VA Medical Center Milwaukee, Wisconsin

Medical Center Memorandum 006S-142 January 2015

PARKING AND TRAFFIC CONTROL

1. PURPOSE: To state policies and procedures concerning parking and traffic control on VA property.

2. POLICY: All employees, patients, general public, and visitors are expected to comply with federal, state, county, and city laws and ordinances governing the operation of motor vehicles as well as the provisions of this memorandum.

3. RESPONSIBILITY: The Chief, Police Service is delegated the overall responsibility for parking and traffic control at the Clement J. Zablocki VA Medical Center and action taken on violations through the U.S. District Court Violation Notice System. The Chief, Police Service will also conduct an annual survey and review parking space allotments. All division managers with training personnel and/or students under their jurisdiction will be responsible for properly identifying assigned parking areas to these individuals.

4. PROCEDURES:

A. General:

1) Vehicles will park only in designated areas. All "No Parking" areas, "Reserved Parking" areas and "Fire Lanes" are indicated by signs and appropriate curb markings.

2) The speed limit on the grounds is 20 miles per hour, unless otherwise posted. Radar and/or vehicle pacing will be used to monitor vehicle speed.

3) Double parking, blocking crosswalks, parking at loading docks, parking within 15 feet of a fire hydrant, and parking in fire lanes and roadways is prohibited.

4) Pedestrians have the right-of-way over vehicles in all areas.

5) Parked vehicles should have the ignition key removed, windows closed, and doors locked for the protection of the vehicle and its contents against theft.

6) Every effort will be made to protect vehicles and their contents while parked on the medical center grounds; however, the Department of Veterans Affairs assumes no liability for, loss from or damage to, privately owned vehicles and their contents.

7) Storage of vehicles on facility grounds is prohibited.

B. Vehicle Identification

1) All employees and regularly scheduled volunteers, who park in controlled parking areas, are required to register and display VA decals on each personally owned vehicle parked on the VA grounds. If an employee uses two or more vehicles, each vehicle will display its own decals.

2) Carpools (2 or more people) will be issued a special permit for their vehicles. Only one special permit will be issued to each carpool, which will be displayed on the car pooler's current vehicle. VA decals are required on carpool vehicles along with the carpool permit.

3) The following color code will be used:

a) RED DECAL - Staff Physicians, Consultants, Attending Physicians, and Division Managers.

b) GREEN DECAL - General employees and other medical support staff.

c) BLUE DECAL - Volunteers.

d) YELLOW DECAL - Domiciliary patients.

e) BROWN DECAL - Research Service personnel.

f) ORANGE CONTRACTOR DECALS - Facilities Management Division Contractors.

g) PURPLE DECAL - Green House staff.

4) In order for employees to obtain decals, they are required to show their picture l.D. card at the time of issuance. The red, green, blue, and brown decal will be placed on the lower portion of the passenger side rear window by the employee, so that the decals are readily visible. The yellow decals will be placed on the driver's side front bumper and passenger side rear bumper. Previously issued red, green, blue, and brown bumper decals will be honored. Decals are available from the following sources:

a) RED DECALS AND CARPOOL PERMITS - Chief, Police Service, Building 111, Room 1122.

b) GREEN DECALS AND VA HANDICAPPED IDENTIFICATION TAGS - VA Police Desk, Building 111, Room 1116 (East Lobby).

c) BLUE DECALS - Voluntary Services Officer, Building 70, Room D-15

d) YELLOW DECALS - VA Police Desk, Building 111, Room 1116 (East Lobby).

e) BROWN DECALS - Administrative Officer, Research Service, Building 70, Room D-112.

f) ORANGE CONTRACTOR DECALS - Facilities Management Division, Building 70, Room E1073.

g) PURPLE DECALS - RECC Division, Building 111, Room 9303.

5) Personnel residing in both housekeeping and non-housekeeping quarters will be issued parking decals as outlined in Item No. 4. B. 3.

6) VA Handicapped Identification Decal ("Z" Decal) is a unique color coded decal available from the VA Police Service Secretary, Building 111, Room 1122. Qualifications for VA Handicapped Identification Decal are:

a) Those confined to wheelchairs.

b) Single or double lower limb amputees.

c) Those with lower limb impairments, which require devices for assistance for their ambulation.

These numbered decals are to be displayed on the left side, lower corner of the front window and on the left side, lower corner of the rear window of vehicles operated by VA Handicapped Identification Decal ("Z" Decal) holders.

Disabilities which do not prevent persons from overcoming obstacles such as curbs, steep inclines, and steps, do not qualify for the use of handicapped parking space.

C. Parking Area Designations - Parking is permitted in those areas designated and lined for parking. Vehicles found in other areas will be ticketed and are subject to being towed at owner's expense. Priority parking will be given in accordance with VA Handbook 0730, Section 11 (b).

D. Controlled Parking Areas - The specific areas listed below are designated for controlled use and will be operated in accordance with the medical center needs and user requests as determined by the Medical Center Director (see attached map).

1) Patient and Visitor Parking is located east of Building 111 near the East Entrance in parking areas 2, 4, 5. This area is reserved Monday thru Friday between 7:00 a.m. and 2:30 p.m. for patient and visitor parking only. All other times, these areas are open to all employees; however, employee's vehicle must be removed from parking areas 2, 4, 5 prior to 8:00 a.m. Monday thru Friday.

a) Motorcycles, Motor Scooters and Moped Parking: Designated motorcycle parking spaces are available along Lincoln Way near the East Entrance. Motorcycles, motor scooters, and mopeds may not be parked in any parking spaces which are not designated as motorcycle parking.

2) Patient Transport Vans:

a) VA Contracted Transportation vehicles are authorized to park in the circle drive located in front (south side) of Building 111, provided the vehicle does not impede the normal flow of traffic and/or impede a fire lane designated by a red curb, and or with signs.

b) DAV Transportation parking is located near the Matousek Auditorium. Only DAV vehicles are authorized to use the posted area next to the building. This area is reserved for DAV vehicles at all times, to include non-administration hours, weekends, and holidays.

3) Handicapped Parking is located in the following locations:

a) Parking Area 1 located east of Building 111 near the East Entrance is reserved for handicapped out-patient and visitor vehicles displaying a state issued handicapped identification tag or license plate.

b) Parking Area 10. Located in front (south side) of Building 111 extending to Building 70. Parking Area 10 is reserved Monday thru Friday between 7:00a.m. and 3:00 p.m. for handicapped out-patient and visitor vehicles displaying a state issued handicapped identification tag or license. At all other times, this area is open to employees and visitors.

4) Employee Parking Area is located in the following locations:

a) Medical Staff Parking Area is located to the north of Building 70 in gate controlled parking area 12 and 13. This area is reserved for physicians, consultants, attending physicians, residents, and division managers. Red Decals and access will be given only when the Deputy Director has approved the individual for parking. All requests for the Red gated parking access will be forwarded to the Deputy Director for approval then approval will be sent to Police Service secretary.

b) Research Parking Area is located north of Building 70 near Wing B. The remaining part of the front circle of Building 70 is reserved as overflow parking for this controlled parking area. This area is reserved Monday thru Friday between 7:00 a.m. and 2:30 p.m. Vehicles with Brown Decals only may park in this area.

c) General Employee Parking is located in the East Parking Area, east of Building 111 near the East Entrance in gate contr.olled areas 7, 8, 9, and the south half of area 3. Request for access and green decals will be forwarded to Police Service. Parking is also available in the parking area north of Building 70 in gate controlled areas 14 and 15. Request for access and green decals will be forwarded to Police Service.

d) Handicap Employee Parking ("Z" Decal) is located south of Building 70 across from Building 111 (parking area 10). These posted spaces are reserved for severely handicapped employees and whose vehicle displays a VA Handicapped Identification Decal ("Z" Decal). Police Service will control the issuance of all "Z" decals upon employee health or the employee's physician certifying the need.

e) Handicap Employee Parking (General) is located in the East Parking Area, east of Building 111 near the East Entrance in parking area 2, parking area 7 and parking area 10. These spaces are reserved for handicapped employee vehicles displaying a state issued handicapped identification tag or license. This area is reserved for handicapped employees at all times.

f) Handicap Employee Parking (Temporary) is located in the East Parking Area, east of Building 111 near the East Entrance in parking areas 4 and 5. Those employees's possessing a temporary handicap parking permit may park in any space, not posted as permanently reserved for handicapped parking only. Police Service will control the issuance of all temporary permits upon employee health or the employee's physician certifying the need.

g) Motorcycles, Motor Scooters and Moped Parking: Designated motorcycle parking spaces are available in parking area 7 and in the area north of Building 70 in parking areas 14 and 15. Additional designated motorcycle parking spaces are available along Lincoln Way near the East Entrance. Motorcycles, motor scooters, and mopeds may not be parked in any parking spaces which are not designated as motorcycle parking.

5) Volunteer Parking Area is located in the parking area 11, north of Building 70 and along Volunteer Drive. A limited number of spaces have been reserved for volunteers. The Voluntary Services Officer will control the issuance of decals. This area is reserved Monday thru Friday between 7:00 a.m. and 2:30 p.m.

6) Valet Parking Area is located in the East Parking Area, east of Building 111, in gate controlled area 6 and the north half of parking area 3. This area is reserved for Valet Parking of vehicles at all times.

7) Carpool Areas - Carpools have reserved spaces in the East Parking Area 6. These areas are reserved for carpool users who display the appropriate special permit. Carpools will be assigned parking spaces, with priority based on the number of people in each carpool. These areas reserved for carpools may be expanded, depending upon the number of carpools that participate in the program. These areas are reserved at all times. VA decals are required along with the carpool permit. Police Service will control the issuance of all carpool permits.

8) Overflow Parking will be located in one of four temporary parking area located adjacent to Lake Wheeler, adjacent to Building 39, on Hines Boulevard and adjacent to Building 102 (Laundry). Additional overflow parking is available in parking areas 28, 29 and 30, adjacent to Building 6.

9) Training Personnel and Students will park their vehicles in the parking areas 28, 29, and 30, adjacent to Building 6.

10) Government Vehicle Parking is available in parking area 18 near Walcott Avenue, adjacent to Building 6. Only government vehicles are authorized to use the posted spaces, which are reserved for government vehicles at all times, to include non administration hours, weekends, and holidays. Employee's may park their personal vehicle in a government vehicle space, provided that they are utilizing the government vehicle which occupied the designated space. Upon completing their use of the government vehicle, the employee will remove their personal vehicle and park in a designated space reserved for employee parking.

11) Facilities Management Parking Area is located north of Building 113 (Graphics) and south of Building 109. This area is reserved for government vehicles at all times, to include non-administration hours, weekends, and holidays.

a) PMR (Pipe & Electric) vehicles are authorized parking at the shop area located at the basement level of Building 111. Only the two designated PMR vehicles are authorized to use the posted area next to the building at all times, to include non-administration hours, weekends, and holidays.

b) Credit Union, Employee of the Month, Employee of the Year, Drivers Education vehicles are authorized parking in the posted reserved space at all times, to include non-administration hours, weekends, and holidays.

12) Contractor Parking Area is located adjacent to Building 102 (Laundry) and adjacent to parking area 9. These areas are reserved for contractor vehicles at all times, to include non-administration hours, weekends, and holidays.

E. Special Situations: Employees, who have a temporary vehicle without decals or who are required to work overtime during restricted parking hours, must notify the VA Police Desk at extension 42222 in a timely manner. In addition, employees who become temporarily disabled should contact the Chief, Police Service for special parking considerations and instructions. Also, employees wishing to park on VA grounds for stadium events will be allowed to park in the Facilities Management Shop area if decals are on the vehicles. For those employee vehicles without decals, employees are required to notify the VA Police prior to the event. Vehicles without decals will park in Area 9 of the East Parking Lot. Picnics and/or tailgate parties are prohibited.

F. Snow Emergencies:

1) Parking restrictions will remain in effect during snow emergencies. Efforts will be made to have parking areas cleared.

2) Designated by amber flashing lights. If available, Police will transport employees coming to work during this time (2nd or 3rd shift as applicable) from this area.

3) No vehicles will be permitted to park on the streets or parking lot roadways.

4) Owners of vehicles stuck in snow are to report the vehicle's location to the VA Police immediately. Facility Management and Police are not obligated to remove vehicles that are snowed in or to jump start vehicles. Portable jumper units are available at the East Entrance Police office for the use by the general public. Prior to acquiring the portable jumper unit, the requesting motorist must surrender their drivers' license to the dispatcher at the East Entrance watch desk. The drivers' license will be returned to the motorist upon return of the jumper unit.

5) Vehicles blocking traffic will be towed at the owner's expense.

G. Enforcement:

1) The Police Service is responsible for enforcing the rules and regulations concerning parking and traffic violations as well as all of the violations under 38 C.F.R. 1.21S(b).

2) Violations - Traffic violations will be issued to those who violate the traffic and/or parking rules and regulations.

a) Warning Violation Notice - Normally, warning violation notices will be issued for the first and second offense.

b) Federal Violation Notices will be issued according to 38 C.F.R. 1.218 (b). (See Station Memorandum No. 006S-90, Security, Law Enforcement and Standards Of Conduct on VA Property).

3) Domiciliary Patients and Hospital Patients

a) Hospital patients who drive their vehicte to the medical center are expected to observe all parking and traffic rules and regulations. Patients who are hospitalized will park in the overflow parking areas 29 and 30, adjacent to Building 6. Medical Information Systems Division is responsible for ascertaining, during the admission process, whether or not the patient has a vehicle on the grounds. The VA Police will assist patients in showing them the area to park in and transporting them back to admissions from that area.

b) Domiciliary patients must register their vehicles and must have authorization from the Domiciliary Program Specialist, Mental Health Division to park their vehicle on the grounds. Failure to obtain proper authorization may result in their vehicle receiving violation notices.
