STATEMENT OF WORK

Anthony J. Prenni (COR) Optical and Scene Monitoring Network Operations and Associated Tasks The National Park Service (NPS) conducts a variety of air quality related monitoring to better understand the condition of air resources in the national parks. One of the key air resources of the national parks is visibility. The objective of this Bridge Contract is to operate and maintain the Optical and Scene Monitoring aspects of the NPS visibility monitoring program. The current base operation is a network of 11 optical and 21 scene monitors. All optical monitors and 20 scene monitors (HAVO being the exception) are paid for through this bridge contract. The Optical portion currently measures scattering with open-air nephelometers and the scene monitoring is through high resolution web cameras tied with air quality measurements. The NPS also requests several additional tasks outlined below and listed as tasks 2-6. Listed below the tasks are the deliverables and payment schedule for each task. The Period of Performance is September 11, 2020 – July 10, 2021.

TASKS

1) Network Operation. The contractor will oversee and maintain, within the required standard operating procedures (http://vista.cira.colostate.edu/Improve/optical-monitoring/), the Optical and Scene Monitoring Network, which includes all nephelometers, AT/RH sensors, and webcams. NPS personnel are responsible for routine operation of the sites; however, the Contractor shall be responsible for training personnel and maintaining the instruments in operable condition. The Contractor is responsible for data retrieval. The Contractor shall provide technical support to operate digital cameras at air quality monitoring sites to maintain acquisition of high-resolution images and Internet upload of images and associated data to a contractor-hosted FTP site. Images are provided in 3 sizes that go into an NPS provided web page template. All webcam images should have metadata that includes title, park location, author, date, and time. For all archived, high-resolution web cam images, the contractor shall also calculate and include image analysis parameters in the image metadata. ASCII format, csv, or Excel files of extinction/scattering, relative humidity, and air temperature shall be made available on a seasonal basis via electronic means. These data shall be transferred to the IMPROVE/FED database, or other database as directed by the COR. The Contractor shall maintain records of nephelometer accuracy and sensitivity for the duration of the contract. This task order is for 10 months of Network Operation.

2) The Contractor shall work with the IMPROVE Steering Committee Chairman to plan and organize the annual meeting, which will be a virtual meeting in the Fall of 2020, and report on the IMPROVE Steering Committee meeting. The Contractor shall be responsible for compiling and publishing the minutes of these meetings. PDF files of the minutes shall be provided to the Steering Committee Chair and the COR.

3) The Contractor shall conduct site maintenance and calibration visits at three of the Optical monitoring sites. Maintenance for all sites will be conducted on a schedule of every two years. As part of this work, the Contractor shall calibrate the nephelometers, verify that the physical structures are in good condition, calibrate AT/RH sensors, and verify operational integrity of all monitoring support systems. Where appropriate, the contractor shall check alignment of webcam systems and train site operators.

4) The Contractor shall ship a fully calibrated replacement nephelometer to two of the Optical monitoring sites, with all necessary maintenance completed prior to shipment. Maintenance for all sites will be conducted on a schedule of every two years. The nephelometer shall be installed by the local site operator or other technician visiting the site. The contractor shall provide clear instructions on installing the fully calibrated nephelometer, provide phone/online support during installation, provide clear instructions for return shipment of the nephelometer that was replaced, and cover costs for shipment.

5) The Contractor shall implement all methods of data editing, validation and quality assurance for the nephelometer data for 10 months. For this task, the Contractor shall continue to retrieve and review data daily.

6) The Contractor shall develop an online framework for accessing new online images depicting haze on the IMPROVE website. This new framework shall be integrated into the existing online WinHaze tool. Images will be provided by the COR for between 10 and 20 sites, with a range of visibility conditions spanning 0-40 DV.

DELIVERABLES AND PAYMENT SCHEDULE

The contractor shall submit a monthly report (~1 page) to the COR outlining the tasks completed the previous month, referencing the tasks outlined in this task order. After acceptance of the report by the COR, the contractor shall submit an invoice for payment. Monthly invoicing shall be as follows.
