STATEMENT OF WORK

Project: Bldg. 10 (Tecumseh Hall) and Bldg.11 (Hiawatha Hall) Boiler Replacement

STATEMENT OF WORK

Bldg. 10 and 11

Contractor shall demo and install a new boiler at Bldg. 11, Hiawatha Hall.

1. The current size of the boiler is a Weil McLain 88 series (water heat boiler), existing unit size and capacity must be verified by contractor prior to ordering/installing equipment and must be no less IBR or MBH capacity than what currently exist. This is a cast iron boiler that was installed in sections to fit tight space of both entry and location within building.

Contractor is responsible for installing new burner and controller, Brand Name or Equal (Honeywell burner controller) and verifying size and capacity prior to ordering or installing equipment. Current equipment is John Zink/Gordon Piatt burner, Natural Gas, MBH max 3753 min 2252. Burner that is recommended by the manufacturer of the boiler to best match the boiler both in regards to efficiency and performance should be paired. All safeties including but not limited to LWCO’s (w/air bleed mechanisms) to meet code requirements of new boiler including blow down devices on boiler and LWCO and piping to drains, Emergency stop switch. Installation of IRI gas train (as exist now) and new gas lines/valves from gas regulator to boiler

2. Contractor is responsible to provide temporary heat for building in a capacity that will allow for both occupancy and failure of equipment due to temperatures below 68 degrees F.

3. Contractor shall demo existing boiler and install new high efficiency boiler same size as exist. This unit must have a control settings /diagnostic screen.

4. All loop piping and domestic water lines/domestic hot water lines within boiler room, adjacent room by boiler room and in tunnel to pump room (including in pump room) will be replaced. This includes replacing and installing all valves, expansion joints, pressure and pressure/temp gauges (including in attic) and insulation of pipes. In addition contractor is responsible for any needed changes to pad or base modifications needed for new unit (boiler) and or other equipment. Contractor is responsible for placement and removal (includes disposal) of both new and existing equipment. Haskell retains first rights to existing equipment parts wanted remaining with Government/Haskell.

• Contractor is responsible for replacement of the following items and associated components chemical feed pot (with filtering capabilities), expansion tank, main gas regulator for building/boiler outside of boiler room and barricade around it to prevent damage.

• Install new main gas regulator with barricade around it to prevent accidental damage. It remains responsibility of contractor to size and make sure capacity is correct according to boiler specifications and will be same size as what exist presently.

• Inspect with a camera all existing flue piping for both boiler and DHW heater within boiler room and to exit of building. Replace flue and repair as needed.

• Install hydronic heaters in both boiler room and room adjacent to boiler room to prevent freezing of piping and makeup water lines. Clean, repair, insulate and install false ceiling in adjacent room next of boiler room to hold heat and prevent freezing. Install standard size walk through door with lock and steps down into this area.

• Replace makeup water lines from back flow preventer to boiler entry or loop piping including valves, backflow preventer (must be certified), regulator, valves, y strainer, drain and bypass around regulator (for maintenance) this includes insulation of piping.

• Install replacement circulating pump and 3 way valve in room adjacent to boiler room and remove piping that is no longer in use or needed for heating of building

10. The Boiler room, tunnel and adjacent room should be clean and debris free at completion of project. All loop piping and piping installed should be clearly labeled both identify type and direction of flow.

• Reroute combustion air for boiler room to help prevent freezing of boiler, piping and stress of weather on boiler. Replace boiler room door with vented door to the degree needed after combustion air adjustment are made in regards to combustion air for both boiler and DHW heater.

• Make sure drains in boiler room and drain at entry of boiler room are open and draining at completion of project and not left in a stopped up position. Install drain and new raised two by two foot cement pad in front of ladder down to boiler room to drain water.

• Remove and install new domestic hot water heater with same size that exist but high efficiency and replace circulating pump and all piping, valves, regulators, backflow preventer and devices/brackets associated with domestic hot water heater in boiler room. In addition flue piping will be inspected and replaced as needed within boiler room to exit of building.

5. Contractor is responsible for flushing of loop piping prior to start up and cleaning pump screen and preventing debris from entering boiler. In addition contractor is responsible for boiler start up and filling the heat loop system and coils in both building 10 and 11 and providing complete and functioning heat system in building 10. This includes but is not limited to the following.

• Replace all air handlers (which both heat and cool) (Including two 1st floor offices), including fresh air components, coils, motors (air handlers must have variable-frequency drive with a slow start function or device) and disconnects (fusible type). Each disconnect will also have an auto/manual/off switch (Auto/EMS mode) and lighted indicator for on/off. Contractor will replace and install actuators and valves for both heat and chill loops, valves, unions, y strainers, drains, drain lines/valves, condensate piping and loop piping as needed in building 10. This includes modifications (for sizing or fresh air intakes) to duct work and or replacement as needed for new equipment/duct (all duct work must be insulated).

All existing duct work must be professionally cleaned both interior and exterior (if accessible). This includes the duct work in the gym area of the building (interior and exterior). All condensate drains and drain lines will be checked for proper drainage repaired or cleaned to be functional. Contractor is responsible for both installation and removal of existing equipment in the building and any pad/flooring modifications that have to be made. In addition each air handler should be maintenance accessible and have a walk around area (at least 18”).

6. Contractor is responsible for replacement of all existing expansion tanks, air separators, air bleeds and associated components. Contractor is responsible for additional equipment to be installed if needed to remove air from heat and chill loops (such as air bleeds or air separators). Air must be removed from heat/chill loops and coils this may require both bleeding air from systems at different points in the building at startup (includes new installed hydronic heaters (2) in bldg. 11).

7. Contractor will replace all existing circulating pumps both heat and chill in pump room in building 10. This includes but not limited to expansion joint/piping, valves, make-up water components (with bypass) block valves, gauges temperature/pressure, pot feeders (with filtering capabilities), disconnects (fusible type) with Auto/Off/Manual switch (Auto/EMS) and light indicator On/Off. Contractor will install sump and pit under pump room and drain according to code to prevent water buildup in tunnel area. Contractor will check and repair drain in pump room and make functional.

1. All EMS jaces, connections, devices, actuators/valves, fresh air, temperature probes or sensors must be replaced and working at completion of project and all areas of building zoned properly as they were prior to this project and any removed during demolition must be replaced and wired to work with current EMS, including EMS control of boiler. In addition both new and existing equipment will be able to be monitored and controlled by EMS system. This includes but is not limited to building temperatures, ambient temps, equipment status, circulating pumps, chiller, boilers, control/flow valves/ actuators (both in attic and boiler room) loop temps (supply and return), fresh air and freeze stat (status/alarms). Contractor will replace and install necessary BAS/DDC components, sensors and controllers needed to communicate with Honeywell energy management system in order for system to be coordinated, monitored and controlled. All equipment new and existing in regard to heating and cooling including fresh air will be integrated into the new EMS system and both communicate and integrate with any new DDC or BAS equipment installed or that exist within heating and AC systems. The EMS system for bldg.

10 will be Honeywell Building Automation systems and connected to the existing Honeywell system that currently manages the campus buildings. The new system will have the latest most current controllers, modules and jaces to communicate with current existing Honeywell EMS system and programmed to the main host computer in the Facilities department.

2. Contractor shall flush complete chill and heat loop water systems according to manufacturer recommendations and leak check/repair complete system. Chemicals Recommended by the manufacturers of new equipment (boiler) and existing chiller shall be provided and maintained in the heat/chill loop until completion of contract by a licensed water treatment company. This does include the addition of glycol in the chiller and loop piping. Chemicals must be compatible with type being used currently for water treatment on campus.

3. Contractor shall replace and install GFI duplex receptacles in both boiler room and room adjacent to boiler room in bldg. 11 so they will be code and install light for adjacent room (led type).

4. All testing of insulation or other materials that may be disturbed during demolition or may contain asbestos remains the responsibility of contractor to test, identify and remediate prior to project.

5. It remains contractor’s responsibility to verify the existing supply voltage, gas pressures, gas regulators and electrical requirements of new equipment will meet specifications of all new equipment installed.

6. Contractor shall furnish, install, wire, and connect all specified equipment as well as components, accessories, wiring, and mounting hardware to insure that specified equipment functions to meet system requirements. Contractor remains responsible for ensuring voltage and sizing requirements of equipment installed meet OEM specifications as well code requirements.

GENERAL NOTES

All work shall be accomplished in accordance with this Statement of Work, Plans and Specification, Contract Terms and Conditions, and any Special Requirement Conditions provided. Provide the demolition / removal replacement, to furnish and install a new boiler as specified herein. The following requirements shall be part of this installation.

Contactor requirements:

1. Contractor shall provide all necessary work and materials to provide complete, fully operable systems in regard to EMS, Boiler, Heat and Chill loops, Air handlers and equipment herein described in SOW.

2. Contractor/manufacturer shall provide a base 1-year whole unit warranty for parts and labor from date of acceptance.

3. Contractor shall have new systems installed and commissioned by factory-authorized and factory trained personnel. Documentation shall be provided in deliverables.

4. Contractor shall provide their own dumpster for removed existing equipment and not use Haskell’s trash dumpsters. In addition, contractor shall provide its own temporary restroom facilities on site.

5. Haskell Facilities Management reserves first rights to reclaim parts of the existing equipment for spare parts.

6. Contractor shall provide training on all new equipment installed within project to Haskell Facilities personnel on maintenance and operation. Training (4 hours equipment and controls/4hours EMS) shall include the new boiler, air handlers, pumps, DHW heater and EMS systems components and monitoring.

7. Heat/Chill systems shall require communications connection with Honeywell control systems including but not limited to alarms, notifications of boiler/chiller malfunctions. All alarms shall be recorded into the Honeywell EMS. Alarms and monitoring shall include lack of flow, loss of power, actuator percentage open/closed and temperature as examples and be no less than what existed.

8. Contractor shall furnish, install, wire, and connect all specified equipment as well as components, accessories, wiring, and mounting hardware to insure that specified equipment functions to meet system requirements. Contractor shall have new systems installed and commissioned by factory-authorized and factory trained personnel. Contractor shall consult mechanical blueprints of bldg. 10 and 11 to help with design calculations.

9. Contractor shall provide three copies of owner’s manuals, “as built” drawings, installation instructions, blue print revisions and other pertinent information (including water treatment report) on digital CDs and in hard copy. Contractor shall follow all EPA rules for handling, reclaiming, and charging of Freon. Freon installed in chiller shall not be on the list to be phased out by the EPA.

10. Chiller systems that are installed shall meet Energy Star or FEMP requirements for Federal Buildings.

11. Boiler shall be a sectional type boiler with a Honeywell controller with a high efficiency burner and diagnostic screen (BRAND NAME OR EQUAL per FAR 52.211-6).

12. All piping configurations shall allow for easy maintenance accessibility. All loop piping and new equipment shall be labeled indicative of purpose or direction.

13. Contractor shall coordinate all outages with contracting officer’s representative

14. All damages to Haskell Indian Nations University shall be the contractor’s responsibility to repair

(including sidewalks).

15. Replace any piping insulation removed or missing on boiler, air handlers, duct, chill/heat loop piping, actuator valves, makeup water piping, domestic water piping and DHW piping.

16. Contractor shall provide a copy of the organization’s safety program to the COR after award of contract.

Period of Performance

Contractor shall complete full replacement in no more than 90 days. Request for additional time shall be accompanied by a detailed justification and a revised schedule. Approval is at the discretion of the Contracting Officer.

BACKGROUND INVESTIGATIONS

1. Contractor shall be required to submit to a background investigation and must submit proper paperwork and online data entry in a timely manner. BIs can take 2-5 weeks so it is imperative to start this process as soon as possible. Typically, we need the foreman and an alternate to submit paperwork. The “Notice to Proceed” will not be issued until the background checks have cleared.
