About this file
This document is a justification for other than full and open competition for a bridge contract to operate and maintain the optical and scene monitoring aspects of the National Park Service's visibility monitoring program. The bridge contract will be awarded on a sole source basis to the incumbent contractor Air Resource Specialists, Inc. to provide network operation, site maintenance and calibration visits, data validation and quality assurance, and online framework development for accessing images depicting haze. The estimated value is redacted. The justification cites Air Resource Specialists' expertise and experience with the existing systems and procedures as the reason for the sole source award, in order to avoid service disruption until a new five-year contract can be competitively awarded. A sources sought notice did not identify any other capable vendors. The new five-year contract solicitation is under request for proposal number DOIPFBO200059, with award anticipated by December 2020.

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
Over $150,000 (FAR 6.303-2 Format in Accordance with FAR 13.501(a)(1)(ii)) PR Number 40471918
1. Identification of the Agency and the Contracting Activity:
Washington Contracting Office (WASO-WCO) of the National Park Service (NPS).
2. Nature and/or Description of the Action Being Approved:
The objective of this Bridge Contract is to operate and maintain the Optical and Scene Monitoring aspects of the NPS visibility monitoring program. The current base operation is a network of 11 optical and 21 scene monitors. All optical monitors and 20 scene monitors (HAVO is the exception) are paid for through this bridge contract. The Optical portion currently measures scattering with open-air nephelometers and the scene monitoring is through high resolution web cameras tied with air quality measurements.
3. A Description of the Supplies or Services Required to Meet the Agency’s Needs, Including the Estimated Value:
Network Operation; plan and organize the annual IMPROVE Steering Committee meeting; site maintenance and calibration visits at three of the Optical monitoring sites; ship a fully calibrated replacement nephelometer to two of the Optical monitoring sites; implement all methods of data editing, validation and quality assurance for the nephelometer data for 10 months; and develop an online framework for accessing new online images depicting haze on the IMPROVE website.
Estimated value is: [redacted]
4. An Identification of the Statutory Authority Permitting Other Than Full and Open Competition:
41 U.S.C. 3304(a)(1), FAR 6.302-1– Only one responsible source – bridge contract. Award to any other source would result in: (1) substantial duplication of costs to the United States which is not expected to be recovered through competition; (2) unacceptable delays in fulfilling the agency’s needs.
5. A Demonstration That the Proposed Contractor’s Unique Qualifications or the Nature of the Acquisition Requires Use of the Authority Cited:
As the incumbent contractor under IDIQ P14PC00469, Air Resource Specialists, Inc. is uniquely qualified to provide services required under the interim. Services are needed for a short period of time until such time as a 5-year follow-on contract is awarded. Air Resource Specialists has the current working knowledge of the continuing services critical to the NPS IMPROVE Optical and Scene Monitoring requirement continuation without interruption. Air Resource Specialists is able to continue performing services without requiring a startup period and/or the normal learning curve typically encountered by new incoming contractors because systems and procedures are already in place.
Interim/bridge contract with Air Resource Specialists eliminates the risk of delayed performance/lapse in service and additional expense to the government during the interim period, to allow more time for the new five (5) year contract to be awarded.

6. A Description of Efforts Made to Ensure That Offers Are Solicited From as Many Potential Sources as is Practicable, Including Whether a Notice Was or Will Be Publicized as Required by FAR Subpart 5.2 and, If Not, Which Exception Under FAR 5.202 Applies: A notice of intent with a copy of the JOFOC will be posted on Federal Business Opportunities as required by FAR Subpart 5.2.
7. A Determination By the contracting officer That the Anticipated Cost to the Government Will Be Fair and Reasonable:
The Contracting Officer will evaluate prices by using one or more techniques cited in FAR 15.404-1 and make an affirmative determination that proposed prices are fair and reasonable
8. A Description of the Market Research Conducted (see FAR Part 10) and the Results or a Statement of the Reason Market Research Was Not Conducted:
A sources-sought, 140P2119R0015, was posted on March 29, 2019 and there were no sources, other than the incumbent, identified as interested vendors capable of supporting the entirety of this requirement.
9. Any Other Facts Supporting the Use of Other Than Full and Open Competition (see FAR 6.302-2 (9) (i) – (iii) for some examples):
It was anticipated that award of a new five (5) year contract would be made prior to expiration of the current contract, which expires 09/10/2020. However, due to unanticipated delays and internal processes, it will not be awarded by the current contract’s end date. This interim/bridge will be put in place to allow more time for completion of the acquisition and award. Air Resources Specialists have the required expertise and experience to provide necessary uninterrupted services beginning 09/10/2020.
10. A Listing of the Sources, If Any, That Expressed in Writing, an Interest in the Acquisition: The three firms that responded to 140P2119R0015 included Applied EnviroSolutions, Inc., DTECH Services and Chesapeake Environmental Communications. As part of the response, GSA asked companies to affirm whether or not the company was capable of performing the entirety of the requirement. Two of the three companies stated they were not capable of performing the entirety of the requirement. Insufficient information was provided to determine whether the remaining company is capable of performing the entirety of the requirement.
11. A Statement of the Actions, If Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for the Supplies or Services Required:
A competitively award of a new five(5) year O&M contract is in process, as the solicitation was issued under Request for Proposal 140P2120R0019, and a new award will be made based on the best value to the government. Per the Contracting Officer, the award is anticipated by 12/30/2020, or shortly thereafter.
