About this file

This document is a solicitation amendment for a federal contract opportunity titled "DFPC Technical Writing Services" (Solicitation No. 75H70124Q00047). The purpose of the amendment is to provide government responses to the contractor's questions and a sample handbook outline for the requirement.

The contract is a new effort to complete the task of writing a handbook on how to operate the projects and programs in the Division of Facilities Planning and Construction (DFPC) at the Indian Health Service. The period of performance is approximately 6 months, and the government anticipates the work will require one full-time equivalent. Proposals are due by November 1, 2024 at noon CST. The contract will be awarded to the technically acceptable proposal with the lowest price. The incumbent contractor previously completed a smaller related effort in 2021.

Contractor Questions and Government Responses, Dated 7 October 2024, DFPC Technical Writing

Services:

Q: RFI 1 - Although Section C, Description/Work Statement (p. 5) states that the period of performance is just over 6 months, it is not clear if this requirement is for 1 full-time equivalent (FTE) or if this is a part-time requirement, which is necessary for pricing. Typically, in order for offerors to be able to develop their technical approach and price proposal, either the Government provides some workload measures

(e.g., approximate number of pages in the handbook; number of expected graphics including figures and tables; list of handbook special features such as glossaries, cross-references, indices, etc.; total number of cycles of Federal staff review required; and number of meetings and staff interviews required beyond the

12-13 bimonthly meetings) or the Government provides an estimated Level of Effort (LOE) (i.e., number of labor hours expected).

A: RFI 1 – One (1) FTE would be ideal to keep continuity on the requirement.

The Government has a rough outline. We are unsure how many pages this may take. Roughly 100-

150 pages. We don’t anticipate this being very labor intensive. Maybe 2 to 3 meetings a month for a time frame of 30 mins to an hour. We don’t anticipate many graphics, figures and tables as most of the information will be narrative with some screen shots of some of our folders and IT systems. The staff working on this will only be DFPC staff and maybe slight input from OEHE staff. No more than

5 to 6 reviewers. Most of the handbook will be reviewed by two. The DFPC director and the deputy.

Q: RFI 2– Can the Government provide either workload measures or LOE estimate, or both?

A: RFI 2 – Reference the Attached basic outline. As for the LOE. This is a firm-fixed-price contract.

Contractor shall make their own assumptions on the LOE that will be required based on the RFQ and amendments, and propose accordingly

Q: RFI 3 - Is this a pre-solicitation notice or a solicitation? Both the pre-solicitation and solicitation documents are included, and the pre-solicitation notice mentions that the Government anticipates releasing the solicitation on or about October 7, 2024. Please clarify.

A: RFI 3 – This is a combo Pre-Solicit and Solicitation. Yes, solicitation was released a couple days early. All documents (solicitation + attachments) provided within SAM.gov website. Bids are due

November 1.

Q: RFI 4 – Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?

A: RFI 4 – This is a new effort – although the incumbent contractor, The Conscious Press LLC, previously accomplished requirement using a much smaller and simplified scope back in April 2021 timeframe in the amount of $3,744.00. This prior effort was awarded under a different Contracting

Office at IHS (Headquarters) using a Government Purchase Card.

Q: RFI 5 – See Below.

• Is there an approximate page number the handbook needs to be? No. Refer to RFI 1 for rough estimate.

• What is the current page count of the following pieces?

o Technical Handbook The handbook is many chapters with page numbers that vary.

Review chapters on page 13 (https://www.ihs.gov/oehe/handbook/volume2/) o Drafted process flow documents Government has drafted two thus far and they are

5-10 pages apiece.

o Drafted standard operating procedure for planning a new facility project Fourteen (14) pages.

• Approximately how many DFPC staff will we be interviewing for this project? IHS

Headquarters has a staff of five (5).

• Is there a budget for this effort? Yes, however that cannot be shared on a contract of this nature.

Please see revised Section L4(d), and M.1 below:

• L.4(d)-

Technical Approach- We need to tell them what we want to see. Need to define minimum criteria to address in order to be considered Acceptable.

Education/ Experience Factor is fine but could be cleaned up (e.g. what certifications are we looking for).

Past Performance- We should pull in the standard reference to say we will pull their

CPARS, but they have the option to submit J-03.

• M.1. Award Determination

Further Award will be made to the technically acceptable proposal that offers the lowest price. In order to determine if the proposal is technically acceptable, the Government will evaluate their technical approach, relevant education and work experience of the offerors proposed key personnel, and past performance on an Acceptable/Unacceptable basis in accordance with the submission criteria stated in Section L.4.

• Are there any goals for working with tribal entities? No.

A: RFI 5 – Embedded above.

Q: RFI 6 – See Below.

https://www.ihs.gov/oehe/handbook/volume2/

- In file B01 75H701-24-Q-00047 (the solicitation), on page 39, paragraph L.4. Quote Submission

Documentation, you note 4 items to be submitted in subparagraphs (a), (b), (c), and (d). Do you want those submitted as separate files or as one file? One File.

- In file B01++75H701-24-Q-00047 (the solicitation), on page 39, paragraph L.4. Quote

Submission Documentation, subparagraph (d) 3. you note past performance Attachment J-03. The instructions on this form note that the reviewer submits the completed form directly to you. Do you want a copy of the form sent for completion included? Yes.

A: RFI 6 Embedded above.

Q: RFI 7– See Below.

- Does this opportunity require a security clearance to write the handbook? No.

- And do they need security clearance before they are chosen for the job or is this once we are awarded the solicitation? No.

- Do you know how many people will be involved in the day to day process? One maybe two.

This up to the contractor to decide. Headquarters just needs the requirement accomplished.

- Do you have an idea of the work flow? Please provide the rough outline.

A: RFI 7 Embedded above.

*As stated within the solicitation, inquiries must be received no later than Noon CST on 25 October

2024 to allow time for response(s). Therefore, no further questions are guaranteed to be answered*

NOTICE TO OFFERORS: Offerors must acknowledge receipt of any and all amendments by number and date on their cover letter in their offer or by submitting a signed copy of the SF30. All other terms and conditions remain unchanged.
