Work shall be performed during normal duty hours (Monday–Friday, 8:00 a.m.–4:30 p.m.) at the hatchery location. The contractor must be appropriately licensed and certified in South Dakota for fire-suppression system installation and repair, comply with all federal, state, and county regulations, and provide a one-year warranty covering labor and equipment defects. Government acceptance is contingent upon the FWS representative determining the work acceptable, the system in good working order, and all debris cleared from the work area.

RFQ 140FGA26Q0014 FWS SD – D.C. Booth NFH Replace Fire Alarm System Panel & Components
D.C. Booth Historic House
STATEMENT OF WORK (2026 03 18)
1. General:
1.1 D.C. Booth National Fish Hatchery (NFH), 423 Hatchery Circle, Spearfish, SD 57783-2643.
Rehabilitate Fire Suppression System – Historic Booth House.
1.2 Purpose/End Application: This project is to provide protection from fire for both building occupants and the historical items within the Historic Booth House. The current fire suppression system was installed approximately 30 years ago in 1995. Being 30 years old, it is obsolete and is having issues with false alarms. Replace Fire Panel, Annunciator, Smoke Detectors, Notification Devices and the addition of monitor modules to monitor the dry systems.
1.3 Contractor Qualifications: The contractor must be appropriately licensed and certified within the state of South Dakota for fire-suppression system replacement and repair, to include installation of the detection panel and its related software.
1.4 Other: The contractor must follow all associated regulations and laws including: Federal, State, and County.
1.5 Current alarm system provider: Low Voltage Integrators
2. Place of Performance and Period of Performance
2.1 Work is to be performed at D.C. Booth National Fish Hatchery (NFH), 423 Hatchery Circle, Spearfish, SD 57783-2643.
2.2 This project needs to be completed as soon as possible, due the vulnerability to fire.
2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1 The contractor shall replace Fire Panel, Annunciator, Smoke Detectors, Notification Devices and the addition of monitor modules to monitor the dry systems.
3.1.2 Existing conduits and raceways for fire alarm will be used.
D.C. Booth Historic House
3.1.3 Test and confirm 20 amp circuit to Fire Alarm Control Panel.
3.1.4 Repair any damage to walls: patch and paint to historical specifications.
3.1.5 Existing fire alarm connections to existing security panel will be removed and resistored off.
3.1.6 Demolish existing fire alarm equipment and test cabling.
4. Deliverables and/or Delivery Schedule:
4.1 The contractor shall procure all components required for the replacement of Fire Panel, Annunciator, Smoke Detectors, Notification Devices and the addition of monitor modules to monitor the dry systems.
4.2 Contractor shall provide and install to include include, but are not limited to:
4.2.1 All cabling required by code
4.2.2 Cell dialer with Ethernet backup and remote antenna.
4.2.3 Wired connections to sprinkler system riser and devices.
4.2.4 Silent Knight SK-6700 or similar, Addressable Fire Alarm Control Panel
4.2.5 Silent Knight SKS 6860 or similar, LCD Remote Annunciator (4x40) with programmable buttons
4.2.6 Silent Knight 00RA-100TR Silent Knight RA-100TR or similar, Trim Ring for 6860, Red
4.2.7 Starlink XT SLE-ANTEX or similar, Dual path fire / burglar LTE dual path alarm communicator with red metal enclosure – hardwired power supply, AT&T or similar.
4.2.7 Starlink XT SLE-ANTEXT75 or similar, Marine grade antennae extend cellular transmission and enable location flexibility, omni-directional wide band antenna, excellent LTE performance @700 MHz.
4.2.8 12 volt 7ampere-hour sealed lead-acid Battery (3 total units).
4.2.9 Input monitor module
4.2.10 Pull station, dual action, Silent Knight SK-PULLDA or equivalent (4 total units).
4.2.11 Photo detector with base, Silent Knight SK-PHOTO or equivalent (12 total units).
4.2.12 Heat detector with base, Silent Knight SK-Heat or equivalent (3 total units).
4.2.13 System Sensor, P2RLED L-Series or equivalent, Indoor 2-Wire LED Horn Strobe, Wall-Mount, Marked FIRE, Red (6 total units).
4.2.14 System Sensor, P2GRKLED L-Series or equivalent, Outdoor Compact Wall-Mounted Horn Strobe, "FIRE", Red
4.3 Contractor shall provide all documentation pertaining to the completed system, to include:
4.3.1 Testing documentation of final system configuration.
4.3.2 Drawings detailing the installation of the fire alarmsystem to include termination schematics.
4.4 Contractor shall provide a one-year warranty that the system will be free of defects: labor and equipment.
5. Data Management Plan (DMP) N/A
6. Government-Furnished Equipment (GFE) / Government-Furnished Information
(GFI)
6.1 D.C. Booth NFH will have restrooms, electricity, and water for the contractor to use while the contracted work is being completed.
6.2 Identify any limitations. Access to restrooms, electricity, and water are limited to proximity.
7. Evaluation and Acceptance
7.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: designated U.S. Fish and Wildlife Service representative(s) determining the work to be acceptable and in good working order, and that the area of work has been cleared of all related debris and trash related to the project.
