Statement of Work
Alaska Security System Modifications
The objective will be to upgrade and provide a single physical access control system (PACS) for the BLM site systems and allow use of PIV version 8 cards as well as previous versions still in use:
• Fairbanks District Office (FDO), Fairbanks, Alaska
• Glennallen Field Office (GFO), Glennallen, Alaska
• Campbell Creek Science Center (CCSC), Anchorage, Alaska
• Alaska Fire Service (AFS), Ft. Wainwright, Alaska
The Physical Access Control Security (PACS) systems were installed in 2015 - 2017 using AMAG brand components. The AMAG system reports alarms to the monitoring contractor, and the system shall continue to have that ability. The exception is the Alaska Fire Service. Contractor shall coordinate with the monitoring contractor to label points to report which doors are reporting alarms. The PACS is integral with the intrusion detection and reporting.
The current access control systems are a stand-alone system; not connected to the internet. The current workstation operating system is Windows 7. As part of this project the contractor shall update the computer to Windows 10.
The access control system software and readers shall be upgraded to use the new Version 8 employee smart card (PIV – Personal Identity Verification card), as well as previous authorized versions.
PACS must comply with Department of Homeland Security HSPD-12 requirements as implemented by the Department of Interior Personal Identity Verification (PIV) Policy and Guide for Federal Employees and Contractors and the National Institute of Standards and Technology (NIST) Federal Information Processing Standards 201 (FIPS201-2). U.S. Government PIV-8 cards and utilize a pin pad, which allows a 4-digit pin for access. The PACS system must be Federal Identity, Credential and Access Management (FICAM) compliant and listed on the GSA approved products list provided at the link below.
The current list of approved products list is located at the link below.

Doors to receive new card readers shall also include electric strikes.
Both systems provide a panic function at each building’s reception desk; these shall also be operational at the end of the work. Each reception desk has differing door operation buttons.
In the event of a power outage, the doors must automatically lock and remain locked when the power comes back on until reset by the staff.
System must send alarm notifications to the BLM security monitoring contractor through the existing dedicated phone line.
