DRAFT
Statement of Work for Technical Support for FHWA’s Highway Driving Simulator
(HDS)
This is a non-personal services contract or task order to provide support services for the Highway Driving Simulator. The Government will not exercise any supervision or control over the contract or task order service providers performing the services herein. Such service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government as defined in this Statement of Work (SOW). The Contractor shall perform to the standards herein.
1.1 Background
The U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), Office of Safety and Operations Research and Development (HRDS) uses the Highway Driving Simulator (HDS) to conduct human factors research and to provide critical human factors support on special projects. The HDS is a fully interactive human factors research simulator. The human factors research program includes two major areas of research: 1) highway safety and 2) operations. Resulting research will provide knowledge, recommendations, assessment, assistance and coordination for overall highway safety and operations design, planning, projects, policies, programs, and technology for federal, state, and local governments. Under this contract, the Contractor shall conduct human factors research and provide critical human factors support on special projects by operating, maintaining, and as required, enhancing the HDS at the Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia. Throughout the conduct of these services the Contractor shall implement a Systems Engineering approach to guide the technical and scheduling aspects of the work.
Specific technical capabilities will be required of the Contractor. In particular, detailed knowledge of and practical experience in (1) driving simulation; (2) driving simulator experiments; (3) Intelligent Transportation Systems/Connected and Automated Vehicles. It would also be helpful it the Contractor had knowledge of human factors and behavioral research concerning highway safety and operations.
1.2 Objective
The objective of this contract is to provide on-site technical support to operate, maintain, and as required, enhance the HDS in support of the human factors research for the FHWA and work cooperatively with other contracting teams to support FHWA’s goals and objectives.
1.3 Detailed Requirement
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform all activities necessary to provide total support for HDS operation and maintenance, including both equipment/hardware and software applications, as necessary, to conduct applicable Government research programs. Technical support services shall include the following:
Task A: Project Management
• Kick off Meeting to be held in person at TFHRC or via video conference.
• Manage and report on resources and schedules of activities for operations and maintenance.
• Coordinate closely with the Contracting Officer’s Representative (COR).
Task B: HDS Equipment/Hardware and Software Maintenance
• Maintain the existing equipment/hardware and software in support of
HDS experiments, visualizations, and demonstrations.
• Obtain maintenance agreements with appropriate vendors for all designated equipment/hardware and software.
Task C: HDS Equipment/Hardware and Software Upgrades and Enhancements
• As equipment ages or new research requirements cause/create the need to upgrade the HDS’s capabilities, - make recommendations as appropriate for upgrades.
• Develop HDS Software.
• Incorporate and test new or modified equipment/hardware and software.
• Participate in HDS upgrades or system enhancements by designing, obtaining, integrating, and testing new or modified equipment/hardware and software.
Task D: HDS Operation
• Prepare the HDS for conducting experiments, visualizations, and demonstrations.
• Conduct testing and calibration. This may include tuning the HDS motion base.
• Develop and document a standardized set of operating procedures, including a checklist for preparing the HDS to run an experimental test participant.
• Operate the HDS during experiments, visualizations, and demonstrations.
• Promote a professional and cooperative work environment through interactions with the Human Factors Team and FHWA staff, their customers, and contractors responsible for the conduct of the studies in the HDS.
• Collect, review and format relevant data.
Task E: HDS Documentation
• Maintain and revise HDS documentation to be current and maintain it at a level of detail to enable technically qualified persons to learn to operate the system well enough to conduct normal operations within a two-month period of time.
• Maintain a monthly Operations and Maintenance Log of HDS activities.
• Maintain annual safety plan for laboratory.
Task F: HDS Tours and Demonstrations
• Support and facilitate tours and demonstrations of the facility in conjunction with FHWA, as required.
Task G: Interoperability and Cross-training Activities
• As directed by the COR, support the various simulator platforms, and support activities of TFHRC simulators other than the HDS.
Optional Tasks
A series of optional tasks planned during the period of performance of this contract are listed below. Please note that this planned work may be performed as a task order under this contract, but may be performed using a different contracting mechanism. The list below includes the potential tasks during the period of performance of this contract, but it not exhaustive, depending on the evolving needs, funding opportunities, and constraints of FHWA and the Government.
• Operator Console Replacement and Upgrade
• Car Cab Replacement and Upgrade
• Build Capability for Connected and Distributed Simulation
• Integrate CARMA/Cooperative Driving Automation with the HDS
• Build new Scene Data Libraries to support new workflow
Task A: Project Management
Task A.1. Kick-off and Regular Meetings with the COR and HDS Schedule of Planned Activities Report
A Kick-off meeting shall be held either in person or remotely via video conference 3 weeks from the start of the award. Additionally, at the COR’s discretion the Contractor shall meet with the COR on a regular basis, anticipated to be held bi-weekly, to discuss current and important HDS issues. The issues to be discussed may include, but are not limited to, the following:
• Planned experiments and roadway scenarios.
• Planned tours and demonstrations.
• Planned maintenance and upgrades.
• Activities requiring CO or COR advance approval
The Contractor shall maintain documentation in electronic format of all advanced approvals of activities by the CO or COR under the following tasks. Upon request by the CO or COR, the Contractor shall submit the documentation.
The Contractor shall meet with the COR and other relevant parties (e.g., other on-site support contractors) to work out the details of the experimental design and roadway scenario design referred to below. Before data collection begins, the Contractor shall get written approval from the COR that the experiment and roadway scenarios are satisfactory, and the experiment is ready to begin the data collection phase.
Task A.2 HDS Monthly Progress Reports
The Contractor shall submit Monthly Progress Reports in accordance with Section G. Financial reporting shall be done on a monthly basis in accordance with Section G.
Task B: HDS Equipment/Hardware and Software Maintenance
The Contractor shall maintain the existing equipment/hardware and software in support of HDS experiments, visualizations, and demonstrations.
Task B.1. Maintenance Agreements
The Contractor shall obtain maintenance agreements with appropriate vendors for all designated equipment/hardware and software. This shall include software maintenance agreements for software packages, as agreed upon with the COR. The agreements may also provide vendor services to perform preventative maintenance, repair malfunctioning equipment, and conduct software tests, as appropriate.
NOTE: The Contractor shall not enter into any maintenance agreements without the express written authorization of the CO.
Task B.2. Equipment/Hardware Maintenance
The Contractor shall conduct equipment/hardware maintenance including, but not limited to, the following activities:
1) Perform all preventative maintenance to HDS equipment/hardware, including, but not limited to, computers, electronics, graphics, video, eye tracker, and motion base equipment, as described in, and in accordance with the schedules in the HDS documentation, and as specified by the COR.
2) Investigate all equipment malfunctions noted by the on-site team, researchers, and COR. Isolate and determine the sources and causes of equipment/hardware malfunctions by utilizing appropriate diagnostic test procedures.
3) Repair and replace all defective components and parts. The Contractor shall procure replacement parts or other components that are not covered under vendor service agreements. Repairs shall only be made with prior approval of the COR. The Contractor personnel shall provide to the COR all technical, descriptive and source information before obtaining necessary parts or other components. All repairs shall be accomplished in accordance with good engineering practice and are subject to approval by the COR.
4) Conduct appropriate test and calibration procedures, once the repair is completed. Bring the performance of repaired equipment/hardware within applicable performance specifications, as defined by the equipment manufacturers. All test and calibration procedures are subject to the approval of the COR.
5) Conduct calibration activities as necessary to satisfy yearly calibration requirements of Government test equipment.
NOTE: The Contractor shall not purchase any components or parts exceeding $3,000 without the express written authorization of the COR.
Task B.3. Software Maintenance
Software maintenance shall include, but not be limited to, the following activities:
1) Repair any latent or induced software anomalies or bugs that would interfere with HDS operations.
2) Modify existing or developed software necessary to operate the HDS or collect and post-process data resulting from specific experiments.
Task C: HDS Equipment/Hardware and Software Upgrades and Enhancements
Task C.1. Upgrade and Enhancement Planning and Implementation
As equipment ages or new research requirements cause/create the need to upgrade the HDS’s capabilities, the Contractor shall participate in the upgrade of the HDS. This could include equipment that is needed to keep the HDS operational, but not expressly part of the HDS. These upgrade activities shall be planned to minimize the amount of time that the HDS will be unavailable for FHWA requirements. These upgrade activities shall follow accepted system engineering principles, including planning documents, preliminary reviews, critical reviews, subsystem tests, system integration, full-system tests, system evaluation, system acceptance, etc. This system engineering approach shall include the timely preparation and submission of the required plans, schedules, test reports, evaluation results, etc. Please note, if larger significant upgrades (as defined by the COR) are needed, additional task orders or the use of other contracting vehicles may be awarded. An example of a significant upgrade is the recently completed Visual System Upgrade.
The Contractor shall:
1) Provide Information to Parties Conducting Upgrades: As needed, provide any information on HDS specifications, operations, software and hardware to parties conducting HDS upgrades.
2) Participate in Specification and Selection of Equipment: Make appropriate recommendations to the COR for the specification and selection of equipment, both hardware and software, necessary for HDS upgrades. This shall include, but is not limited to, conducting research and writing recommendations to support identification of equipment for selection and specification. This equipment and software shall embrace all aspects of the HDS to include, but not be limited to, the following examples: projectors, screen, car cab components, displays, operator consoles, computers, image generators, motion base components, in- vehicle display devices, eye tracking equipment, etc.
3) Participate in the Design and Implementation of HDS Upgrades: Actively participate in all aspects of the design and implementation of HDS upgrades to include but not be limited to analyses of user needs, identification of appropriate systems, production of programs and computer code, installation of equipment, bench marking of equipment, and acceptance testing of individual subsystems and fully integrated systems, programs and computer code, installation of equipment, bench marking of equipment, and acceptance testing of individual subsystems and fully integrated systems.
4) Ensure Adequate Training for Contractor Personnel on New Hardware and
Software: If new or modified hardware and software are introduced into the HDS, the Contractor shall provide its on-site personnel proper and adequate training to ensure they are knowledgeable and proficient in its use and functions.
Task C.2. New or Modified HDS Equipment/Hardware and Software
The Contractor shall participate in and support activities concerned with new or modified HDS equipment/hardware and software procurements, installation and testing. The Contractor shall:
1) Specify and purchase hardware and software for use in HDS modifications or enhancements, as requested by the COR.
2) Install hardware and software according to accepted best practices.
3) Develop test and calibration procedures or check and modify, as appropriate, existing test and calibration procedures for adequacy.
4) Conduct final hardware and software testing prior to Government acceptance.
5) Review supplied documentation for adequacy and correctness.
6) Incorporate new or modified equipment/hardware and software into all applicable HDS documentation.
7) Develop written Work Plans and Schedules for all upgrade and system enhancement work, implement sound System Engineering principles in these plans and schedules, seek and obtain the written approval of the COR before conducting any specific tasks under these plans and schedules.
Note: The Work Plan shall be consistent with the contract and all exhibits. The Work Plan shall not be construed to override or change the requirement or exhibits of this contract. The controlling document for the requirement shall be the contract, its exhibits, and any modifications issued.
Task C.3. Software Creation, Maintenance, Upgrades and New Purchases
The Contractor shall develop HDS software as needed in support of HDS experiments and visualization activities. The Contractor shall perform software development, maintenance, upgrades and purchase of new software as required with the approval of the COR. The Contractor shall conduct strict and documented configuration management of all software to ensure stability during data collection.
NOTE: The Government shall maintain unlimited rights to all software and data developed, including, but not limited to, source code and executable code. The Contractor shall furnish all developed software code, documentation, and related data and information to the COR at the COR’s request.
Task D: HDS Operation
Task D.1. HDS Preparation
Based on written approval of the COR, the Contractor shall prepare the HDS for conducting experiments, visualizations, and demonstrations. (Please note that it is not anticipated that new experiments will begin during the length of this contract). The Contractor shall work closely with the human factors specialist or FHWA Principal Investigator (PI), other Federal staff, contract research support staff, and the COR to implement experimental procedures in the HDS. The Contractor shall provide to the COR a written plan and schedule of how and when the hardware and software shall be prepared. In the case of experiments, the plan and schedule shall be coordinated with the study Work Plan provided by the PI. The Contractor’s plan and schedule shall be approved in writing by the COR before implementation. The Contractor shall with direction and approval of the COR:
1) Produce a Roadway Display: As requested, define a roadway scenario to conform to a roadway description provided by the PI and the COR. Make the necessary calculations to define the roadway coordinates and other information required by the scenario. Use the calculated values to produce a scenario, which conforms to required experimental geometries. Please see note above that it is not anticipated that a new experiment will begin during the length of the contract. If an experiment is scheduled, this will be directly communicated by the COR as a request to produce the roadway scenario.
2) Develop Algorithms: As a minimum, develop suitable and efficient algorithms to control simulator equipment, sequence operation, collect and manipulate experimental data, or otherwise contribute to simulator operations. Algorithm development shall include, but not be limited to:
a. Producing source programs from developed algorithms.
b. Compiling and testing developed programs.
c. Debugging programs as necessary.
d. Researching sources for existing code and scenarios that can be used.
e. Incorporating developed programs into existing HDS software.
f. Post-processing and formatting data from HDS and other designated sources.
g. Writing user and program documentation for new and modified programs.
3) Provide Sequencing and Control of Simulator Modules: Provide the sequencing, timing, milestones, and other information necessary to properly control simulator modules for any experiment or demonstration scenario developed.
4) Preview and Modify Developed Scenario: Preview the scenario and control of peripheral HDS modules. Compile and test the scenario produced, note and correct nonconformities and errors, until the scenario is approved for use in the experiment or demonstration by the PI and the COR.
5) Calibrate HDS: Test and calibrate HDS modules prior to each experimental or demonstration run, or as indicated in the HDS documentation. Specific software-based test and calibration programs shall be used as appropriate.
6) Prepare In-Vehicle Displays: As specified by the PI in the Work Plan and approved by the COR, prepare in-vehicle displays for experiments. These displays are to be coordinated with the HDS scenario(s) and event triggers.
7) Prepare Video Recordings: As requested, prepare video recordings and other materials as requested that are used as stimulus materials in the Human Factors (HF) Laboratory for use at conferences and demonstrations.
Task D.2. HDS Operation
The Contractor shall operate the HDS during experiments, visualizations, and demonstrations. The Contractor shall work closely with the human factors specialist or FHWA PI, other Federal staff, contract research support staff, and the COR to implement the study Work Plan provided by the PI.
The Contractor shall ensure that the HDS facility can execute an agreed upon study Work Plan in an efficient and timely manner. The Contractor shall follow the COR-approved schedule to execute experiments and demonstrations. The Contractor shall:
1) Work with Contractor research investigators to conduct preparation and training of the volunteer research participants for experimental runs. These duties typically include explaining functions of the car cab controls and training participants in specialized experimental procedures.
Note: The Contractor is not responsible for recruiting research participants.
Rather, the Government will be responsible for recruiting and paying the research participants for experiment participation.
2) Operate the HDS during experimental, demonstration, and post-experiment data analysis runs. Assure all system modules are working correctly and consistently and that the required data are being obtained and recorded properly.
3) Collect Data: Enter appropriate demographic subject data and subsequently perform the data collection in accordance with COR approved experimental procedures. Inform the study PI and the COR of the progress of each run.
Note any equipment or subject abnormalities and immediately notify the PI and the COR. Terminate or modify run procedures and HDS operations at the request of the COR. To ensure the integrity of an experiment, changes to any procedures must be made with the concurrence of the COR, HDS Contractor, and the study PI.
4) Format, Review and Prepare Data: As required by the COR, conduct data analyses, write analytic software, reformat and post-process data, access analysis programs from the computer’s library, manipulate the data, and obtain printouts of analysis results. Transfer data. Post-process, program and otherwise prepare and use COR approved data in statistical or other analyses conducted on COR-authorized computers. Use appropriate software to assist in analyzing the collected data and display them in charts, graphs, etc.
5) Backup Data: Ensure sufficient redundancy and backup procedures are in place to prevent the loss of critical data or applications. Backup data on a frequent basis to ensure critical data and applications are not degraded or lost.
Task E: HDS Documentation
Task E.1. Maintain and Revise HDS Documentation
The Contractor shall maintain and revise HDS documentation to be current and at a level of detail to enable technically qualified persons to learn to operate the system well enough to conduct normal operations within a two-month period of time.
NOTE: HDS Documentation will be current at the time of contract award.
The Contractor shall incorporate new or modified equipment/hardware and software into all applicable HDS documentation.
All documentation shall be maintained in soft copy (primary and backup) and backed up at least weekly.
1) The Contractor shall update the Annual Safety Plan which identifies and defines safety policies for the HDS lab and employees. An example of the recent safety plan will be provided at the award of the contract.

3) The Contractor shall revise and maintain HDS equipment/hardware documentation to reflect any changes attributable to: (1) equipment repairs, (2) integration of new or modified equipment, and (3) vendor changes or wiring modifications. Maintenance of documentation shall include, but not be limited to, schematics, wire lists, interface drawings, parts lists, and mechanical or layout drawings. The Contractor shall make the COR aware of significant changes to the documentation. The Contractor shall maintain two copies of all hard-copy documentation. As much as possible, HDS equipment/hardware documentation shall be maintained in soft copy. The Contractor shall maintain a primary and a backup copy of all soft documentation. All documentation, both hard and soft copy, shall be accessible to the COR, or others designated by the COR.
4) The Contractor shall develop and maintain documentation of all software. The
Contractor shall update software documentation to reflect any newly developed programs, changes or modifications to existing programs, or other software items. The software documentation shall include information on Configuration Management. The software documentation shall include sufficient detail as would be needed for the FHWA, or a designated third party, to understand, use and modify the software.
5) The Contractor shall ensure that documentation is current and updated according to an agreed-upon schedule for each type of information, but never less frequently than once per month.
Task E.2. Monthly Operations and Maintenance Log of HDS Activities
The Contractor shall maintain a monthly Operations and Maintenance Log of HDS activities. The log shall be maintained in a write-protected software format accessible to the COR, and other designated Federal staff. The log shall have a primary and a backup copy (backed up on a weekly basis at a minimum). The log will be used to review levels of effort for various activities with the goal to improve productivity through better allocation of personnel, equipment, and procedures. As a minimum, the log shall contain the time (current and documented) spent on the following activities:
• the cumulative hours HDS is operated,
• experiments to include development, data collection, etc.,
• maintenance, both corrective and preventative,
• replacement parts ordering, receiving and installation,
• new software installation or software modification,
• conduct of laboratory tours for visitors, and
• other information as identified by the Contractor or requested by the COR that would be useful in operating and maintaining the system.
Log notations shall be dated and the estimated total time spent on the activity noted. All documentation shall be stored for the duration of the contract.
Task F: HDS Tours and Demonstrations
From time to time the Contractor shall support and facilitate tours and demonstrations at the facility or external events such as providing demos at the TRB Annual Conference. The COR or an appointed designee will inform the Contractor of upcoming tours and demonstrations and the nature and content of materials that must be shown. The Contractor shall support these tours and demonstrations in such a way as to cause minimal negative impact on the schedule of ongoing laboratory enhancements or experiments.
Task G: Interoperability and Cross-Training Activities
The HDS laboratory is operated as an integral part of an array of simulation facilities located at TFHRC. These complementary research simulator facilities represent a broad spectrum of simulation fidelity and are used to conduct complex programs of research that require a series of related experiments to pass through a variety of driving simulators. These additional simulation facilities at TFHRC are operated by the Government and by other contractors.

Task G.1. Support Other Simulators and Platforms at FHWA
Upon direction from the COR, the Contractor shall work on the various simulator platforms that support human factor research experiments in TFHRC simulators other than the HDS. For experiments conducted in other portions of the Human Factors Laboratory, the Contractor shall work on experiment preparation or other aspects of the studies, as requested by the COR. The Contractor may be required to perform the following: preparation of stimulus materials, data formatting, development of data collection and other programs or provide technical assistance.
Task G.2. Limited Off-Site Activities
As directed by the COR, the Contractor may be required to work off-site on limited assignments as needed. Such an assignment would be limited in nature but would allow flexibility to support FHWA goals. As needed, the precise job functions and durations of off-site assignments will be discussed and mutually agreed upon between the Contractor and the COR.
In all laboratory interoperability, cross-training, and off-site activities, the Contractor shall maintain a free and open channel of technical communications among all of the HDS Contractor staff and all of the other contractors and Government technical, managerial and administrative staff. The Government recognizes the Contractor’s need for a cohesive organizational identity.
However, that need shall not interfere with the paramount Government desire to establish an environment of teamwork and cooperation among all Government and contractor personnel contributing to the complex, interdisciplinary Human Factors research program. The Contractor shall work actively and effectively to build teamwork and cooperation among all participants in contract activities, fellow contractor employees, other contractor employees, the Government, customers, managers, CORs, subcontractors, consultants, etc.
C.2 PERIOD OF PERFORMANCE
The period of performance shall be for (1) Base period of 2 years, and (3) one year options. The period of performance reads as follow.
3.0 General (Note: This section applies to a Performance Work Statement, enter “N/A” if using this format for a Statement of Work
(Note: This section applies to work conducted at a Government Facility, enter “N/A” if place of performance is at the contractor’s facility Working hours shall generally be from 7:30 a.m. to 4:00 p.m., including lunch, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, similar Government directed facility closings, or unless otherwise requested by the COR. Work hours for Contractor personnel shall not exceed 40 hours per week unless authorized by the COR and approved by the Contracting Officer. If vacation time of an employee is expected to exceed 10 consecutive working days or sick leave 5 consecutive working days, a replacement shall be provided. This replacement shall be billed at the absent employee's rate. Overtime is not authorized unless specifically negotiated and rates incorporated in the schedule. The Contracting Officer must authorize overtime. To compensate for any weekend hours worked, time off during the normal weekdays can be granted.
The Contractor at all times must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
Any Contractor personnel working on Government premises shall observe only the holidays listed below:
New Year's Day Martin Luther King, Jr. Day Presidents’ Day Memorial Day Juneteenth Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day
Any other day designated by Federal statute.
Any other day designated by Executive Order.
Any other day designated by Presidential proclamation.
When any such day falls on a Saturday, the preceding Friday is observed; when any such day falls on Sunday, the following Monday is observed. The cost of salaries and wages to the Contractor for the above days shall be a direct cost for employees whose regular time is normally direct charged, and a reimbursable item of indirect cost for employees whose regular time is normally charged indirect (in accordance with the Contractor's accounting policy.) It is understood and agreed between the Government and the Contractor that observance of these days by the Contractor personnel shall not "on-its-face" cause an additional period of performance, or entitlement of compensation except as set forth above. In the event the Contractor's personnel work during a holiday, no form of holiday, overtime or other premium compensation will be reimbursed either as direct or indirect costs.
When administrative leave is granted to FHWA Federal employees in the Washington, D.C.
metropolitan area, on-site Contractor personnel will also be dismissed. When administrative leave is granted to Contractor personnel as a result of inclement weather, as a result of potentially hazardous conditions, or as a result of other special circumstances, it will be without loss to the Contractor. The cost of salaries and wages for on-site personnel for the period of any such excused absence will be a reimbursable item as explained in the preceding paragraph.
3.1 Phase in/Phase Out Period
The Contractor shall conduct the following activities during the phase-in period:
• Transfer responsibility for current support services
• Transfer custody of historic data, documentation, processes, training, and tools
• Transfer user and system administration for all systems and tools
• Transfer administrative user accounts
• Transfer of all compiled and un-compiled source code (all versions, updates, and patches)
• Transfer access keys, cards, and security codes
• Participate in knowledge transfer activities
3.2 Place of Performance
All technical work performed under this contract relevant to on-site operation of the HDS shall be performed on-site at the Turner-Fairbank Highway Research Center in McLean, Virginia. There may be instances where remote work is allowed and can be approved in writing by the CO or
COR.
3.3 Physical Security
The Contractor shall be responsible for safeguarding all government equipment, information, and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
3.4 Special Qualifications
Due to highly specialized technical nature of the work performed under this contract, the Contractor shall be required to provide the following professional staffing positions: 1 Program Manager, 2 Senior Programmers, 1 Junior/Mid-level Programmer, and 1 Mechanical/Electrical Technician. A Programming assistant may also be necessary part-time on-site as needed based on workload. With the exception of the Program Manager and the Programming Assistant, each of the positions is required full-time. Limited telework options may be considered with the expectation that the lab has coverage 5 days per week at the TFHRC HDS facility. This requires approval from the COR. This can change during high volume periods where all staff must be working on-site and is up to the discretion of the CO/COR.
Program Manager: The Program Manager (PM) shall be responsible for overall management of the contract, including quality assurance for all products delivered to the government and availability of resources. The PM shall have experience in successfully managing at least two completed projects under Federal contract comparable to this project in size and content. The PM shall have a minimum of 10 years of experience in software or systems engineering and simulation related research and development, preferably driving simulation experience. The PM shall have demonstrated success in keeping projects involving multiple professionals on schedule and within budget, and in providing high quality products meeting the sponsor’s expectations. Depending on the nature of the tasks, the PM must be able to dedicate up to 50% of total annual labor hours over the period of performance to manage the contract, and shall be available for communications and presentations to the government concerning program management.
The person shall have demonstrated experience in managing a large, multi-disciplinary team of human factors or engineering professionals. This person may serve as the main contact with the COR in all financial contract activities and shall be responsible for allocation of contract resources to meet the requirements of the contract. This person should be an experienced manager, having a technical background with a proven record of getting high quality work completed on or ahead of time.
2 Senior Programmer(s): One of the Senior Programmers (SP) shall be responsible for overall technical direction and supervision of task leaders on all tasks under the contract.
The SPs shall have at minimum a bachelor’s degree in a field applicable to software engineering and real-time simulation (Masters or Ph.D. preferred), and a minimum of 10 years of progressively responsible experience preferably in the areas of human factors and simulation research and/or training. This experience shall include technical leadership of significant research and development work. The SP must be able to dedicate 100% of total annual labor hours over the period of performance to the contract and shall be available for communications and presentations to the Government concerning technical progress and results.
Responsibilities may include, but are not limited to the following:
• For the SP who serves as the technical leader and supervisor, also act as onsite point of contact for COR.
• Assist Program Manager in fulfilling all technical and administrative duties of the contract.
• Work closely with the FHWA and Contracted PIs to help design real-time scenarios to conduct research in the areas of surface transportation and human factors.
• Maintain software and hardware integrity.
• Ensure that programs run without errors during periods of data collection.
• Work with PIs to help develop work plans, write papers and reports, and assist in data collection.
• Supervise subordinate personnel.
• Notify the COR when software/hardware issues arise.
• Work with the COR to maintain and upgrade the HDS on an as needed basis.
• Attend team meetings on an as needed basis.
• Travel to technical conferences for outreach activities.
1 Junior/Mid-level Programmer: The junior/mid-level programmer (JMP) shall be responsible for providing technical and/or administrative assistance to the Senior Programmer(s) and Project Manager. The JP shall have at minimum a Bachelor’s degree in a field applicable to software engineering, arts and design, and real-time simulation and visualization, and a minimum of 2 years of progressively responsible experience preferably in the area of software engineering, real-time development, object modeling, and simulation training and/or research. Depending on the nature of the tasks, the JMP must be able to dedicate 100% of total annual labor hours over the period of performance to the contract, and should be available for communications and presentations to the Government concerning technical progress and results.
Responsibilities may include, but are not limited to the following:
• Assist SPs in software development and modeling for scenarios in real-time simulation.
• Work closely with the FHWA and contracted PIs to help design real-time scenarios to conduct research in the areas of surface transportation and human factors.
• Maintain software and hardware integrity.
• Ensure that programs run without errors during periods of data collection.
• Work with PIs to help develop work plans, write papers and reports, and assist in data collection.
1 Mechanical/Electrical Technician: The Mechanical/Electrical Technician shall have, as a minimum, an Associate’s degree or have successfully completed two years of technical school. The Mechanical/Electrical Technician shall have a minimum of ten years of experience, four of which shall be at the senior level, developing, evaluating, testing, installing, and maintaining complex electronic instrumentation systems using a wide range of sophisticated test equipment. The Mechanical / Electrical Technician shall also have two years of demonstrated experience in the operation and maintenance of electronic and video systems commonly used in simulators.
Depending on the nature of the tasks, the Technician must be able to dedicate 100% of total annual labor hours over the period of performance to the contract, and should be available for communications and presentations to the Government concerning technical progress and results.
Responsibilities may include, but are not limited to the following:
• Perform all responsibilities as assigned by the PM and SP(s).
• Maintenance and safety oversight of all electrical and mechanical components of the simulator, which may include equipment purchases.
• Perform any required repairs.
• Care for and align projectors on an as needed basis.
• Assist PIs and Research Assistants with data collection.
• Report any equipment failures and/or malfunctions to the SP (s) and the COR.
Optional Programming Assistant: This person will report to the SP(s) and the PM and will perform all duties as assigned. This person shall have a high school diploma, and shall be proficient with software engineering and programming, preferably in C++, a Linux operating system, and some demonstrated knowledge of real-time simulation and modeling. This person may work full-time (40 hrs./week) on a temporary basis or on a part-time basis for a specified period of time (10-20 hrs./week).
If the contractor finds a need to propose any individual possessing expertise other than the expertise identified above in the staffing requirements, then the contractor shall identify such additional need and shall explain why that expertise and that individual is required in relation to the specific lettered Task(s) to which such individual is assigned.
