DESIGN BUILD PROJECTS
The Department is releasing this project as a design build project.
The contractor is responsible for meeting the scope of work. Any unknown quantity, elements, utility locations, or unclear specifications are to be addressed by the contractor before the bid. All change orders on this project will be in accordance with the Statement of Work and approved by the Chief of Facilities
Management.
It is the contractor’s design, any error or omission in the contractor’s design will be the contractor’s responsibility.
The Department urges you to attend all pre-bid conferences and to address any issues before the bid.
The Uniform Construction Code (UCC) shall be followed for design and construction of the project. The contractor shall obtain approvals from the L& I
Building Review Section where applicable. Copies of the code inspection certificates shall be provided to the Department at final inspection of the project.
If the municipality within which the project is located has an approved plan under the Storm Water Management Act, the contractor is responsible for insuring consistency with the watershed storm water plan and obtaining permits as required by the Act. If the municipality does not have an approved plan, the contractor will coordinate with the Department’s Facilities Management Division on storm water management approvals, if any.
Local zoning and land development issues will be addressed by the
Department. The contractor shall cooperate with the Department in this regard.
Construction will not proceed until the Department has resolved all such issues.
The Department issues only sketches and specifications to complement the scope of work. The Department expects a complete operational product as described in the scope of work.
The Department of Labor and Industry has expanded the scope of work than can be done without the submission of plans for approval. The Level 1 Application form is still required to be submitted for these types of modifications, but plans are no longer required.
The following are my interpretations of the items listed and may not address all items that may require submission.
1. Adding windows or doors (as long as these will not affect building egress or make changes to fire-ratings). Bef or e under t he Level 1 Perm it you could not add doors or w indow s t o t he ext er ior w all w it hout subm ission of plans.
2. Restoring or replacing a building facade. This allow s, f or exam ple, t he addit ion of siding t o an exist ing building f açade w it hout subm ission of plans.
3. Roof replacement, including minor related work such as removal of non-functioning equipment. This w ill allow t he rem oval of HVAC equipm ent , replacem ent of r oof sheat hing/decking, and m inor st r uct ural elem ent s w it hout plan subm ission.
4. Modification or installation of typical secondary members (e.g., lintels, equipment supports, etc.). This w ill allow som e m inor st r uct ural e lem ent s t o be inst alled w it hout plan subm ission. For exam ple adding a door or w indow in t he ext er ior w alls t hat needs a lint el suppor t , or adding equipm ent t hat needs som e st ruct ural suppor t .
5 . Minor alterations or replacement of existing pathways. The addit ion of a door t he ext er ior w ill norm ally provide a pat hw ay t o t he door .
6 . Minor alterations to plumbing systems (e.g., restroom reconfiguration and modification, the installation of small "coffee" sinks and water fountains, etc.). This w ill allow , just as st at ed, t he reconf igurat ion of exist ing r est r oom s, or t he addit ion of a sink w it hout subm ission of plans, especia lly if t he num ber of f ixt ur es ar e not changed.
7. The relocation of sprinkler heads, as long as this does not affect the sprinkler coverage area. Som e m inor r enovat ions need t o m ove spr inkler heads t o m aint ain requir ed spr inkler coverage. Previously t hese m inor relocat ion of spr inkler heads r equired subm ission of plans.
8. Alterations to supply/exhaust HVAC systems (as long as the capabilities of the existing system are not exceeded). This includes all air distribution systems. Now you can add t o a HVAC syst em w it hout plan subm ission.
The rem aining 9-13 should not need addit ional clar if icat ion.
9. The installation, relocation or replacement of instrumentation and controls, computer networks and communication equipment operating at 50 volts or less. The alteration of existing electrical branch circuits, as long as over-current protection devices are not modified or added to.
10. The alteration of an existing or addition of one (1) new 208V/30A (or less) circuit for power or lighting.
11. The reconfiguration of lighting systems (including switching), as long as COMcheck or other energy conservation code compliance data is supplied.
12. The installation or relocation of meters, valves and other ancillary equipment related to metering, in connection with electrical, mechanical and plumbing systems that been previously approved.
13. Alterations to hydronic systems (typically, hot and/or chilled water), as long as the capabilities of the existing systems are not exceeded.
Note carefully the following conditions.
Whenever st r uct ural change is involved, a st at em ent f r om a licensed ar chit ect or engineer m ust accom pany t he applicat ion. This sealed st at em ent should indicat e t hat t he w ork descr ibed on t he applicat ion w ill sat isf y all st ruct ural r equir em ent s of t he UCC.
The Depar t m ent reserves t he r ight t o r equire t hat a st at em ent sealed by a licensed design pr of essional be pr ovided (indicat ing t hat t he proposed w ork w ill not violat e pr ovisions of t he UCC), f or ot her changes proposed on t he Alt erat ions-
Level 1 applicat ion.
Should applicant s inaccurat ely descr ibe t he w ork f or w hich an Alt erat ion -Level 1 perm it has been issued, and should t he com plet ed const r uct ion f all out side t he scope of t his perm it , t he Depar t m ent reserves t he r ight t o im pose w hat ever cor rect ive act ions m ay be needed t o ensur e com pliance w it h t he UCC.
