About this file
This is a Pre-Contract Briefing document issued by the 169th Security Forces Squadron at McEntire Joint National Guard Base in South Carolina for contractors engaged in refuse collection services. The briefing outlines mandatory security and access procedures that all contractor personnel must follow during their time on the installation. All employees must be registered on an Entry Authority List (EAL) prior to gaining base access, which requires submission of full legal name, driver's license or identification card number, and E-Verify confirmation. Personnel vetting through the National Crime Information Center (NCIC) database is completed within 72 hours of EAL submission. EALs remain valid for the contract period but not exceeding 179 days, after which the base sponsor must revalidate the employee listing. All contractors receive Defense Biometric Identification System (DBIDS) identification, with paper passes issued for contracts under 30 days and DBIDS cards for contracts between 30 and 180 days. Access is denied for individuals with disqualifying factors including terrorism connections, inability to verify identity, previous federal installation bans, active warrants, convictions for espionage, sabotage, treason, firearms or explosive violations, sexual assault, drug distribution, or felony/misdemeanor convictions involving violence within the past ten years.
Contractor personnel must enter and exit through the Main Gate Visitor Control Center during operating hours of 0600–1500, with all work outside normal duty hours requiring advance coordination with the Civil Engineer/TAG-FMO Representative. All vehicles require current registration, insurance, and valid driver's licenses for all occupants matching EAL information; vehicles are subject to search for drugs, stolen government property, weapons, and explosives upon each entry. Firearms are prohibited on base except for certified law enforcement personnel. Standard traffic regulations apply including a maximum speed of 45 mph base-wide and 30 mph in populated areas. Contractors must report directly to work sites with no authorization for leisure activities, and photography is prohibited without prior authorization. Terminated employees must immediately surrender all access credentials to Security Forces. The employer is responsible for ensuring legal employment eligibility, including E-Verify documentation, and the installation maintains active coordination with Immigration and Customs Enforcement, the Social Security Administration Fraud Investigations Office, and the Internal Revenue Service. Violations of traffic, safety, or security regulations may result in loss of driving privileges or base expulsion, with all law enforcement actions prosecuted in Federal Court.

169 SECURITY FORCES SQUADRON
McEntire Joint National Guard Base
PRE-CONTRACT BRIEFING
Updated 01 August 2018
The 169th Security Forces Squadron welcomes you to McEntire Joint National Guard Base (JNGB). Our Squadron is responsible for all law enforcement and base security measures. We wish to inform you of several key procedures that are required to be followed during your time with us. The following is a list of those key procedures.
It is the responsibility of the General Contractor to ensure that all information provided in the Pre-Contract Brief is passed on to all Sub-Contractors and applicable employees.
All employees must be identified on an Entry Authority List (EAL). This list is provided by your base sponsor. The following information will need to be provided to your sponsor prior to gaining access onto the installation:
· Name (Full Legal)
· Driver's License or Identification Card #
· This can also include Passport, Work Visa, etc…
· E-Verify Confirmation
Personnel will be vetted within 3 working days (72 hours) from the time Security Forces Pass & ID receives the EAL from your Base Sponsor. Only personnel on the EAL are allowed entry onto the installation. Those not on the EAL will be denied entry, and sent off base. All EAL's are valid for the period of the contract but not more than 179 days. After 179 days the base sponsor will re-accomplish the EAL after validating the employee listing.
All contractors are required to be vetted through the National Crime Information Center (NCIC) Database. When determining fitness of contractors, the following violations will be used to deny personnel access onto the installation: ·
· The individual is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.
· The installation is unable to verify the individual's claimed identity.
· The individual has previously been barred from access to a federal installation or standalone facility.
· The individual is wanted by Federal, State, Local, or other civil law enforcement authorities, regardless of offense or violation.
· The individual has any conviction for espionage, sabotage, treason, terrorism, or murder. The individual's name appears on any Federal or State agency's watch list or hit list for criminal behavior or terrorist activity.
· The individual has been convicted of a firearms or explosive violation.
· The individual has been convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell, or drug distribution.
· The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force.
· The individual has been convicted of a felony, misdemeanor, or crime involving violence in the last ten years.
NOTE: Bold/underlined indicates the majority of charges where access is denied. Individuals may appeal access denial on a case by case basis.
This installation utilizes the Defense Biometric Identification System (DBIDS) for access control identification. Contractors will have to submit to a photograph, fingerprinting and provide their Social Security Number when receiving their installation access badges. Failure to provide the information will be grounds to deny access onto the installation.
A DBIDS visitor's paper pass will be issued to each individual for contracts less than 30 days. A DBIDS card will be issued to each individual for contracts over 30 days but less than 180 days. All DBIDS identification will be issued at the Visitor Control Center or the Security Forces Pass & ID office.
Please Note: It is the employer’s responsibility to ensure all employees, especially "Resident Aliens," are legally eligible for employment. This installation requires E-Verify Documentation.
The 169th SFS maintains a close working relationship with the Immigration and Customs Enforcement Team (ICE), the Social Security Administration Fraud Investigations Office, and the Internal Revenue Service. These organizations are notified when an unauthorized person attempts to gain entry onto the installation, and an investigation may be launched into the company dealing with these individuals.
All contractors are required to enter and exit the installation through the Main Gate
Visitor Control Center:
The hours of operation for the Visitor Control Center is 0600-1500 Main Gate operating hours are from 0530-2400 All work after normal duty hours and weekends must be coordinated with your Civil Engineer/TAG-FMO Representative or sponsor. Any vehicle driven on McEntire JNGB must be accompanied by current registration and current insurance. All personnel to include the driver and passengers must have a valid driver's license or identification card that matches the information on the EAL in order to enter the installation. All vehicle operators must possess a VALID driver's license. All contractor vehicles to include privately owned vehicles (POV's) entering the base will be searched each time they enter (i.e. morning, lunch, etc.). If you have or foresee any issues with the termination of an employee you may contact the Base Defense Operations Center (BDOC) for assistance at (803) 647-8284. Ensure your sponsor establishes a new EAL upon any employee termination or hiring.
Civilian contractors are required to report directly to the work site. No leisure sight-seeing is authorized. Contractor personnel without military ID cards may utilize the AAFES/Shoppette (Building 157) but cannot purchase tobacco products or alcohol.
Photography of any kind is prohibited without authorization. This includes the use of camera's, cell phones, or any other device able to capture an image. Please contact your sponsor for further information.
Please note that any violation of traffic regulations, safety regulations, or security regulations may result in loss of driving privileges up to base expulsion. McEntire JNGB is an exclusive federal jurisdiction and as such any law enforcement actions can and may be prosecuted in a Federal Court, NOT local Magistrates Court.
Your Civil Engineering, TAG-FMO or sponsor is your first line of communications. Please be advised that contractor personnel are not authorized to inform Security Forces of instances when they will be working or who will be working. Any work related questions should be routed through your base contact.
The goal of the 169th SFS is to protect all personnel and property on McEntire JNGB, by providing a safe and secure work environment. This goal includes you as a temporary member of the McEntire family. With your assistance we can ensure that this primary goal is met.
