About this file
This document is a Brand Name Justification for a federal contract opportunity. The requirement is for Sumitomo cryocooler components, including a cold head and compressor, to replace existing Sumitomo equipment used in the National Institute of Standards and Technology's (NIST) Superconductive Electronics Group. The justification states that these Sumitomo components are an Original Equipment Manufacturer (OEM) requirement that cannot be substituted, as using non-OEM items would require modifications to the cryoprobe station and retraining of staff, creating an undue burden on the government.
The related federal contract opportunity is a combined synopsis/solicitation under FAR 12.6 and 13.106, with a NAICS code of 334516 and a small business size standard of 1000 employees. This is a 100% Total Small Business set-aside, with a request for quote (RFQ) for the specified Sumitomo cryocooler components. The solicitation will close on a specific date, and all quotes must be submitted electronically to the Contracting Officer.

BRAND NAME JUSTIFICATION
Requirement. NB672060-24-01590 - Sumitomo components
This procurement is a brand name request, and it is limited to Sumitomo Cryocooler Components supplied by or authorized by Sumitomo. NIST's Communications Technology Laboratory's Superconductive Electronics Group needs to replace its integrated Sumitomo equipment in the Group’s Cryoprobe Station. These brand name components integrate with existing Sumitomo products used in the NIST facility and the team has trained and developed extensive procedures with the products. This is an Original Equipment Manufacturer (OEM) requirement that cannot be substituted with other vendors' cold heads and compressors. The use of non-OEM items would require modification of the cryoprobe station or use of adaptors without the certainty of identical OEM performance. The cost of modifying the procedures, changing equipment items, and retraining staff, including adjustment of data analysis already completed, would create an undue burden on the government.
