SECTION C
DESCRIPTION/WORK STATEMENT
Indian Health Service (IHS)
Office of Environmental Health and Engineering (OEHE)
Division of Facilities Planning and Construction (DFPC)
Technical Writer Services
August 2024
1.0 Purpose:
A. The primary purpose of this SOO is to obtain contractor support for DFPC to draft and develop an operational handbook.
B. The DFPC Operational Handbook will be a vital document as part of succession planning for the division. Currently, three of the four DFPC staff are nearing the end of their respective careers. Two of the three have over 20+ years of combined experience working within this division of OEHE. As the division starts the transition for new employees this document will be provided to all new hires to understand the operations, functions, and duties of DFPC to meet the division’s mission and the mission of IHS.
2.0 Scope or Mission:
This SOO describes the requirements, level of effort, services and expected outcomes for the contractor to provide comprehensive services for the DFPC operational handbook to support agency goals, initiatives and mission. The contractor shall provide support to assist in the completion of this handbook. Skills such as technical writing, editing, formatting, graphic design, proofreading, document review, and interviewing are needed.
3.0 Period and Place of Performance:
Six months November 15, 2024 through May 25, 2025. Work is performed remotely
4.0 Background:
A. Since 2018 DFPC has underwent staffing changes. In the last six years the division lost a total of four staff to retirement. Two of those staff have come back to serve as civil servants but it is likely both may leave the workforce before 2030.
B. While DFPC only hires licensed Professional Engineers (PEs) the duties performed are unique in which having experience in other positions may not correlate to the skills that are needed to complete project and program tasks as needed.
C. In 2020 DFPC hired a new engineer to help balance the workload. Shortly after the DFPC Director wanted DFPC staff to develop process flow documents detailing how to operate DFPC programs in the event of absence or staff turnover.
D. From 2020 till present DFPC has made little progress on getting this accomplished. Due to the nature of our day to day duties and the amount of time needed to draft such a robust document it remains incomplete. With adding a technical writer to assist with the development of this handbook DFPC can take an active role in providing the content needed to go into the handbook and a passive role in drafting the document.
5.0 Performance Objectives:
The Contractor shall meet the following performance objectives:
A. Gather information and data about DFPC
• Review drafted process flow documents
• Review handbook outline
DFPC Technical Writing Services.

• Format
• Edit
• Proofread
• Provide graphic design

• Submit a 90% complete version of the handbook
• Address any comments and feedback from DFPC Staff
• Finalize handbook o 508 compliant to allow handbook to be posted on the web o Provide 2 hard spiral bound copies DFPC at HQ

If this is a Fixed-Price contract, denial of access due to security clearance findings shall not be a basis for excusable delay or an increase to the contract amount.
H.8. CONTRACTOR ACCCESS AND TERMINATION FROM ACCESS TO IHS BUILDINGS
