About this file

This document is a technical specification for a high-velocity hydro jetter, trailer-mounted, issued by the Louisiana Department of Transportation and Development (DOTD) for solicitation number 3000024617. The specification details the minimum requirements for a self-contained hydro jetter, with an O'Brien 7040-SC serving as the representative model. The equipment must be new, a current production model, and meet all state and federal safety and emission standards. Key specifications include a Kohler KDI2504 engine, 40 GPM pump at 2,000 PSI, 750-gallon polyethylene tanks, a hydraulic hose reel system, 500 feet of 3/4" cleaning hose, and comprehensive accessories such as nozzles, a hand gun, and a wireless remote. The document provides detailed compliance requirements for bidders, who must complete a compliance checklist and note any exceptions.

The procurement process requires bidders to have at least one authorized dealer in Louisiana capable of providing parts and service, with documentation certifying this requirement. Vendors must submit a complete bid package including a notarized bill of sale, original certificate of origin, service manuals, owner's manuals, and build sheets. The equipment will be delivered "on the ground" and subject to inspection by the DOTD Equipment Engineer. Bidders are advised that the number of delivery days after receipt of order may be a factor in award determination. The specification emphasizes that proposed submittals not meeting the established criteria will be rejected, and any exceptions to the specifications must be clearly noted in the bidder's exceptions section.
