STATEMENT OF WORK
REPLACE WOODEN WALKWAY STRUCTURAL COMPONENTS, MODIFY DECKING
CONFIGURATION AND CONSTRUCT CONNECTING ROOF STRUCTURE BETWEEN
TWO LOG CABINS
PMIS 239664
PARASHANT NATIONAL MONUMENT, AZ
PART 1- SCOPE OF WORK
1.1 SUMMARY
A. Phase one of the project is to visually inspect the wooden deck infrastructure and replace or repair deteriorated portions of the decking components including, but not limited to, deck boards, balusters/spindles, beams, joists, support columns/posts, blocking, ledger, rim joists, fascia, piers and post anchors as required.
B. Phase two of the project is to increase the size of the existing walkway to include constructing approximately 225 sq. ft. of additional deck area, adding a set of stairs, and installing all the required associated deck construction components to support the new decking and provide the structural infrastructure to support the construction of phase 3.
C. Phase three of the project is to design and construct a roof structure over the existing walkway and new deck extension. The new roof structure will connect the two cabins resulting in a continuous covered walkway between the two and provide a roof covering for the new deck area.
1.2 PROJECT LOCATION
A. Work under this contract is located at the Dellenbaugh Administrative site, which is a remote facility of Parashant National Monument, located on the Arizona Strip in Northwest Arizona and is approximately 90 miles south of St. George, UT at an elevation of 6200 feet.
B. The facility is accessible by a series of county maintained, unimproved dirt roads.
C. Travel time is estimated to be from 3 to 3.5 hours, one way, from St. George UT
D. Facility operates seasonally (April 15 to November 15) with outdoor temperatures ranging from 0 F to 100 F during the work season.
1.3 GENERAL INFORMATION
A. Wood species – Lodgepole Pine, Douglas Fir, Pressure Treated
B. Deck Material – Composite decking (Fiberon)
1.4 DRAWING, MAPS and IMAGES
a. The government will locate with maps and photos, upon request, to identify the footprint for the project.

b. The attached construction drawings are representational, and contractors are encouraged to visit the project site to determine work conditions and measurements prior to submitting a bid.
c. A pre-bid site visit may be scheduled prior to the bidding process (weather permitting)
1.5 SITE VISIT
a. A site visit is highly recommended.
b. The site visit will be conducted by the contractor and representative of Parashant
National Monument (PARA).
c. Arrangements will be made between the park and the contractor and the contractor will pay all contractor related expenses.
1.6 NATIONAL PARK SERVICE PERSONNEL (NPS) POINTS OF CONTACT
a. Contracting officer’s representative (COR): the COR is the individual designated by the contracting officer at the time of award to be responsible for the day-to-day administration of the contract.

1.7 EXISTING CONDITIONS (Best available information)
A. Walkway
1. The elevated walkway connects the two log cabins at the Dellenbaugh
Administrative Site and is comprised of composite decking (22 feet x 6 feet) attached to wooden joists with an underdeck fastening system.
2. The round log columns are 8 inch in diameter supported by concrete footings or piers.
3. There are 5 columns (3 north side of walkway, 2 south side)
4. Wooden rails (4 feet high) line both sides of the walkway and are constructed of round wood side rails and round spindles set into the upper and lower side rails.
5. Each top and bottom side rail is inserted into drilled holes in the log columns for attachment.
6. Deck surface is constructed of composite material (Fiberon ProTect Advantage 1” x 6”, Chestnut) with Deckmate brand underdeck fastening system.
B. Cabin Rear Porch Roof Structures
1. The existing rear porch roofs features round log post and beam construction with a T&G roof deck (2” x 6”) and a standing metal seam roof with 3/12 pitch.
2. The existing cabin roof is of similar construction with a pitch of 6/12.
3. The cabin roof is 2 feet wider than the rear porch roof with an attached 6-inch aluminum gutter with a 4-inch downspout to ground level.

PART 3 – EXECUTION
3.1 DESIGN AND CONSTRUCTION CRITERIA
A. Objective
1. To protect the walkway from accelerated deterioration and shortened life cycle.
2. Provide increased personnel safety by preventing slips and falls by providing a dry or ice free/snow free walkway from personnel transiting between the two cabins during inclement weather.
3. Increase the size of the walkway by adding additional 225 sq. ft. of new deck surface and associated deck components including footings, columns, joists, ledger boards, decking and railing.
4. Add stairs (stringers, risers, treads) and handrails to northside of expanded deck structure.
5. The new rear roof infrastructure would be tied into the both cabins existing ear porch roof structure and extended over the walkway as conceptualized in section 3.2
6. Design/build roof to protect northside of new decking area that is compatible with the rear porch structure and roof pitch.
7. Trusses/rafters strapped to top plate using metal straps and through bolts where practicable, notched wood method or alternative fastening system.
8. Match existing construction if feasible.
9. Alternative connection methods of the log plates to the columns would be considered.
10. The design/build concept presented outlined in this statement of work is subject to alterations during the construction process as local site conditions and engineering concerns may require some adaptation and changes to complete the project objectives.
11. The contractor may submit a design/build plan that accomplishes the above project objectives for approval by the COR.
3.2 DESCRIPTION OF WORK (ROOF)
A. Extend existing rear porch roof (3/12 pitch) to tie into the newly constructed walkway roof system components
B. Roof system will consist of round log columns, top plate, rafters or trusses, ridge board, T&G roof deck, standing metal seam roof, gutters, downspouts and other required components.
C. Roof slopes 3/12.
D. Replace and relocate the existing deck support columns (5) with taller columns to support existing and expanded deck area.
1. Column height required (approx. 14 feet). Diameter 8 inches.
2. Taller support columns permit the installation of plate logs at required height to match cabin purlins.
3. Columns would be drilled to accept 3 ½” flat hand railing (top rail and bottom rail)
4. Trim to size on site.
E. Inspect existing concrete column support footings to determine if the existing footings can handle the additional loads created with the addition of the new roof system.
1. Replace current footings if load bearing rating is inadequate for calculated new loads or footing is damaged.
a. Calculate footing size required
b. Determine bearing capacity of existing soil
2. Add footings for new deck area based on above requirements.
F. Install/connect plate logs to cabin purlins and columns.
1. The plate logs will serve as the base for a roof infrastructure.
2. Plate log length - 7 each, approx. 8 feet in length, 8-inch diameter.
3. Trim to size on site.
G. Attach plate logs to log columns using half lap (flat notched) joint with bolt and nut assembly through the two lap joints into the top of the column to provide a pivot point.
H. Attach plate log to exposed cabin purlins using half lap (flat notched) joints with bolt and nut assembly through the two lap joints.
1. Thru bolt into place.
2. Strap as required.
I. Secure each column/plate log joint with metal strapping (thru bolted)
J. Attach roof components to log top plate.
K. Apply stain to new construction with airless sprayer combined with a brushed blended finish as per manufactures written instructions.
1. The number of coats of finish will be determined by the contractor and COR to present a professional and lasting look per manufacturer’s recommendations.
L. Apply clear topcoat, satin finish as per manufactures written instructions.
3.3 DESCRIPTION OF WORK (DECK COMPONENTS)
A. Remove walkway railings.
1. Replace six sections of flat rails (top rail, bottom rail, spindles)
2. Install new sections of flat rail components.
B. Remove composite decking and undermount deck fastening system tracks in areas needed to access
1. Replace or repair damaged composite decking and or deck fastening system in kind.
a. Save undamaged decking for potential reuse
2. Install new decking and reinstall sections of old decking if feasible.
3. Install additional new or reinstall old undermount deck fastening system components.
4. Fasten decking to undermount fastening system.
C. Inspect deck joists, rim joists and fascia for damage.
1. Replace or repair damaged joists/fascia in kind
2. Add new deck joists, rim joists and fascia to accommodate new decking area.
D. Remove log columns
1. Replace and install as per section 3.2.D
E. Inspect concrete footings and/or piers under each column.
1. Replace or repair damaged concrete footings and or piers in kind
F. Apply stain and topcoat to all new wooden deck components as outlined in section 3.2.J and 3.2.K.
3.4 DESCRIPTION OF WORK (STAIRS)
A. Location
1. North side of decking walkway
2. Constructed between two of the existing deck support columns.
a. Stair width is approximately 6 feet.
B. Construction
1. The base of the stringers and stair rail posts will be supported by a concrete landing that spans the width of the stairs and includes two stair post locations.
a. Landing Dimensions (approximate)
i. Width - 84 inches
ii. Depth - 36 inches (from the base of the stairs).
iii. Thickness – 6 inches
2. Install stringers (3) (pressure treated lumber) to deck fascia with joist hangers using galvanized joist hanger screws.
3. Fasten stair posts to concrete landing using specified post anchors and concrete screws.
4. Install treads and risers using:
a. Composite decking (Section 2.11)
b. Underdeck fastening system (Section 2.12)
c. In areas where underdeck fastening is unfeasible, coated composite deck screws may be used.
1. Head - Star drive.
2. Diameter - #9 or #10.
3. Length - 2.5” – 2.75”
4. Color - Matched to deck color.
3.5 STAIR HAND RAILING SPECIFICATIONS

1. Length - 5 ft (approx.)

PART – 4.0 REQUIREMENTS
4.1 SITE PREPARATION AND CLEANING UP
A. The Contractor shall, always, keep the work area, including storage areas, free from accumulations of waste materials. Work areas will be cleaned-up and debris will be bagged and placed in trash bags daily.
B. Upon completion of the work, the Contractor shall remove from the site all containers, boxes, debris, protective coverings, rubbish, tools, scaffolding, equipment, and other materials, that are not the property of the Government.
C. The Contractor shall leave the area in a clean, neat, and orderly condition that is satisfactory to the COR.
D. Unsightly materials and debris including excess materials, garbage, and equipment should be removed as required; while materials should be scheduled for delivery only as required for immediate use.
E. All micro trash generated outside the buildings will be picked up and disposed of in trash bags daily.
4.2 CONTRACTOR RESPONSIBILITY
A. The contractor shall provide all management, supervision, labor, materials, supplies and equipment and shall plan, schedule, coordinate, and assure effective completion of all work described herein.
B. Contractor is to provide all materials and equipment necessary to provide a complete project even if not specifically mentioned or listed within these documents.
C. Insufficient information or description of materials or labor, which prevent the acceptance of these drawings and specifications as adequate to complete the work, must be reported to the government representative, in writing, prior to submitting a bid.
D. Listing exclusion in the bid response does not meet this criterion.
E. The park and contractor will agree on timelines and delivery of final products.
F. The contractor will provide their own portable restrooms including delivery, cleaning, resupply and removal from the job site.
4.3 COMPLIANCE WITH REGULATIONS
A. All work, including contact with and handling of hazardous materials/wastes, the disturbance or dismantling of structures containing hazardous materials and/or the disposal of hazardous materials/wastes shall comply with the applicable requirements of 29 CFR 1926, 40 CFR 260-265, and 40 CFR 61.
B. All work shall comply with applicable state and municipal safety and environmental requirements. Where there is a conflict between applicable regulations, the most stringent shall apply.
C. The Contractor is responsible for removal and cleanup of all materials not consumed during the performance of this contract.
D. Any hazardous material used or created during the performance of this contract is the responsibility of the Contractor and must be removed from the site at the Contractors expense.
4.4 CONTRACTOR ON-SITE REPRESENTATION
A. The contractor shall provide in writing to the Contracting Officer and Contracting Officer’s Representative (COR) the name, telephone number and address of the contractor’s on-site representative (working supervisor).
B. The term “on-site representative” means a person designated in writing by the contractor who has the authority to act for the contractor on a day-to-day basis at the work site and to accept and sign for inspection reports and all other correspondence on behalf of the contractor.
C. The on-site representative must always be available when the contract work is in progress.
D. The contractor must provide the name of qualified substitute on-site representatives that will fill in when the primary on-site representative is not available.
E. All on-site representative personnel engaged in directing the work to be accomplished under this contract shall possess an acceptable level of experience and knowledge to carry out the terms of this contract.
F. The on-site representative must have the ability to communicate real time with the contractor, contracting officer, and vendors via satellite phone or similar real time device.
4.5 WORK STANDARDS AND QUALIFICATIONS
A. This Statement of Work requires the awarded contractor to provide qualified tradesmen to accomplish each varying trade discipline requirements.
B. Contractor will provide all necessary labor to complete entire scope of work as outlined in this document.
C. All work shall be completed and performed in accordance with the best practices of the trade and in compliance with all-applicable state and local codes.
4.6 SECURITY REQUIREMENTS
A. The Dellenbaugh Administrative site is not open to the public.
B. Access gate will always remain closed except while entering and exiting the site.
C. At the discretion of the COR, the contractor may be provided keys to the access gate and/or cabins.
D. All contractors are required to provide identification that designates them as part of the contractor’s work force while working on Federal properties.
4.7 NPS PERSONNEL – UTILIZATION OF SITE DURING CONSTRUCTION ACTIVITIES
A. Essential NPS personnel will have 24-hour access to lodging and other facilities during the duration of the contract period.
B. Maintenance personnel including the COR will be occupying the administrative site lodging facilities on a weekly basis.
C. Law enforcement personnel will occupy lodging as required.
4.8 HOURS OF WORK
A. Monday – Friday 7 am – 7 pm MST.
B. Some work may be scheduled for after hours or weekend on an as needed basis upon approval of the COR.
4.9 UTILITIES
A. Water and electrical service (Off Grid Photovoltaic) are available.
4.10 SAFETY
A. Safety is the highest priority on all US government contracts.
B. The contractor shall direct all of those under his charge to work safely.
C. The contractor shall ensure and maintain the site is clean and rubbish removed upon completion of installation and commissioning.
4.11 SAFETY MEETING
A. The Contractor’s on-site Representative and Project Manager shall meet with the CO or his/her representative(s) prior to the start of work under this contract for the purpose of reviewing the Contractor's safety and environmental programs and discussing implementation of all safety and environmental provisions pertinent to the work to be performed under the contract.
B. The Contractor shall be prepared to discuss, in detail, the measures he/she intends to take in order to control any unsafe or unhealthy conditions, disposal of waste, and control releases to the environment associated with the work to be performed under the contract.
C. The level of detail for the safety meeting is dependent upon the nature of the work and the potential inherent hazards.
4.12 EMERGENCY REPORTING
A. The contractor is responsible to notify the COR whenever the contractor becomes aware that building, equipment or systems, are not functioning or in need of NPS attention.
B. Fire system concerns must be reported immediately to the COR. In the case of fire, medical, safety or emergency, the contractor shall immediately report the incident to the COR.
4.13 PROTECTION TO PUBLIC AND PROPERTY
A. The Contractor shall take all necessary precautions to prevent injury to the public, building occupants, or damage to property of others.
B. For the purposes of this contract, the public or building occupants shall include all persons not employed by the Contractor or a subcontractor working under his/her direction.
C. The following shall also apply when applicable:
1. Storing, positioning or use of equipment, tools, materials, scraps, trash, and furniture in a manner likely to present a hazard to the public or building occupants by its accidental shifting, ignition, or other hazardous qualities is prohibited.
2. No corridor, aisle, stairway, door, or exit shall be obstructed or used in such a manner as to encroach upon routes of ingress or egress utilized by the public or building occupants, or to present unsafe or unhealthy conditions to the public or building occupants.
3. Work shall not be performed in any area occupied by the public or building occupants unless specifically permitted by the contract or the COR and unless adequate steps are taken for the protection of the public or Federal employees.
4. When work is to be performed over a public thoroughfare such as a sidewalk, lobby, or corridor, the thoroughfare shall be closed, if possible, or other precautions taken such as the installation of screens or barricades.
PART 5 - SPECIAL CONSIDERATIONS
5.1 SITE
A. The Dellenbaugh Administrative site is an isolated, remote location.
B. There is no cellular, landline, cable, or public internet service at the
Dellenbaugh Administrative Site.
C. There are no medical facilities within the area, with the closest medical facilities being 90 miles away via the road system.
D. There is no vehicle maintenance services or fuel available at the site.
E. There are no other amenities located in the area including grocery stores, entertainment, restaurants, etc.
F. All food and fuel must be transported to the site by and at contractor’s expense.
G. Lodging is not available at the site.
1. Contractor will provide own lodging (trailer, motorhome, tent).
2. Dispersed Recreation Camping is available on Bureau of Land Management
(BLM) lands near the job site.
a. There are no services such as water, electricity, sewer connection, trash pickup or tables provide in dispersed camping areas.
b. Camp only in pre-existing, disturbed areas.
c. Follow Leave No Trace guidelines.
d. A portable toilet, provided by and serviced by, the contractor, is recommended at the camping location.
5.2 ROAD CONDITIONS
A. Access to the work site is by unimproved, Bureau of Land Management (BLM) and
Mohave County, AZ maintained roads.
B. The condition of the roads varies depending on the time of year and can be in fair to poor condition.
C. It is recommended that vehicles be equipped with load range E tires designed for off pavement use.
D. Due to the sheer size of the region and the number of roads, it is not possible to provide updated travel conditions on the Arizona Strip after rain or snow.
E. Expect all roads to be impassible after wet weather.
F. During the summer monsoon season (June - September), plan travel before 1 pm to avoid thunderstorms.
G. Range cattle as well as other wildlife may also be encountered on the roads and caution is recommended, and not to exceed speed limits are recommended as well.
5.3 COMMUNICATION
A. Cellular telephone coverage is limited to a few sporadic locations.
B. Cellular telephone signal booster is recommended for each vehicle.
C. Satellite Phone or Satellite Messenger such as a Garmin InReach is highly recommended for communication.
