Question 1: May we use UAVs (Drones) to obtain aerial photography of these sites?
Answer 1: Yes, if the selected contractor determines that UAVs are necessary to their means and methods for completing the boundary survey, the park will allow them to fly over NPS land.
However, the contractor may not take off or land on NPS land and must obtain permission to take off/land from an adjacent property owner.
Question 2: Will we have access to the Park
Service GIS database?
Answer 2: Yes, upon award of the contract, the
NPS will provide available GIS including non-survey grade parcel polygons and the locations and pictures of known boundary monuments. NPS tract information can also be viewed on the below website.
As stated in the SOW, upon award of the contract, the park will also provide all other available and relevant information, documents, and maps related to the project areas, will facilitate requests for further information or documents from the contractor, and will facilitate a review of the park's land records pertaining to the project areas.

Question 3: Where feasible may we use 4-wheel drive UTV side-by-side vehicles?
Answer 3: No, offroad vehicle use will not be allowed during this project. The project areas are wooded with steep slopes and contain rare, threatened, and endangered species of plants as well as cultural resources such as archaeological sites and historic structures. If specific areas are identified during the project where offroad vehicle use will significantly aid in the completion of the project, the park may allow limited off-road access.

Question 4: May we drive a truck or UTV on the towpath?
Answer 4: Yes, upon award of the contract, the park will issue a key to open vehicle gates on the towpath and regulations for driving on the towpath. The park will also provide a letter signed by the superintendent explaining that you are working on behalf of the NPS and the letter will provide Kevin Stanfield's contact information for questions or concerns from the public.
Question 5: Did the NPS want one 3-page narrative for each of the areas? Or one narrative limited to 3-pages for all four areas? Or did you want a different narrative for each site but limited to
3-pages for all four sites.
Answer 5: The page limitation is per task, or a narrative for each of the sites is limited to
3-pages.
