COMBINED SYNOPSIS AND SOLICITATION:
This is a Combined Synopsis and Solicitation for commercial items prepared under the authority of, and in accordance with the format of, the Federal Acquisition Regulation (FAR) Subpart 12.6
- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, the FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items, and is supplemented with additional information included in this notice. This notice constitutes the only solicitation;
quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a Request for Quotation (RFQ). This RFQ is an Unrestricted Competitive Solicitation. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2020-07 effective 8/3/2020.
The Product Service Code D317—IT and Telecom-Web-Based Subscription, is applicable to the Government’s Requirements. The North American Industry Classification System Code 511210—Software Publishers, with a small business size standard of $41.5 million dollars, is applicable to the Government’s Requirements.
This RFQ is being issued by the United States (U.S.) Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the U.S. DOI, Bureau of Ocean Energy Management (BOEM). The purpose of this RFQ is to obtain competitive quotations in response to the Government’s Requirements Titled: “Web-based Data Subscription Service for Access to Geospatial & Subsurface Geological Exploration & Production Content within Multiple Regions—Globally.” As result of this RFQ, the Government anticipates awarding and issuing a single Firm-Fixed-Price (FFP) Purchase Order to satisfy the Government’s Requirements.

SECTION 1:
PRICING:
1.1 GENERAL INFORMATION:
This RFQ is being conducted under the authority of, and in accordance with the format of, the FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, the FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items, and is supplemented with additional information included in this RFQ. Specifically, this RFQ uses the Combined Synopsis and Solicitation procedures of the FAR Subpart 12.6. The purpose of this RFQ is to obtain competitive quotations in response to the Government’s Requirements Titled:
“Web-based Data Subscription Service for Access to Geospatial & Subsurface Geological Exploration & Production Content within Multiple Regions—Globally.” As result of this RFQ, the Government anticipates awarding and issuing a single FFP Purchase Order to satisfy the Government’s Requirements.

1.3.1 PAYMENT SCHEDULE:
Payments will be made under this contract based on: 1) The delivery and rendering of subscription service by the contractor to the Government and the acceptance of subscription service by the Government; and, 2) The submission of properly certified invoices by the contractor to the Government and approval of properly certified invoices by the Government.
The Contractor shall apply terms similar to this section to any payments to its subcontractors.

SECTION 2:
STATEMENT OF WORK:
Web-based Data Subscription Service for Access to Geospatial & Subsurface Geological Exploration & Production Content within Multiple Regions—Globally:
2.1 BACKGROUND:
The Bureau of Ocean Energy Management (BOEM), a bureau in the U.S. Department of the Interior, is the federal agency that manages the nation's oil, natural gas, and other mineral resources on the Outer Continental Shelf (OCS). The BOEM Gulf of Mexico Region (GOMR), Office of Resource Evaluation (RE), is responsible for identifying, evaluating, and managing resources on the U.S. Atlantic OCS, which includes updating the Inventory of Technically and Economically Recoverable Hydrocarbon Resources of the Atlantic Outer Continental Shelf. An update to this inventory will be undertaken as mandated by subsection (a), paragraphs (1) through (5) and subsection (b) of Section 357 of the Energy Policy Act of 2005.
The most recent data acquisition for the U.S. Atlantic OCS is limited to the legacy data collected in the 1980s ̶ prior to being placed under a congressional moratorium. Lack of Oil and Gas (O&G) exploration data for over 30 years necessitates the utilization of global analogs to supplement an otherwise outdated characterization caused by poor to no data control. A majority of the assessment units defined in BOEM’s most recent 2016 resource assessment have not been tested with exploration wells. No 3D seismic coverage, a pre-requisite for offshore leasing and drilling in modernity, exists anywhere on the OCS. 2D seismic coverage is often coarse and was collected with what is now outdated acquisition techniques. The more prospective deep-water assessment units have the least data control. These data limitations increase reliance on international analogs. Indirect study of the Atlantic relies on identifying the most suitable analogs and understanding their current hydrocarbon production and potential. Hence, the Government needs to procure a web-based data service subscription to provide information that can serve as international analogs of the U.S. in order for the GOMR/RE to properly do a Resource Assessment for which it is responsible of performing.
2.2 SCOPE:
BOEM RE’s objective is to supplement its analog understanding, currently based on readily sourced and freely available publications, press releases, news articles, and company and regulatory agency websites. BOEM’s present dataset is a small amount of what’s available from industry and does not provide a complete understanding of the Atlantic assessment unit analogs.
The Government requires an existing subscription from the marketplace. The scope of the requirements includes providing BOEM with a Web-based Data Subscription Service for Access to Geospatial and Subsurface Geological Exploration & Production (E&P) Content Globally.
The subscription needed must be of a downloadable nature and contain hydrocarbon E&P Data from within BOEM’s international areas of interest.
2.3.1 GENERAL REQUIREMENTS:
Global Areas of Interest (Multiple Regions—Globally):
During the past, the Government procured a Web-based Data Subscription Service that included the Africa/Sub Saharan Africa, South America and Central America Regions. Currently, the Government requires a Web-based Subscription Service/analog data potentially including the 9 regions below in order to perform Resource Assessments for the U.S. Government:
1) Western Europe
2) Asia Pacific
3) Mediterranean
4) Middle East
5) Russia
6) Australia
7) Canada
8) Eastern Europe
9) Cent ral Asia
2.3.2 SPECIFIC REQUIREMENTS:
The Contractor SHALL provide a Web-based Data Subscription Service for Access to Geospatial and Subsurface Geological Exploration & Production (E&P) Content within Multiple Regions—Globally, that meets or exceed the specific requirements as follows:
The Web-based Data Subscription Service:
1) Must be of a downloadable nature and contain hydrocarbon E&P Data from within the Global Areas of Interest (Multiple Regions—Globally), as described in Section 2.3.1.
2) Must be an ESRI ArcGIS software compatible geospatial dataset with the ability to search, filter and download from a comprehensive dataset of international hydrocarbon E&P Activity.
3) Must be accessible to unlimited users.
4) Must provide E&P Data including access to geologic basins; geophysical basins; hydrocarbon production; field; reserves; reservoirs; resources and projections; O&G infrastructure; physical and geochemical rock characteristics; political and other spatial boundaries; current and historical exploration activity (i.e. wells, pipelines, etc.); seismic survey areas for each region;
and, any synthesis, analysis, or completed reports.
5) Must include Geospatial services with a comprehensive dataset for geologic basins, O&G plays, fields, reservoirs, physical and geochemical rock characteristics, current and historical exploration activity (i.e. wells, pipelines, etc.), and seismic survey areas.
6) Must include datasets from within the Global Areas of Interest (Multiple Regions—Globally), as described in Section 2.3.1, must be downloadable from the host web service.
7) Must include data that provides the number of basins, number of fields, and number of wells for each international region to be determined by this contract.
8) Must include internet or telephone training and technical support. The internet or telephone training and technical support shall be in addition to any ‘help menu/section’ that may be included in the Web-based Data Subscription Service.
2.4.1 DELIVERABLES:
The contractor SHALL provide the following deliverables:
1) One Digital Notification of the Web-based Data Subscription Service to the Contracting Officer’s Representative (COR) and Each User. The COR will provide the relevant information for each user to the contractor.
2) Initial Web-based Data Subscription Service Installation and Access/Log-in Support, with a User Manual and License Documentation (as relevant), to the COR and Each User.
3) Schedule Initial User Training (as needed) to the COR and Each User.
2.4.2 DELIVERABLES TABLE 1:

SECTION 3:
GENERAL TERMS AND CONDITIONS:
3.1 SCOPE:
The Government anticipates issuing a single Purchase Order to satisfy the Government’s Requirements as described in Section 2: Statement of Work.
3.2 PERIOD OF PERFORMANCE:
The periods of performance shall include one (1), Base Year and four (4), Option Years, and if exercised, each Option Year will be contiguous in time to the preceding year—without any break in service from one year to the next year. Each Option Year will be subject to exercising based on the sole discretion of the Government. The periods of performance and the corresponding dates are as follows:

3.3 PLACE OF PERFORMANCE:
The web-based subscription service shall be provided from the contractor’s location.

3.5.1 INVOICING REQUIREMENT:
The contractor may submit an invoice in arrears in accordance with Section 1, above, and in accordance with Section 3.5.2, below.
3.5.2 DOI-AAAP-0028, v03, ELECTRONIC INVOICING AND PAYMENT
REQUIREMENTS – INVOICE PROCESSING PLATFORM (IPP) (APR 2013):
Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, frequency of invoice submission: The contractor shall submit an IPP invoice in arrears in accordance with Sections 1.3.1 and 1.3.2, above.
Under this contract, the following documents are required to be included/submitted as an attachment to the IPP invoice:
● The contractor shall attach a detailed invoice.
● The contractor shall attach documentation required by FAR 32.905(b).
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
3.6 DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011):
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time https://www.ipp.gov/ mailto:ippgroup@bos.frb.org of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the
COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.
3.7 INTERNET PROTOCOL VERSION 6 (JUN 2012):
(a) Any system hardware, software, firmware and/or networked component (voice, video or data) developed, procured, or acquired in support and/or performance of this contract shall be capable of transmitting, receiving, processing, forwarding and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with IPv4 systems and provide at least the same level of performance and reliability capabilities of IPv4 products.
(b) Specifically, any new IP product or system developed, acquired, or produced must:
(1) Interoperate with both IPv6 and IPv4 systems and products, and
(2) Have available contractor/vendor IPv6 technical support for development and implementation and fielded product management.
(c) As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to the Government. The Contractor shall retrofit all non-IPv6 capable equipment, as defined above, that is fielded under this contract with IPv6 capable equipment, at no additional cost to the Government.
(d) The contractor shall provide technical support for both IPv4 and IPv6.
(e) Any system or software must be able to operate on networks supporting IPv4, IPv6 or one that supports both.
(f) Any product whose non-compliance is discovered and made known to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government.
3.8 CONTRACTOR’S QUOTATION:
The Contractor’s Quotation may be incorporated by reference into the contract. Any inconsistencies, or in event of a conflict, between terms and conditions of the contract and the Contractor’s Quotation shall be resolved by giving precedence to the terms and conditions of the contract.
3.9 CLAUSES INCORPORATED BY REFERENCE:
In accordance with FAR 52.252-2, this solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The Contractor shall comply with these clauses unless the circumstances do not apply.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 3.10.2 FAR 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999):
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of contract expiration.

3.10.3 FAR 52.217-9 – OPTION TO EXTEND THE TERM OF THE CONTRACT
(MAR 2000):
(a) The Government may extend the term of this contract by written notice to the Contractor within 1 day; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 7 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years.
3.11 SECTION 508 OF THE REHABILITATION ACT:
Section 508 of the Rehabilitation Act of 1973 (found at 29 U.S.C. 794d) applies to this acquisition. Section 508 of the Rehabilitation Act of 1973 (found at 29 U.S.C. 794d) requires access to and use of information by individuals with disabilities. A deliverable such as electronic reports (ex: PDF files) to be placed on the web (either on the agency's web server of the company's), video footage, or other electronic data such as CD-ROMs to be distributed, are subject to Section 508 guidelines. Simplified, this means that PDF files need to be formatted so that they are "readable" by assistive technology devices such as screen readers. Video footage must be closed captioned. CD-ROMs which contain HTML, PDF, or word processor files must be accessible.
3.12 CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM
(DEC 2015):
1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation.
One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using CPARS.
CPARS is a web-based system that allows for electronic processing of the performance https://www.acquisition.gov/sites/default/files/current/far/html/Subpart%2042_15.html https://www.acquisition.gov/sites/default/files/current/far/html/Subpart%2042_15.html evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

(b) Should any request for clarification be received after the date stated above, the Government reserves the right not to provide an answer. If, however, in the Government’s opinion the request cites an issue of importance, the Government may provide a written response. Please note, questions and comments will not be protected by the Government as proprietary.
4.2 DUE DATE AND TIME FOR QUOTATIONS:
Any proposal in response to this solicitation shall be submitted from an offeror via email to mario.gray@bsee.gov, the Contracting Officer’s email, and shall be received in the email inbox of mario.gray@bsee.gov by/no later than 8/18/2020, 5:00 P.M. Eastern Time, to be considered for award. Be advised that it is an Offeror’s responsibility to ensure that its proposals is received via email by/no later than the due date and time for proposals specified herein. 4.3 QUOTATION INSTRUCTIONS:
Quotations must be submitted in two separate volumes: 1) Price Volume and 2) Technical Volume in accordance with the instructions contained in this solicitation. Both Price and Technical volumes must be submitted in Microsoft Word or Adobe PDF.
The failure to submit any of the information requested in this RFQ may lead to the rejection of your quotation without further discussion.
This solicitation in no way obligates the Government to issue or award a contract.
