INSTRUCTIONS: Use this form, after completion of the Market Research Report, to document the justification to limit competition to a specific brand or to one sole source vendor. IAW FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)." IAW 8.405-6 for FSS, 13.106-1 for

Your Requirement justifies a specific brand name that is only available from the manufacturer. Only one vendor sells the requirement, meaning there is no competition available for the requirement. Sole Source requirements are rare.
Your requirement justifies a specific brand name and it can be purchased from numerous vendors, such as manufacturer authorized dealers. Since there is more than one vendor, competition can be obtained from the vendors who sell the requirement.

Text1: Item 50, 780-1000-001-CF0095-M28, TruLink Portable Transceiver (TPT) - USAF Aeromed Upgraded Transceivers, communication between AES crew members as they perform duties during flight on various aircraft, including C-130, KC-135, KC-46 and C-17.
Text2: Transceiver allowed for use is listed in the table of Allowance 887A version 6, Strategic and Tactical Aeromedical Evacuation (AE) In-Flight Kits. Transceiver is safe-to-fly. Anything used during flight on AE missions must be listed in the TA 887A assemblage. 887A lists 5895NCM116234 Cable Transceiver C-130. IAW AFI41-309.
The Trulink wireless intercom system is the only wireless system that has completed the operational testing and final fielding recommendations for Air Force aircraft through the ANG AFRC Test Center (AATC) in Tuscan Arizona. Untested wireless intercom systems are not authorized for use on Air Force aircraft.
| Text3: Government can compete for new transceivers when it is time to upgrade to take advantage of developing technologies. And test additional safe-to-fly transceivers and add to TA 887A. |
| Text4: Currently, only one transceiver is listed as approved for use and only one manufacturer exists for this transceiver. Researched GSA, Unison and Open Market. Found small businesses who are able to sell the transceiver. Until another transceiver is tested and approved for flight and AE use through AATC and added to the 887A Allowance Standard, the Telephonics transceiver is the only allowed. |
