Attachment B - Specifications Summary
This specification document supports the Iowa Department of Natural Resources (DNR) Conservation Discovery Area capital improvement project (Project #24-05-77-02) at the DNR Fairgrounds in Polk County. The specifications cover four primary construction sections: Alternates/Alternatives, Artificial Rockwork, Shotcrete, and Architectural Stone. The project requires creation of a detailed interpretive cave environment and stone tower structure using advanced shotcrete techniques to simulate natural rock formations, specifically representing features from Maquoketa Caves and Pilot Knob State Park. The base bid encompasses three line items including mobilization, demolition, and cave/tower structure construction, with an alternate bid option for interpretive river pits, cave painting, and staining features. Bidders must submit responses electronically to constructionbids@dnr.iowa.gov by January 23, 2025, at 3:00 PM CST, with project completion required by July 15, 2025. The contract requires performance and liability insurance (minimum $250,000 per person, $500,000 per occurrence), a 100% performance bond for contracts exceeding $25,000, and compliance with NPDES Stormwater Discharge Permit requirements for land-disturbing activities exceeding one acre.
The specifications establish rigorous technical requirements for construction quality and contractor qualifications. Shotcrete must achieve 4,000 psi compressive strength at 28 days, with concrete testing performed per ASTM standards including slump, air content, and compression testing. Artificial rockwork contractors must demonstrate principal experience in simulated rock construction, provide color photographs of five comparable installations, and submit documentation of at least three previously completed similar projects with dollar values. Contractors must employ skilled workers capable of sculpting shotcrete to simulate natural rock formations and must construct full-scale mock-ups (approximately 25 square feet) for owner and architect approval before proceeding with permanent work. The specifications reference ACI standards (ACI 506.2 for shotcrete specifications, ACI 301 for structural concrete), ASTM standards for materials and testing, and require use of approved manufacturers including SPEC MIX for shotcrete materials and Eldorado Stone LLC for architectural stone veneer (Country Rubble - Polermo product line). Weather restrictions prohibit shotcrete work when ambient temperature is 45 degrees Fahrenheit and falling, with specific cold-weather and hot-weather protocols detailed in the specifications. Liquidated damages are assessed at $1,000 per day for schedule delays beyond July 15, 2025.

E.
F.
Finish-Coat Finish: After screeding and rodding surface, apply shotcrete finish coat, 1/4 to 1 inch thick, using ACI 506R, Gradation No. 1, fine-screened sand modified with maximum aggregate size not exceeding No. 4 sieve to provide a finish of uniform texture and appearance.
Finish-Coat and Final Finish: After screeding and rodding surface, apply shotcrete finish coat, 1/4 to 1 inch thick, using ACI 506R, Gradation No. 1, fine-screened sand modified with maximum aggregate size not exceeding No. 4 sieve and apply [wood-float] [rubber-float] [brush-float] [steel-trowel] finish.
3.9 CURING
A. Protect freshly placed shotcrete from premature drying and excessive cold or hot temperatures.
B. Start initial curing as soon as free water has disappeared from shotcrete surface after placing and finishing.
C. Curing Exposed Surfaces: Cure shotcrete by one of the following methods:
1. Moisture Curing: Keep surfaces continuously moist for at least seven days with water, continuous water-fog spray, water-saturated absorptive covers, or moisture-retaining covers. Lap and seal sides and ends of covers.
2. Curing Compound: Apply curing compound uniformly in continuous operation by power spray according to manufacturer's written instructions. Recoat areas subjected to heavy rainfall within three hours after initial application. Maintain continuity of coating and repair damage during curing period.
a. Apply curing compound to natural or gun-finished shotcrete at rate of 1 gal./100 sq. ft.
D. Curing Formed Surfaces: Cure formed shotcrete surfaces by moist curing with forms in place for full curing period or until forms are removed. If forms are removed, continue curing by methods specified above, as applicable.
3.10 FORM REMOVAL
A. Forms not supporting weight of shotcrete may be removed after curing at not less than 50 deg. F for consecutive hours after gunning, provided shotcrete is hard enough not to be damaged by form-removal operations and provided curing and protecting operations are maintained.
1. Leave forms supporting weight of shotcrete in place until shotcrete has attained design compressive strength. Determine compressive strength of in-place shotcrete by testing representative field-cured specimens of shotcrete.
2. Remove forms only if shores have been arranged to permit removal of forms without loosening or disturbing shores.
B. Clean and repair surfaces of forms to be reused in the Work. Split, frayed, delaminated, or otherwise damaged form facing materials are unacceptable for exposed surfaces. Apply new form coating compound as specified for new formwork.
3.11 FIELD QUALITY CONTROL
