Questions & Answers for TORFP # 140A2324R0001 Replace Boiler Bldg 10 & 11 – HINU
1. Can a bid due date extension be provided being the site visit occurred more than 3 weeks after the posting date and within 1 week of the bid due date? This project is impossible to bid without having conducted a site visit and many of these questions herein were developed upon completing the visit. The proposal due date is hereby extended to December 19, 2023.
2. Will a project exemption certificate be provided for tax exemption purposes? Yes
3. No drawings were noted with the posted contract documents. The contractor respectfully requests as-built drawings for Buildings 10, 11, the underground pipe tunnel and the Specifications document. These items were referenced in the first sentence under General Notes within the SOW (“All work shall be accomplished in accordance with this Statement of Work, Plans and Specification, Contract Terms and Conditions, and any Special Requirement Conditions provided”) and are required for design basis. Haskell provides access by appointment to blue print room for prints available and ggoombi@haskell may be able to provide digitized prints upon inquiry if available.
4. When reviewing this project, the contract documents did not identify it as being a design build. However, there are several references to electrical and mechanical design calculations and verifying capacities and sizes for the different systems. Please clarify if this project is a design build and what the contractor is responsible for providing (this includes number and type of deliverables required, drawing sets, and specification sections). The project will follow a design build, as outlined in the Statement of Work.
5. Will design calculations and other design criteria need to be stamped by a professional engineer? If so, is contractor to assume they need to be licensed in the state of Kansas? Yes
6. When reviewing the project documents there was no reference or mention to equipment commissioning requirements. Will the Government supply a commissioning agent for this project, or will the contractor test and balance efforts suffice? Commissioning and test and balance report will be provided by contractor as typical of industry standards.
7. Should the contractor expect any piping insulation to contain asbestos or there be any lead-based paint or mold in Bldg 10, 11, or the pipe chase tunnel? The contractor reviewed the most recent Hazardous Material assessment but there was no information on the campus piping tunnels or on Bldg 11 as the assessor stated Campus had notified them the building was deemed unsafe to enter. Therefore, an assessment was not completed. Is Contractor to assume no Hazardous material testing and/or abatement (including mold) and if discovered a contract modification would be awarded to address those costs? Yes unless stated otherwise in contract vehicle.
8. Regarding the 90-day performance period after notice to proceed, can the proceed notice be given once the long lead time items are physically in hand? The contractor is concerned the boiler and or other equipment lead times may well be longer than the actual period of performance. Additionally, could the period of performance be extended to 180 days once equipment is in hand as there are a lot of moving parts to this project. Please clarify. The CO will work with the contractor on period of performance dates, if necessary based on material lead times, etc. If necessary, a Limited Notice to Proceed may be issued.
9. The statement of work and solicitation documents did not state the number of onsite personnel required. Besides a Site Superintendent, please clarify if the project requires a standalone Quality Control Manger and Site Safety and Health Officer or if these roles can be filled by one individual with overlapping duties (i.e. same individual filling role of Superintendent, QC and SSHO) or if each position requires a standalone person? Please confirm and clarify. Standalone roles are required, however, the contractor may request overlapping roles with justification/supporting documentation. A standalone Site Superintendent will not be considered in an overlapping capacity.
10. Regarding scope of work item No.2, it states “Contractor responsible to provide temporary heat for building…..”, However, during the site visit it was noted the building system already has a temporary heating unit installed and fully operational. Therefore, is the contractor to still price in temporary heat or will the requirements be covered by the existing unit? Please clarify. Yes
11. Please confirm condensing style boilers are acceptable for this project if they are sized appropriately. Yes
12. Regarding scope of work Item No.7, does this include replacing the piping to the outdoor chiller unit on the south side of Bldg 11? It appears to share the same chase/tunnel as the piping to be removed. If it needs to be replaced, where is the starting and stopping point for this piping?
Yes per SOW, to chiller block valves at chiller supply and return.
13. During the site visit it was noted the duct in Bldg 10 (described in SOW Item No.5) had a black substance at the joints, registers, etc. and it was mentioned as being mold. Has there been testing to confirm if there is mold in or on the building ducts? No, just speculation
14. Please confirm the duct located within the gymnasium of Bldg 10 does not need to be insulated. Per SOW and industry standards/code
15. Please confirm all fan coil units are to be replaced in Bldg 10. Yes all air handlers and fcu’s per SOW
16. In the Bldg 10 Gymnasium there were noted some existing exhaust fans, but these were not identified in the scope of work. Is the contractor to assume these are out of scope? These are considered air handlers and part of SOW to be included.
17. Is there an existing warranty on the roof? If so, who holds the warranty? Yes
18. Is the contractor required to re-use the existing piping tunnel between Bldg 10 and 11? Or is the Government amenable to burying the new piping in the ground? The concern is in regard to safe tunnel ingress/egress when completing the piping replacements. The tunnel may not be large enough for personnel to safely enter and perform the work. The tunnel is continued to be used but if specific issue arise to bury piping it would be considered by issue.
19. Regarding bullet point 4 under Section 4 of the scope it states “Clean, repair, insulate and install false ceiling in adjacent room next of boiler room to hold heat and prevent freezing.”. Is the adjacent room referencing the small room that contains the pumps and pipes that go to Bldg 10 or is the government referencing the much larger room next to the boiler room. Please clarify because if it is the The room next to the boiler room with pump and access to tunnel.
larger room and not the smaller pump/piping room this would be significantly more insulation and ceiling to install.
20. Regarding the false ceiling requirement from bullet point 4 under Section 4 of the scope of work, please clarify what kind of false ceiling is expected. Is the government wanting a suspended gypsum, acoustical tile, etc.? If so, are there any special requirements such as mold resistant, seismic, etc.? Please clarify. Per code and industry standards, acoustical type tile fireproof or similar will be considered in submittal phase
21. Will the government or HINU staff be responsible for the removal and reinstallation of furniture and personal items? Yes
22. The solicitation for this project requires no overlapping of duties and responsibilities for the QC staff. Please expand on this requirement. Does this mean that the project requires a full time, onsite QC manager? Or can the QC manager be offsite and be assisted by designated onsite QC staff that also carry out other roles on the project? Can the other QC staff be dual-roled as site superintendent and/or site safety and health officer? See Question #9.
23. Please provide relevant As-Built drawings of Buildings 10 & 11. Blue Print room was made available at site visit and can be scheduled by appt.
24. The solicitation for this project does not identify it as design build. However, the SOW references contractor design calculations, verifying size and capacity for the system, both mechanically and electrically. Please clarify what is required of the Contractor related to design for completing this project. If full Contractor design is required please identify the number of deliverables required. Will full plans and specification be required, including Division 1 specifications? See Question #4.
25. Is HINU willing to allow an alternate boiler to be used? Can condensing boilers with the same capacity as the existing boilers be used to replace? Yes but must meet capacity for both buildings
26. The SOW references an existing Chiller, but no work or modifications are identified for this existing Chiller. Is any replacement work or modifications going to be required for this Chiller in order for the complete system to operate following new construction identified in the SOW?
Existing chiller remains, contractor during project is required per SOW to control and operate chiller to enable supply and return loop piping to be replaced includes lockout tagout shutdown start up and flushing.
27. The SOW identifies replacing the piping from the Chiller pumps and beyond. However, there does not appear to be a requirement to modify or replace the piping between the existing Chiller and new Chiller pumps. Please clarify. The piping from existing chiller block valves to chiller circulation pumps will be replaced per SOW
28. What means should the Contractor anticipate for providing combustible air to the new boiler(s)? Should new intake air piping/duct be installed, intake louvers or other means? As stated in SOW and safeguard to ensure boiler components water make up will not freeze. This may include rerouting or heat elements in duct for fresh air or and including hydronic heaters in multiple locations including adjacent room.
29. Replacement of the existing domestic water heater for Building 11 is identified in the SOW.
There does not appear to be a requirement for Building 10. Is there a domestic water heater for Building 10? If there is, will it require modification or replacement? If there isn't a water heater presently, should a new one be provided? In regard to DHW heater just the unit in bldg. 11 boiler room is being replaced in conjunction with components and piping per SOW.
30. Access to the boiler equipment and piping at Building 11 is through a narrow passageway of a lean-to enclosure on the side of the building. Will better access be required as part of this project than what is currently in place? Will a more robust structure need to replace the lean-to with better access stairs and a door? Per SOW access for new equipment and repairs remains responsibility of contractor.
31. The lower space in Building 11 where the boiler equipment is located has a CMU infill wall, adjacent to the existing chemical feed equipment. Should a new access door be installed at this location? Yes per SOW and industry standards/code
32. The lower basement of Building 11 has some framed walls around some of the existing boiler equipment. These walls may need to be removed to accommodate construction. If removed, will these walls need to be replaced? If so, how should these walls be replaced? Yes and replaced per SOW and industry standards/code.
33. The SOW identifies that the Contractor will install a sump and pit under the pump room and drain according to code to prevent water buildup in the tunnel area. This only identifies water removal in the tunnel area. Will this sump, or an additional sump, be necessary to protect against flooding in the basement of Building 11? Should this sump pump(s) be activated by floats or a water-sensing switch? Will an alarm also be necessary for this/these sumps? Will be located to ensure water does not stand in tunnel and will be evaluated during submittal phase for type of pump. Yes, with alarm.
34. Many of the ceilings in Building 10 appear to be damaged. How should these ceiling be addressed in this project? Repaired, replaced or left untouched? Any ceiling tile damaged or disturbed during project will need to be replaced if damaged.
35. A clear view of the tunnel between Building 11 and 10 was not possible during the walk.
Can further information be provided about the tunnel connecting the two buildings? Site visit allowed for further inspection.
36. Are full replacement of the existing Fan Coil Units required? This scope of work is not listed in the SOW. Please clarify. Yes fan coil units are required for replacement and accoutrements
37. The SOW requires all existing ductwork must be professionally cleaned, both interior and exterior. Please provide these answers: 1) Can you provide a quantification of the size and distance of the duct to clean? 2) The existing ducts show significant black material accumulated on the duct's exterior and grilles. Cannot currently verify the interior. If black cannot be removed, should the exterior duct & grilles be painted? 3) Should the Contractor plan on replacing the existing duct with new in lieu of trying to clean it? 1) site visit made allowance for measurement. 2.) To industry standards and code for cleaning. 3.) yes, replacement may be necessary as stated in SOW.
38. Building 10 appears to have some existing exhaust fans in the Gym clearstory. These are not identified on the SOW. How should the Contractor handle these exhaust fans? They are not part of this contract
39. The 90 calendar days required in the solicitation for Period of Performance will not be enough days. Especially if design deliverables are required per the question above. If no design deliverables are required, 90 calendar days will still not be enough time to procure and perform the work described. Will a Limited Notice to Proceed be issued for this project to submit, approve and procure materials. Once materials are onsite, or have a confirmed delivery time, a Notice to Proceed to start the 90 calendar day period of performance would be sufficient. If that is not an option, can the Period of Performance be expanded to 180 calendar days? Boiler deliveries are averaging 24-36 weeks after approved submittals. See Question #8.
40. Will the new circulation pumps and Air Handling Units be the same amperage as what is existing? Sizing of new equipment, capacity and electrical requirements remain responsibility of contractor in conjunction with submittal process and approval.
41. Will the new Variable Frequency Drives required in the SOW be sized the same horsepower as the existing equipment? Sizing of new equipment, capacity and electrical requirements remain responsibility of contractor in conjunction with submittal process and approval.
42. There is no information included in the SOW about equipment commissioning requirements.
Will the Government be suppling a commissioning agent for this project, and if so, what are the Contractor's responsibilties to assist? If the Government is not providing, will Contractor Test & Balance work be sufficient? Or will further be required of the Contractor? Commissioning and test and balance report will be provided by contractor as typical of industry standards and typically includes equipment manufacturers representative dependent on type.
43. Can the existing roof be opened up to allow replacement of the air handlers in the equipment room? Yes and then repaired to to warranty, HINU and industry standards/code.
44. If the existing roof can be opened, is there an existing warranty on that roof that needs to be followed? Yes and then repaired to to warranty, HINU and industry standards/code.
45. The SOW states, "Contractor is responsible to provide temporary heat for building in a capacity that will allow for both occupany and failure of equipment due to temperatures below 68 degrees F." This project also requires that the Contractor verify all all components will meet the specifications of the new equipment installed. By the time this project is awarded, the Contractor has verified compliance of the new equipment, the new equipment is submitted, approved and procured the time for replacement and installation will be beyond the cold weather season. Is a full temporary heating system for both Buildings 10 & 11 required to be supplied by the bidding Contractor? It appears that the school currently has a temporary heating system in place. Please confirm. Yes SOW is correct.
46. Is there a fresh air requirement for Building B10 or B11 that needs to be incorporated into this project? To Industry standards and code on new equipment installed both buildings.
47. Is there a requirement for carbon dioxide monitoring for this project. Currently there does not appear to be a requirement in the SOW. Yes
