Section B: Description of the Supplies/Services Required

The 100th Civil Engineering Squadron (100 CES) is looking to acquire a Pump Operations Simulator that is a full-size customized replica of a Fire Engine Pump Panel. It must feature realistic components and functionality providing safe, economical and highly realistic training on pump panel operation in a controlled and repeatable environment. The Pump Operations Simulator must supplement pump training on a real fire apparatus and performs many of the same functions. It must allow for reinforcement of hands-on pump operations training for new and existing pump operators in a controlled, cost efficient and fail-safe manner. This Simulator will be located at RAF Mildenhall Fire Station to lower costly wear and tear on in service fire pumps increasing their life expectancy to support the 100 FW mission and help reduce workload for the 100 LRS Fire truck mechanic team.

Items included:

1) QTY 1; Top-Mount Pump-Ops Panel (DPO-1000-TM), Part Number DP01-2, to include:

a. Standard DOD Top- Mount Pumps- Ops Panel Simulator Unit

b. Instructor Operator Station (IOS)

c. Training Materials/ User Manuals

d. Warranty: 12 Months System Coverage

2) QTY 1; Customization - Pierce Hybrid Panel, Part Number DPO2-8, to include:

a. Design/Development/ Manufacture of custom changes

b. Pierce Panel layout based on DPO-1000-TM Form Factor

c. Labels and Performance Decals as required

3) QTY 1; Install, Operations and Maintenance Training- 2 days (OCONUS), Part Number DPO3-2

4) QTY 1; Crating, Shipping and Delivery to RAF Mildenhall F.O.B. Destination, Part Number DPO4-1

Section C: Justification for Soliciting from a Single Source or Brand Name

After extensive Online searching and phone calls, the FAAC Incorporated, Pump Operations Simulator has been deemed as the only brand to meet this requirement in its entirety. The Pump Operations Simulator manufactured by FAAC is the only model on the market that will integrate operations with the Driver Simulator and Incident Command Module. Furthermore, FAAC is the only brand of Pump Operations Simulator that can meet the specific needs of the unit, as they are the only ones that could be found to provide a replica of the Pierce engine panel for hands on that reacts real time with virtual training software that allows a single instructor to enter scene scenarios real time during the training. Other companies that were looked at and contacted could provide either stand alone software for a "CBT" style training, or could make a mock up of a fire pump without working parts that interact with active software. Unlike traditional pump units that require the use of thousands of gallons of water, FAAC’s pump panel simulator does not require water, reducing the environmental impact and allowing you to conduct training even when water usage restrictions and bans are enforced. Use of the FAAC also helps increase the lifespan of current real-world use apparatus that currently are used to performing this training. Current training evolutions puts excessive wear and tear on apparatus and increases their out-of-service time. Currently, there are a multitude of different parts of the truck that can break during training operations, that come with a huge financial price; each truck cost roughly $650,000 and the pump costing

This product will also enable the personnel to operate pump panel year round indoors which help with harsh weather that create hazardous driving and outside working conditions during training. The FAAC Pump-Ops Simulator is capable of performing many of the same functions as a real fire apparatus pump panel. Each Firefighter requires a total of 9 hours on a running fire pump to become certified, with each hour of pump time using 150 gallons of water a minute;

approximately 9,000 gallons of water per training hour. Therefore, the Pump Ops Simultor panel provides real hands-on training while reducing the environmental impact; enabling one to provide training even when faced with water usage restrictions or water bans.

Section D: Efforts to Obtain Competition

A brand name justification will be used for this acquisition despite FAAC Incorporated being the sole manufacturers of the Pump Operations Simulator, they work closely with several vendors on DLA contracts and GSA Schedules therefore competition is to be expected. Several options were considered for austere winter weather training for RAF Mildenhall Firefighter pump proficiency.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Ongoing market research will continue at the unit level to identify potential sources for a full size pump simulator/trainer.

Further, this Justification will be posted on Beta.Sam.gov for full public disclosure of Brand Name Action. If the Fire Department requires a simulator or trainer in the future, the unit will proceed with further market research to identify any possible commercial alternatives/options.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
