Basis of Award

Project: Solid Waste and Trash Removal Services

Award shall be based on best value. Non-price factors are all evaluated on an acceptable/unacceptable basis. To be considered technically acceptable all offerors must receive a satisfactory rating for all factors.

(1) Technical Approach:

a. Offeror must provide business licenses with the proposal.

b. Offer must be in business for two or more years.

c. Offeror must provide capabilities statement specifying the ability to provide service directly related to Solid Waste and Trash Removal Services outlined in the

Performance Work Statement (PWS) not to exceed 10 pages.

(2) Relevant Experience/Past Performance:

a. Offers must provide at least one (1) reference.

b. Offeror must provide at least one (1) past contract of equal or greater value that were successfully completed that demonstrate previous work experience. Provide description, dollar value, and Point of Contact (s) including phone numbers.

(3) Price

a. Offeror must complete the PRICE/COST SCHEDULE in the solicitation to include the total price of the base period and options.

b. Options; The Government will evaluate offers for award purpose by adding the total price for all options to the total price for the basic requirement. The

Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of option shall not obligate the

Government to exercise the option(s).

Each factor will be scored as Acceptable or Unacceptable as defined below. Each proposal will be evaluated against the Performance Work Statement and the stated

Evaluation Criteria. Each proposal is evaluated using the same standards.

“Best Value” to the Government

Acceptable

ALL of the minimum acceptable criteria are clearly met by the proposal. The offeror's proposal meets the performance and technical capability requirements defined in the Performance Work Statement.

NOTE: Once the proposals have been determined to be "technically acceptable," award will based on best value only.
