Lafayette Business & Career Solutions Center 706 E. Vermilion Street Lafayette, LA 70501 Security Contractor Guard Duties
The intent of these specifications is to provide for a complete Security Guard Service Contract for the Louisiana Workforce Commission, Lafayette Business & Career Solutions Center.
Security Guard Duties:
· To provide one uniformed, unarmed, security guard at the above referenced location of the Louisiana Workforce Commission (LWC), Lafayette Office.
· Unarmed guard is to be on duty Monday through Friday during the hours of 8:00 a.m. until 4:30 p.m., or as specified. Breakdown of hours are as follows.
· 8:00 a.m. – 12:00 p.m. (4 hours)
· 12:00 p.m. – 12:30 p.m. 1/2 hour lunch not compensable work time.
· 12:30 p.m. – 4:30 p.m. (4 hours)
· To provide general security on any day that the Lafayette office is open, Monday through Friday, as indicated by the LWC Administrative Office. No security guard will be provided on holidays when the Lafayette office is closed to the public. Security coverage will be provided eight hours per day.
· The security guard will man his or her post as directed by the LWC office regional manager. The guards’ primary function will be to maintain order in the office and to protect the employees, staff, and others from any acts of violence.
· The Contractor agrees to be bound by, and work under, all laws and regulations relative to contracts with the State.
· Interact with any disruptive or agitated visitors in such a way to avoid escalation of disruption or agitation.
· Demonstrate the ability to interact with clients, employees, and visitors in a respectful manner that helps prevent agitation or disruptive behavior.
· Communicate to regional manager or supervisor(s) in the absence of the regional manager any observed signs of security risks.
· Observe for weapons, contraband, or illegal items brought into the facility or building and notify visitors to remove such items from the premises.
· Call for assistance (911, police department, etc.) when any violent incidents occur.
· Keep agency employees and visitors away from risky or unsafe situations.
· Other Security duties and tasks as assigned by agency management.
General Conditions:
All Contractor personnel are expected to work in a manner which will maintain the security and best interests of Louisiana Workforce Commission, hereinafter referred to as ‘The Agency’. The agency reserves the right to require the Contractor to dismiss any employees deemed incompetent, careless, insubordinate or otherwise objectionable or any person whose actions are deemed to be contrary to public interests or inconsistent with the best interest of the Agency. The Contractor agrees that during the term of this contract, Contractor and Contractor’s employees will conduct themselves in a careful and prudent manner and that they will not permit the facility placed at their disposal to be used for purposes other than those specified herein.
Contractor’s Qualifications The Contractor must be an established business having at least five years satisfactory experience in the full time security guard services.
Each bidder should attach an organization profile of their company; however, it must be submitted prior to award. This description is to include but is not limited to the following information:
1) The year the company was formed.
2) Total number of years of company security experience.
3) Total number of security employees employed with the company.
4) Total number of businesses and/or comparable facilities under contract for security guard services.
5) Total number of security employees (full-time and part-time) as well as management personnel bidder intends to utilize for all facilities in this contract.
6) Copy of license issued by the Louisiana State Board of Private Security Examiners.
7) Copy of audited financial statement covering the twelve month period preceding the proposal submission date.
The Contractor will procure insurance, and shall show evidence of such insurance in the form of Certificate(s) of Insurance prior to contract award.
The Contractor shall not allow any person that is not on the Contractor’s or the Agency’s payroll in the facility at any time, unless instructed to do so by the Agency.
The Contractor will hold and save the Agency, it’s guard(s), agents and employees harmless from liability of any nature or kind including costs and expenses for or as a result of any lawsuit or damages of any character whatsoever resulting from injuries or damages sustained by any person or persons or property by virtue of performance of this contract by the Contractor or its agents, provided that the act, omission, conduct, activity or nonperformance giving rise to the claim for indemnification was the result of bad faith, misconduct or negligence on the part of the Contractor or it’s agents.
The Contractor is to contract for services and employment in the Contractor’s firm name only, and will not implicate the Agency directly or by inference in these transactions. The Contractor is to be in all respects an independent Contractor and none of its employees are to be regarded as employees of the Agency.
The Contract is not to be assigned or transferred by the Contractor to any subcontractor or any other party during the term of the contract unless approval is received from the Office of State Procurement.
At the option of the State of Louisiana and acceptance by the Contractor, this contract may be extended for two additional twelve month periods at the same price, terms and conditions. The Contract is not to exceed thirty-six months
The terms and conditions of this contract cannot be changed, altered or modified in any way without the advance written approval of both parties. If, because of reasons beyond the control of the Agency (e.g. fire), business operations in any or all of the facilities is interrupted or stopped, the Agency shall have the right to terminate this contract upon ten days certified written notice without any penalty thereof.
The Contractor shall purchase all licenses required for the operation of this contract and pay all local, state and federal taxes.
The Contractor shall provide certified guard employee(s) as needed to supplement the Agency’s employees, to ensure coverage for 8 hours per day/5 days per week (Monday through Friday).
The Contractor shall provide emergency substitutes of any personnel. Substitutes must meet all experience and training requirements.
Security Guard Qualifications:
The Contractor must provide security guard(s) that meet all of the following minimum qualifications. The Agency reserves the right to interview and accept or reject any security guard(s) prior to being assigned by the Contractor.
· Guard(s) must be at least 21 years of age.
· In accordance with Louisiana revised statutes 47:3270-3298, the Contractor must be licensed by the Louisiana State Board of Private Security Examiners. Contact the Board at 225-272-2310.
· All guards assigned to work at the Agency must possess a high school diploma or a General Equivalency Diploma (GED).
· The Contractor will provide the names and addresses of personnel when assigned to work at any and all of the Agency’s statewide locations.
· All guards must possess basic computer skills, including typing, and be able to prepare incident reports.
Screening Requirements:
The Contractor is required to conduct a background investigation on all security guards to be assigned to the Agency prior to assigning guards to the Agency sites.
This background investigation is to include, at a minimum:
· Employment/Education Verification: must verify all activity, including all prior employment and education information for the past seven years.
· Criminal Records Check: must conduct a county or parish of residence criminal record check for all residential addresses provided for the past seven years. Where statewide criminal record checks are available, the Contractor must submit a request to the appropriate State Agency. In addition, the Contractor must conduct a multi-jurisdictional search of criminal data based records that covers courts, correctional departments, departments of parole and sex offender registries nationwide.
· Driver’s License/State Identification Check: The Contractor must initiate a check of the guard’s driving record through the state Department of Motor Vehicles. This must include a check of all traffic violations, driving-related offenses and substantiate a valid operator’s license.
· Drug Screen: The Contractor must conduct or have conducted by an independent drug screening clinic a nine-panel urinalysis test. All measures must be in place to ensure testing integrity.
The Agency has a right to request drug testing at no additional cost to the state for all guards by a certified laboratory according to Substance Abuse and Mental Health Services Administration (SAMHSA) guidelines. The report shall identify the drugs/metabolites tested for, whether positive or negative. The report shall also indicate the date and time of specimen collection, the date received by the laboratory, and the date and time reported.
The Agency reserves the right to request additional drug screens for security guard(s) for reasonable cause. Any security guard(s) who test positive on any drug screens shall be immediately dismissed. The Contractor shall be responsible for all cost associated with the drug testing.
If at any time a change in personnel is made, the Contractor must provide the information on new employee(s) on drug testing, before he or she may begin work.
Contractor Performance:
The Contractor shall be responsible for maintaining satisfactory standards of employee competency, performance, conduct, appearance and integrity. The Contractor shall also be responsible for taking such disciplinary action with respect to his employees as may be necessary.
The Contractor is required to compensate guard(s) a minimum of $12.00 per hour.
If the Contractor does not perform or render services as specified in this document, the Agency reserves the right to make adjustments to the Contractor’s invoice.
Security Personnel:
All guards must have a minimum of one year experience. In all cases, the Agency expects the Contractor to assign its best-qualified and performing personnel to this contract. The Agency shall assume that poorly qualified and poorly performing personnel are failures of the Contractor to perform adequately.
Security guard(s) shall wear appropriate uniforms that are clean, pressed and well maintained. The Contractor must assist their personnel to assure proper alterations, uniform belts and uniform type shoes. The Contractor shall be responsible for furnishing a minimum of two complete seasonal uniforms, which are well maintained, and without rips and frays. The State will not get involved in issues regarding cost/payment of uniforms, belts, etc, for guards. Security guard(s) will not appear on position in a combination of uniform and civilian clothing, with torn or frayed uniforms or with hems out of trousers.
Reporting Requirements:
The Contractor must submit monthly shift report/time sheets to the Agency. The Contractor must maintain complete and accurate records to substantiate services provided to the Agency. The Contractor’s records must document:
a) Name of security guard providing service.
b) Date of service provided
c) Time/shift service was provided.
The Agency reserves the right to request additional reports, which contain documented proof the requirements as stated herein are being complied with.
On a periodic basis, at a minimum of once per year for each security guard, and/or at the request of the Agency, the Contractor shall conduct an examination and review of the security guard’s performance while on duty. A written report shall be submitted to the Agency and shall contain the following information regarding the examination and review:
a) Findings of compliance inspections.
b) Documented information such as the date.
c) Security guards’ name
d) Comments regarding the security guard’s performance.
Staffing Standards:
The Contractor shall have a paging device or answering service number so that he or she may be contacted by the Agency contact 24-hours per day by telephone or pager. All calls must be returned within a two hour period.
Any change in telephone/beeper numbers must be made available to the Agency within a 24-hour period.
Absenteeism- the Contractor shall provide relief personnel as necessary to ensure that each assignment is performed daily per contract specifications regardless of employee absenteeism.
Correspondence:
The Contractor or their designee shall respond to all inquiries, complaints, and other written correspondence from the Agency personnel within a 7-day period. Correspondence shall be on the Contractor’s official stationary.
Certified Payroll Records:
Upon request in writing by the Agency, the Contractor shall, within five working days, furnish a certified copy of the latest payroll period prior to the date of said request. This record shall reflect payments for all of the Contractor’s employees working under this contract during the payroll period. The Agency may request copies on any or all such payrolls during the life of this contract.
