If on-going market research uncovers another brand name that presents a compelling advantage over the current command standard, steps will be undertaken to evaluate alternatives. | |

| 3: OPNAVINST 3710.7 establishes minimum requirements for life support and survival equipment. The Aviation-Crew Systems Manual, a series of technical instructions, is released under the authority of the Naval Air Systems Command (NAVAIRSYSCOM) and includes Technical Instruction NAVAIR 13-1-6.5 for Rescue and Survival Equipment. This instruction directs the use of the Aqualung SEA bottles for use as an emergency air supply during helicopter or tilt-rotor aircraft operations over water. The required supplies will be used to perform mission critical scheduled maintenance on the current inventory of SEA systems. IAW NAVAIR 13-1-6.5, the only source authorized for manufacturing of replacement brand name parts or components is Aqua Lung, Inc. The risk associated with purchasing another brand relates to the capability of the system to the current inventory of SEA bottles. The Government would duplicate costs to replace the entire inventory with model or another brand. Entire inventory of SEA bottles currently maintained by the Dive Locker are Aqualung LV2 SEA systems. | |
| 2: IAW FAR 13.106-1(b)(1)(i), Aqua Lung, Inc., is the only manufacturing source reasonably available to provide this brand of life saving equipment which would satisfy this requirement, however there are distributors capable of providing. | |
| 1: This requirement is for the purchase of replacement parts and components of the Survival Egress Air (SEA) System. The SEA is a compact emergency underwater breathing device that provides emergency breathing air upon demand during egress from submerged aircraft. LOGSU2 Dive maintains a large quantity of SEA systems in support of Air Ops. The SEA is categorized as Life Support and Survival Equipment and these parts will be used to perform mission critical scheduled maintenance. | |
