1. PROJECT DESCRIPTION / SUMMARY:

The work of this contract is to replace the ADA opening/closing mechanisms for ground floor historic entry doors. There are four sets of double doors at approximately 5’(W) x 7’1.5” (H) rough opening serving as entrance door on the ground floor of the building.

The building is the Yellowstone National Park, National Park Service (NPS) headquarters building located within the boundaries of Fort Yellowstone National Historic Landmark District, Mammoth Hot Springs, Wyoming. It was constructed in 1909 and is considered an important historic building within the Fort. Each door was rehabilitated as part of a whole building rehabilitation project in 2004.

Currently, the historic wood doors on the ground floor have an automatic mechanism that is activated by a card/keypad. Each of the doors has an ABA-accessible automatic door opener pad to provide hands-free entrance/exit. The doors frequently malfunction, resulting in many staff hours to repair them. They do not open and close easily and sometimes do not close completely, allowing cold air into the building and leaving the building unsecured. The NPS has determined that the four sets of double doors need automatic ABA compliant opener.

The lower level four double doors shall be equipped with automatic opening and closing assemblies that comply with Architectural Barriers Act (ABA) and ANSI. Standard ANSI/BHMA A156.19-2019 applies to swing door operators. The operator type will be low energy power operators, for pedestrian use. The activation of all doors described in this standard requires a knowing act. Included are provisions intended to reduce the chance of user injury or entrapment. (ANSI/BHMA A156.19 for Low Energy Power Operated Doors).

A156.19 - 2019 Power Assist and Low Energy Power Operated Doors (buildershardware.com) All doors act as the outside entries into a secure federal government office building and require government issued identification and passcodes to enter. The entire building needs to remain secure during this project. If doors are not operable or not attended at any time during the project work, they shall be secured shut and not accessible. If the doors need to be removed the openings shall be secured at all times.

The government can provide existing as-built drawings and specifications from the 2004 Building Rehabilitation project upon request, which included existing locking mechanisms, and automatic opener/closers installed in 2004/2005. The Government is currently repairing and rebuilding these doors as well as the frames and casing around them in order to re-plumb the doors and make them seal better. The 2004 Building Rehabilitation project locking mechanisms mentioned in this SOW will be replaced as part of our current 2022/2023 repair project with Folger Adam 310-4-1-12D Electric Strike locking mechanisms mounted in the horizontal framing above where the double doors meet. New Opener/closers installed must not interfere with the function and operation of the Folger Adam 310-4-1-12D Electric Strikes.

All mechanisms installed shall be backed by a warranty for a minimum of 2 years. The warranty shall cover parts and labor for standard wear and tear.

Specifically, this scope of work includes the following tasks. For the four sets of entrance doors on the ground floor:

1.1. Replace Door Openers/Closers: Replace the opening and closing hardware with appropriate equipment and mechanisms compatible with the wood doors and their long-term use. This will include door opener/closer. Due to the historic nature of the doors and the limited width available both doors shall function simultaneously. (Dual opener or double door opener). Door opener/ closer shall be motor closed (spring activated is unacceptable)

1.2. Upgraded Openers: The door opener/ closer shall be designed for historic doors to include considerations for weight, door thickness, and the doors overall size.

1.3. ABA operator: The ABA activation push button on the outside of the building shall be wireless RF (Radio Frequency) transmitted , the ABA activation push button on the inside of the building shall be hard wired. The delay entry timer shall be an, Halman MC-25 (10MC25)-time delay or equal to ensure the Park maintains a consistency with other ABA door requirements. The outside keypad entry shall be equipped with an access code approval delay to access building entry, no delay is required from the inside exit push button. The awarded contractor shall coordinate with NPS staff onsite to integrate the door open controls (time delay module) with the existing NPS owned access control system. This task shall be duplicated at all four door locations.

1.4. The ABA compliant opening and closing doors actuators shall be on demand only. When the doors are not operated by the ABA automatic opener, they shall have the ability to unlock and be opened manually and shall close immediately using the motor closure. The National Park Service strives to reduce energy use and improve building efficiencies.

1.5. Testing: Contractor shall ensure that all doors function smoothly, robustly, and with high durability for the long term, while maintaining the historic character of each of the doors.

1.6. Instruction for NPS staff - manuals: Provide product manual(s) for maintaining the automatic openers/closers.

1.7. Instruction to NPS staff – training: Provide a minimum of one training session for Yellowstone National Park staff on the maintenance and care for new equipment. This shall include on site review of typical trouble shooting and maintenance needs as well as any unique challenges noticed pertaining to this project.

1.8. Coordination with door restoration and replacement: These historic doors will be repaired, weatherized, and re-hung on new hinges by the government prior to the installation of new opening and closing mechanisms. The awarded contractor shall communicate all modifications to doors including casing. If modifications are required, they shall communicate with the Park Service Contracting Officer Representative (COR).

1.8.1. The contractor will conduct an initial site meeting with NPS staff to discuss any issues and concerns that pertain to the new opening and closing mechanisms.

1.8.2. The contractor’s schedule will show work on one set of doors at a time in order to allow reasonable access, emergency egress to the building and maximize security.

2. SPECIFIC WORK / TASKS:

2.1. Automatic Door Openers: Four double door locations shall have automatic opening and closing ability that meets ANSI and ABA standards. The mechanisms must be UL and cUL listed.

2.2. Training: Provide product manual(s) for the automatic openers/closers and provide one training session for Yellowstone National Park staff on the maintenance and care for new equipment. Training workshop schedule to be submitted for approval 14-days in advance.

3. STANDARDS AND INSTALLATION REQUIREMENTS:

3.1. Once mechanisms are installed the doors shall work efficiently and effectively as designed and intended. Final acceptance will include a two-week trial period of operation for each door(s) in which there will be no faults, breakages, or malfunctions. The contractor will correct any problems and is responsible for the correction of any issues until final acceptance. Any issue and correction will start the trial period again until there are two weeks free and clear of any issues.

3.2. The contractor is responsible for all measurements and quantities and shall field verify any measurements taken from existing drawings provided by the Government.

3.3. The contractor is responsible for removing the old mechanisms from the building and from the park.

3.4. All materials shall be approved by the CO and are at the discretion of the government. The contractor shall submit cut sheets for approval before any purchase of materials takes place.

3.5. If applicable to the opening and closing mechanism’s attachment and long term preservation of the historic wood doors the contractor shall follow and comply with the “Preservation” standards within the Secretary of the Interior’s (SOI) Standards for the Treatment of Historic Properties, https://www.nps.gov/tps/standards/four-treatments/treatment-preservation.htm. 3.6. All materials supplied and work performed under this contract shall be in accordance with applicable codes and accepted industry standards for the specific work tasks.

3.7. The contractor is not required to provide access through the doors they are working on while work is being carried out.

3.8. Accessible (ANSI and ABA) entry: The double-leaf doors shall meet American National Standards Institute (ANSI) and Builders Hardware Manufacturers Association (BHMA) standards for automatic or low energy swing doors, based on contractor recommendations. Because the doors are narrow (28”) at both entrances, both leaves will open simultaneously in the same direction (outward) to provide an accessible route for people using mobility devices. Doors will also meet Architectural Barriers Act (ANSI and ABA) Standards as follows:

· Door closing speed (Section 404.2.8). A minimum of five seconds is required from 90 degrees to 12 degrees.

· Closers will be calibrated with the minimum force practicable.

3.9. Per safety requirements for the building:

3.9.1. Occupants exit doors can be opened from the direction of exit travel without the use of a key, tool, or any special knowledge or effort when the building is occupied.

3.9.2. Panic hardware or fire exit hardware installed on a required exit door allows the door to open by applying a force of 15 pounds (6.80 kilograms) or less in the direction of the exit (Panic hardware is being installed by NPS).

3.10. Contractor will install directional signs at or near the four accessible entrances (one each) and will include the International Symbol of Accessibility. Approve signs and locations of signs with the COR before installation.

3.11. The Contractor shall follow all manufacturer’s recommendations for installation and application of products and materials and apply standard and accepted practices for quality of all work.

3.12. Manufacturer equipment warranties shall be in affect and will be carried by the government at final acceptance.

3.13. All mechanisms installed shall be backed by a warranty for a minimum of 2 years. The warranty shall cover parts and labor for standard use.

4. SPECIAL CONDITIONS / REQUIREMENTS:

4.1. The contractor shall schedule inspections with the COR to approve the work. Work shall not be assumed to be acceptable until it is inspected and accepted by the government.

4.1.1. The contractor is responsible for all safety precautions and procedures necessary and appropriate pertaining to both their own employees and sub-contractor employees. All applicable OSHA regulations shall be followed for safe work conditions including use of tools and personal protective equipment.

4.1.2. The contractor is responsible for all quality assurance.

4.2. These doors act as the outside entries into a secure federal government office building and require government issued identification and passcodes to enter. The entire building needs to remain secure during this project.

4.2.1. The contractor is responsible for maintaining secure access to the building through each set of doors only once the government has re-hung the doors on the day scheduled for installation of the new opening and closing mechanisms and thereafter for the duration of the project.

4.3. Contractor shall notify COR in advance if equipment is needed around buildings. Depending on surrounding vegetation and soil conditions, protection may be required and is at the discretion of the government.

4.3.1. Vehicular access to the building is within 30 feet in the rear and side parking lots east and south of the building. All equipment and materials shall be carried beyond this point.

4.3.2. No driving or staging is allowed on vegetated areas including lawns. Contractor to submit for approval a plan for protecting site; historic building, pedestrian access, landscape, and trees, including for the use of forklifts, and other equipment if needed.

4.4. The contractor shall coordinate with the COR to approve a designated staging area, as part of the workplan, in advance of staging materials to accommodate the work and ensure minimal impact to resources and maintaining surrounding access for park employees.

4.4.1. Materials for the project can be delivered directly to the site but must be clearly labeled with the COR’s (NPS project Manager’s) name. The NPS Supply Center takes deliveries at the address 22 Stable Street, Mammoth Hot Springs, Yellowstone National Park, WY 82190.

4.4.2. The Contractor is responsible for proper storage of their own materials and deliverables.

4.4.3. Care must be taken not to block the electric car charging stations, located in the parking lot southeast of the building, no blocking of fire hydrants, or NPS-owned dumpsters will be allowed.

4.5. No debris will be deposited in any government trash or recycling bins. The contractor is responsible for proper disposal of all waste associated with the work. All waste materials shall be removed from the park and recycled to the greatest extent possible.

4.6. Contractor is responsible for finding lodging accommodations outside the park boundaries (there is no NPS housing available).

4.7. Contractor to be aware of and observe all Yellowstone National Park regulations. General regulations are posted on the park website https://www.nps.gov/yell/index.htm, including wildlife safety. All work performed shall comply with applicable laws, regulations and NPS policies and guidelines.

4.7.1. To prevent the unnatural attractants to bears and other wildlife, no foods, garbage, drinks, trash or food and drink containers shall be placed outside trailers or secured buildings, except during actual use. Outside cooking at the site is prohibited.

4.7.2. Pets are prohibited.

4.7.3. Feeding wildlife is prohibited.

4.7.4. Observe required distances from wildlife.

4.7.5. Smoking is prohibited within 20 feet of government buildings.

4.8. Call 911 if there is an emergency within Yellowstone. Notify the CO immediately in the event of an accident associated with the work.

4.9. Any damage to government property from the contractor’s work is the responsibility of the contractor.

4.10. The contractor shall provide all materials and equipment needed to complete the work.

4.11. The contractor is responsible for all preparation, work performance, and clean-up necessary to complete the work.

4.12. The contractor is responsible for understanding all Yellowstone’s Road conditions that might affect the contract.

4.12.1. For information call the Yellowstone Visitor Services Office at 307-344-2107.

4.12.2. Interior Park roads are closed in the winter to accommodate over snow travel.

4.12.3. Vehicular access to Mammoth Hot Springs is available through the park’s North Entrance near Gardiner, Montana.

4.12.4. Yellowstone experiences heavy and congested traffic conditions throughout the summer season and it is also possible road construction could cause further delays in more than one location. Call the road status hotline at 307344-2117 for updates. The contractor is expected to follow all rules and regulations for traffic safety. The CO shall be notified one week in advance if wide loads are to be traveling on park roads – specific regulations and scheduling apply.

4.13. Weekend work shall be approved 7 days in advance by the contracting officer and is at the discretion of the government. Use of loud equipment shall be between the hours of 8:00 am and 6:00 pm, Monday-Friday.

5. PERFORMANCE:

5.1. Place Yellowstone National Park Headquarters, Mammoth Hot Springs, Wyoming. See map (Figure 1).

5.2. Performance Period: The period of performance is 90 days after Notice to Proceed. The notice to proceed shall start after May 1, 2023
