This project involves four separate project areas within the Chesapeake and Ohio Canal National Historical Park, consisting of two Priority and two Optional Areas. Each project area should include a separate bid. The Optional Areas may be awarded in FY2023/24 subject to the appropriation of funds. A general project vicinity map for each area is included for reference.
PRIORITY AREA 1: POTOMAC VICINITY
The project area is in Montgomery County, State of Maryland, generally situated near the northern bank of the Potomac River and south of the Potomac, MD (Figure 1). The project area includes two separate sections of external boundary of National Park Service (NPS) lands north of the C&O Canal prism. The boundary runs in common with subdivisions (Rivers Edge Plat 14897; Merry-Go-Round Plats 20177, 20248, 20249, 21654, 21656, 17723, 17724, and 17726; Watts Branch Estates Plat 15508; Potomac Hunt Plats 16739 and 21600; River Bend Plat 6788; Potomac Hunt Acres Plat 3119, 17615, and 17616; Marwood 18474, 18477, and 18481), private parcels, and portions of the Washington Suburban Sanitary Commission land. The setting is in a suburban area, medium to densely wooded, and the approximate length of the boundary of concern is 12,000 feet, the approximate length of the eastern portion of the boundary of concern is 7,000 feet.
The NPS owns and manages a portion of lands in this area. This project area contains portions of NPS Tracts 14-133, 63-103, and 63-121. Tract 14-133 was acquired from the C&O Canal Company in 1938, the purchase is NCP Reservation 404 and described in Liber BS4 Folio 282 and Liber BS3 Folio 46, 207, and 219. SOW, Boundary Survey Services Page 6 of 13 weeks of the award date of this contract. Call will be coordinated between the technical COR (listed in Section III) and contractor.
Progress reports will be provided to the technical COR on a weekly basis via email or by other electronic means as established by mutual agreement of both parties.
PROJECT STAFF:
Project staff must include an individual who is a Registered Professional Land Surveyor licensed in the State of Maryland who is fully qualified to perform land surveys, prepare legal descriptions, and comply with all applicable federal, state and local laws. This person shall be the responsible charge of the land survey work and all land survey decisions.
STANDARD SURVEY TASKS:
The contractor will provide labor, equipment and supplies to complete a boundary survey as identified herein unless otherwise noted. Specific tasks noted below will be completed as part of this project:
1. Landowner Contacts (complete prior to field work)
a. Contact the NPS park contact to provide times and dates of entry and coordinate any logistics regarding physical access to the project area (reference Section III for contact information).
b. Contact all adjoining private property owner(s), if applicable, to provide times and dates of entry and obtain permission if needed or required by local jurisdictions.
c. Contact the local utility line location services (811) if there are any indications of utility infrastructure in the project area. Contractor is responsible for any damaged utility lines from survey activities. Please request that markings on hard surfaces be minimized to the greatest extent possible.
2. Records Research
Contractor is responsible for conducting the necessary research required to complete the tasks listed herein. To the extent available, NPS will provide land title, survey records, maps, or other documents in the possession of NPS related to the project area.
3. Investigate Boundary Line Evidence
a. The character and location of evidence of possession or occupation along the perimeter of the surveyed property, both by the occupants of the surveyed property and by adjoiners, observed in the process of conducting the fieldwork.
b. Without expressing a legal opinion as to the ownership or nature of the potential encroachment, the evidence, location and extent of any conflicting boundary evidence related to record title documents.
c. The location, size, character, and type of any monuments found during the fieldwork, including those demarking Federal interest boundary, legislated park boundary2, state or local municipality boundary and private property boundary. (2 see Definitions in Section V)
SOW, Boundary Survey Services Page 7 of 13
d. The location, description, and character of any lines or natural features that appear to delineate or control the boundaries of the surveyed property (i.e. fences, walls, rivers).
4. Existing Survey Monuments
a. Any existing local monuments recovered and accepted as demarking property boundary extents will be left in place.
b. Any recovered monuments purporting to mark boundary corner locations which are found to be deficient or are not accepted as originally intended will be noted on the plat, including a brief summary of the evidence used to make this determination.
These corners will be considered lost, requiring a new survey monument be established at the actual location of the boundary corner.
c. In the event any existing survey monument(s) established by prior National Park Service surveys (either contract or in-house) are not accepted as boundary monuments as purported (i.e., they are determined to be off line), the letters “RM” will be added to the monument cap along with an arrow pointing towards the actual boundary corner location and the year of the current survey. If there is enough space on the cap, the distance to the actual corner location will be included near the arrow.
5. New Survey Monuments:
Any unmonumented boundary corner (i.e., lost or destroyed corner monument) along external Federal interest boundary1 lines will be a minimum ⅝” diam. rebar or rod, 30” long with 3¼” aluminum cap to include the markings, “NPS-CHOH/<Project Point No.>/YEAR/RPLS No.” Corners located in bedrock will be a minimum of a 2½” diameter brass or bronze cap with 3 inch stem (preferred), drilled and set in place with concrete or epoxy. These monuments will be ordered by the contractor once the number of required monuments is determined. (1 see Definitions in Section V)
6. Other New Monuments:
a. Any boundary monuments established on controlling corners adjoining the project area or outside the project extents, or any project control or temporary traverse point(s) will comply with current federal, state or local requirements and will be noted on the plat.
b. Corner locations that are inaccessible or off-line will have a reference monument installed to the same criteria listed above, established as close as practicable near the actual corner.
c. Any off-line reference monuments established will clearly note “RM” with an arrow pointing towards the actual corner location. If there is enough space on the cap, the distance to the actual corner location will be included near the arrow.
7. Other survey tasks
Install boundary marker signs and posts. NPS carsonite boundary signs will be installed at each external Federal interest boundary monument and at intervisible intervals along external NPS boundary lines1 when the distance between monuments exceeds 200 feet.
SOW, Boundary Survey Services Page 8 of 13
Signs established at corner monuments will be installed approximately 12 inches away from the monument on Federal land. All signs will face away from Federal lands. NPS boundary marker signs and installation tools will be provided by NPS. (1 see Definitions in Section V)
Mark boundary line trees. All trees 6 inches in diameter (DBH) or larger located on federal land within 3 feet of external NPS boundary lines1 shall be blazed five feet above ground intervisible between other lines trees or boundary markers. The blaze will be painted with red NCP Coatings BarkMark or equivalent. Trees on line will have a 2-3 inch wide by 5-6 inch tall blaze on each side of the tree, facing the direction of the boundary. Trees off line but within three feet of the boundary will have a dual blaze facing away from Federal lands. The dual blaze will consist of a larger 2-3 inch wide by 5-6 inch tall above a smaller 2-3 inch by 2-3 inch blaze. (1 see Definitions in Section V)
SURVEY STANDARDS OF CARE:
1. Other Requirements and Standards of Practice - Many states and some local jurisdictions have adopted statutes, administrative rules, and/or ordinances that set out standards regulating the practice of surveying within their jurisdictions. In addition to the standards set forth herein, surveyors shall also conduct their surveys in accordance with applicable jurisdictional survey requirements and standards of practice. Where conflicts between the standards set forth herein and any such jurisdictional requirements and standards of practice occur, the more stringent shall apply.
2. Prior Federal Surveys – The procedures used to recover or reestablish any previous federal survey monuments or lines that control the location of any project boundary will comply with the federal “Manual of Survey Instructions” in affect at the time of the survey. New monuments or controlling corners not previously established will comply with the most current “Manual” version prepared by the Bureau of Land Management, unless otherwise indicated by this document. Federal surveys include all approved Public Land Surveys or official federal boundary surveys completed for the National Park Service or other agency.
3. Boundary Resolution - The boundary lines and corners of any property being surveyed as part of this contract shall be established and/or retraced in accordance with appropriate boundary law principles governed by the set of facts and evidence found in the course of performing the research and fieldwork.
4. Measurement Standards - The acceptable relative positional accuracy of the survey is the same as identified in the current version of Section C, NSPS Classifications and Accuracy Standards for Property Surveys.
SURVEY & MAPPING CONTROL:
All reported horizontal distances will be based on ground measurements in either U.S. or International Feet at the discretion of the surveyor or as required by law. The basis of bearings for the project is at the discretion of the surveyor. Both the units and basis of bearings will be noted on the plat.
SOW, Boundary Survey Services Page 9 of 13
At least two survey monuments (existing or new) within the project extents of each funded project area will serve as mapping control points. These can be existing property corner monuments, project control points, NGS monuments or combination thereof. Both will be described and referenced on the final plat in Maryland State Plane Grid Coordinates, NAD 83(2011), U.S. Survey Feet. The grid coordinate pairs for each point and combined scale factor from ground to grid will also be noted. If either control point is not a boundary monument, sufficient information will be included to tie it to a boundary monument. These points should be located on opposite sides of the project area if possible.
At least one of the control points in each project area will be occupied by a dual-frequency GPS unit for a minimum of four hours. A current Online Positional User Service (OPUS) solution data sheet for this monument will be provided as a deliverable.
If site conditions prevent the use of GPS equipment, sufficient information will be included on the plat as to the procedure and control utilized to determine coordinate information.
DELIVERABLES:
All deliverables and products created under this project including such items as certified plats of survey, field notes and research documents used to produce this survey and descriptions are considered property of the National Park Service, U.S. Department of the Interior.
At a minimum, one land survey plat will be prepared for each funded project area on an 18”x24” (Architectural C), 24”x36” (Architectural D), or 36”x48” (Architectural E) map sheet. The size will be based on any state or local requirements or the surveyor’s professional opinion as to the appropriate degree of precision to convey the required information in an easy to understand manner. Unless the survey plat is required to be filed in the records of the local jurisdiction, two signed and sealed original plats will be provided to NPS along with an electronic version (.pdf or similar file type).
Detailed information or decisions related to corner evidence, acceptance or rejection of conflicting monuments, land records research, or any other unique situations that are not required to be documented on the face of the plat but are deemed important to the survey results will be provided as a separate Land Surveyors Report to accompany the plat. The report will be signed, sealed, and dated by the surveyor in responsible charge of the project.

1. External NPS boundary lines are those boundary lines where the property on one side of the boundary is owned by the federal government and managed by the National Park Service, and the adjoining property is either non-federal (e.g., private, local municipality, state agency) or federal land managed by another federal agency (e.g. US Forest Service, US Bureau of Land Management). External NPS boundary lines may be interior to the legislated boundary of the park unit (see Legislated Boundary definition below).
2. Legislated boundary line as used herein references the official legislated boundary of the park unit as established by proclamation or congressional authority.
