Titled: "Web-based Data Subscription Service for Access to Geospatial & Subsurface

Geological Exploration & Production Content within Multiple Regions--Globally."

The purposes of this Amendment are to: 1) provide answers to questions received in response to the solicitation/RFQ; and, 2) extend the due date and time for the receipt of quotations.

1) Answers to questions received in response to the solicitation/RFQ are hereby provided on the attached addendum titled: QUESTIONS AND ANSWERS. As a result of this Amendment, solicitation/RFQ 140M0120Q0036 is NOT being re-issued in its entirety.

QUESTIONS AND ANSWERS

QUESTION 1:

Pertaining to the technical submission and scope for RFQ 140M0120Q0036. Will the Bureau of Ocean Energy Management allow for a web-based software be downloaded onto each individuals desktop, or is the Bureau of Ocean Energy Management only looking for a data solution that is accessed through the worldwide web “internet”?

ANSWER 1:

The GIS application and datasets would need to be downloaded from the vendor’s website and copied onto our system. This is usually handled securely through a web-based data access portal. As database updates become available, the subscription would allow BOEM to access and download the newest version.

ONLY the application components (ArcGIS Add-Ins) would need to be installed on each user’s machine. The vendor’s ArcGIS Add-In must contain a trusted authentication certificate to operate within our system. ArcGIS Add-In Manager is used to set security levels within the ArcGIS Environment. Administrator settings for Add-In Security can also be controlled from a server's registry, which allows for control of the global security setting for all users. Government IT Administrators have configured the Government system to allow for the installation and use of ArcGIS Add-Ins with validate authentication tokens. Well documented metadata components would be essential for any sought after GIS dataset. The vendor's ArcGIS Add-In application would have no limits on the number of users.

QUESTION 2:

Is BOEM looking for meta data or the ability to discover and download well, models, etc. datasets?

ANSWER 2:

BOEM is not looking to buy the .las curves, core reports, geo-history models, etc., for every global well. The Government needs things like outlines and tables of basins, fields, and wells within a region, and any information available for these (i.e., production, dates, hydrocarbon type, etc.).

QUESTION 3:

Do you expect to be able to license seismic data from the subscription?

ANSWER 3:

No.

QUESTION 4:

If the contractor’s subscription offering has data discovery functionality built into a universally accessible platform (IE data is browsable, filtered, and displayed geospatially via the web) is fulfilling Section 2.3.2.2 still necessary?

ANSWER 4:

Yes, in accordance with Statement of Work Section 2.3.2, 2), the Web-based Data Subscription Service must be an ESRI ArcGIS software compatible geospatial dataset with the ability to search, filter and download from a comprehensive dataset of international hydrocarbon E&P Activity.

QUESTION 5:

Can we prepare an option that includes data/information from a subcontractor/partner source?

ANSWER 5:

The Government (BOEM) needs to access a single database. A business partner or/and subcontractor can contribute but the Government End-User experience must be provided by one business using one product that is accessible via a single access point.

NOTE: An offeror can have a business partner or/and subcontractor but be aware that an award can only be to a single successful offeror/quoter. Thus, the single successful offeror/quoter will be the only awardee/prime contractor. The prime contractor has privity of contract and deals with the Government--NOT the business partner or/and subcontractor.

QUESTION 6:

How many users do you expect to use the software at maximum?

ANSWER 6:

The number of users is unknown at this time but the Government will NOT accept limited users. Reference Statement of Work Section 2.3.2, 3), the Web-based Data Subscription Service must be accessible to unlimited users.

QUESTION 7:

Would the users all be BOEM or BSEE employees?

ANSWER 7:

Yes.

QUESTION 8:

Can we extend the question submission deadline one week?

ANSWER 8:

No.
