the CQC representative and the pre-final inspection punch list items are completed by the contractor. The CQC representative compiles the pre-final punch list immediately after the work is completed. The Government’s PM/COR/QA representative will sign for completion documents after the final inspection and its punch list items are corrected; and upon receipt of acceptable As-Built Drawings and any delayed work (seeding prior to rainy season, Air Conditioning Test, Adjustment and Balancing in summer months, etc.).
Warranty Requirements All work shall be covered under the one-year warranty of construction (FAR 52.246-21, Warranty of Construction).
In addition to the one-year warranty of construction, the contractor shall obtain all warranties that would normally be given in commercial practice and, upon final acceptance of the work (or before), provide a list to the Government of each warranted equipment item, feature of construction, or system. The list shall indicate the following:
Name of item.
Model and Serial Number.
Installed location.
Name and phone numbers of manufacturers or suppliers.
Names, addresses, and phone numbers of sources of spare parts.
Warranties and terms of warranty. Items with warranties extending beyond the one-year warranty shall be indicated with separate warranty expiration dates.
Start date and duration of warranty period.
Summary of maintenance procedures required to continue the warranty in force with cross-reference to specific pertinent operation and maintenance manuals as applicable.
The list shall include the status of delivery of all Certificates of Warranty for extended warranty items, to include roofs, HVAC balancing, pumps, motors, transformers, and for all commissioned systems such as fire protection and alarm systems, sprinkler systems, lightning protection systems, etc.
At approximately four and nine months after acceptance the Government may conduct warranty inspections. The inspections will be scheduled by the Government COR/Project Manager and conducted with the user, and, if possible, contractor personnel attending. A list of deficiencies existing at the time will be compiled and furnished to the Contractor for correction.
