Attachment A Install Illuminated Exit Signs in District 12 Office

I. Base Bidding Requirements

This is a Base Bid project; the following describes the Base Bid requirements. Contractors are to provide bids for Base Bid #1, BASE BID #1: Install Illuminated Exit Signs in District 12 Office

II. Work Included

The following items are site specific requirements of the project.

A. Contractor to repair, replace and install the necessary materials to complete the work identified below per each building identified in the Base Bid requirements.

III. GENERAL

A. The Contractor shall provide all labor, materials, apparatus, trucking, tools, superintendence, and services required for completion of the work as described on the Statement of Work, Specifications, and Drawings.

B. The Contractor is responsible for obtaining all necessary Permits from the Department of Labor and Industry (L&I) (http://www.dli.state.pa.us/), there are no fees for the Permits as long as the contractor notifies the L&I that this project is for the Commonwealth of Pennsylvania, PennDOT and is to be completed on state owned or state leased property.

1. Contractor shall provide all design, calculations, and final plans sealed by a

Professional Engineer licensed in the state of Pennsylvania (if applicable).

2. All Drawings and applications shall be reviewed by the Facility Administrator before submitting to L&I for a permit.

3. It will be the Contractors responsibility to determine the type of signage required at each location, i.e. if an illuminated exit sign meets the code requirement, or if illuminated signs with emergency lighting are required, or a more stringent requirement is necessary for code compliance.

C. Contractor shall maintain and log, all mail receipts regarding L&I correspondence and submittals, and provide copies to PennDOT upon request.

D. These Specifications are intended to be a minimum specification and may require additional or more stringent materials based on site conditions or code requirements.

IV. WORK INCLUDED

A. Select demolition of existing signage.

B. Installation of new L&I/UCC compliant illuminated exit signs and emergency lighting where required.

C. Installation of wiring, switches, contacts, breakers, or any device required to make the signage fully functional.

D. Patching or replacement to like new, of any room finish that may be damaged during installation.

E. Erection of dust and dirt barriers to contain dust and dirt in the area of work.

F. Daily site cleanup and removal of all related debris.

V. SELECT DEMOLITION

A. Contractor shall remove the existing exit signs as required for replacement with new illuminated signs and emergency lights.

B. Contractor shall remove all demolition debris from site for legal disposal.

C. Environmental Controls: Contractor shall erect dust barriers to maintain control of dust, dirt and debris. Use temporary enclosures, negative air pressure, and other methods to limit dust and dirt migration. Comply with governing regulations pertaining to environmental protection.

1. Do not use water.

VI. NEW ILLUMINATED SIGNS

A. MATERIALS:

1. Exit signage shall be Lithonia LED lighted signs with or without (as required) emergency lighting, with Universal mount (or approved equal).

2. Letter color to be Red, Six inch high (minimum).

3. One or two faces as required by location.

4. Remote emergency lighting heads installed as required.

5. Sign light wattage to be 3.8 watt minimum.

6. Lamp type LED.

7. Housing material to be thermoplastic.

8. Removable chevrons for directional indication.

9. Include integral backup battery with test button.

10. Wire to be THHN or THWN stranded or solid wire.

11. The use of electrical raceway for surface mount is acceptable.

12. Breakers or switches to be compatible with the existing electrical system.

B. INSTALLATION

1. New signage to be installed in locations shown on the drawings, and/or as required by L&I UCC code.

2. Signs to be installed in strict compliance with Manufacturers recommendations and L&I UCC code.

3. Install surface mount raceways in a neat professional manner.

4. Attach raceways secure to all surfaces.

5. No wires shall be exposed.

6. Clean and repair any surface damaged or marred from the removal or installation of the signage.

7. Install breakers or devices in a neat professional manner.

VII. GENERAL REQUIREMENTS OF THE CONTRACT

A. SUMMARY

1. All site work, utility investigation and any incidentals shall be considered as part of this contract.

All bidders shall thoroughly familiarize themselves with the existing site and conditions before bidding. Failure to do so will be at the Contractors own risk. Contractor shall take into consideration that this is a working facility and the operational needs of the owner are a priority. The Department will make all strides to work cooperatively with the Contractor but the Departments operational needs will be prioritized.

2. Related Work

a. All L&I Building permits.

b. All Local zoning Permits.

c. All inspections and associated cost.

d. All testing and associated cost.

VIII. COORDINATION AND CONTROL

A. SUMMARY

1. This section includes the on-site provisions that govern the performance of the work to complete the project.

B. ACCESS TO SITE

1. Truck and equipment access:

a. To avoid traffic conflict with vehicles of the Owner and to avoid overloading of streets and driveways elsewhere on or near the

Owner’s property, limit the access of trucks and equipment to the route specified by the Owner.

C. Superintendence

1. The Prime Contractor shall provide Superintendence on the project at any time in which forces are working on the project site.

IX. SUBMITTALS AND FINAL DELIVERABLE ITEMS

A. The Department will provide the awarded contractor a complete breakdown of the required submittals.

B. Contractor to provide three (3) copies of the entire project documentation in three (3) ring Binders.

C. All Binders shall include a title page on the front cover with all of the project information, an index page as page 1 with corresponding tabs to separate manual sections, in the order listed below.

D. Binders to include the following items:

1. Bid Documents & Specifications

2. All project meeting minutes (pre-bid, pre-Job, Interim, and Final inspection)

3. Email Correspondence

4. Submittals

5. L&I approved Engineered Drawings (Paper/CD)

6. L&I Building Permits, Inspection Logs, Occupancy Permit, Other correspondence

7. Certifications

8. Certified Payrolls (Prevailing Wage rates)

9. Waste receipts

10. Photos Before, during, and after

a. A sufficient amount of Photos is required for all phases of construction on all buildings, base on award.

b. Final-All sides

11. Operation and Maintenance manuals from manufacturers.

12. Contractors Warranty

13. Manufactures Warranty

X. SUBMITTAL PROCEDURE

A. Submit Two (2) copies of all items shown on submittal schedule except for

"samples".

B. Identify project number, project name and location, and contractor's name and address on all submittals.

C. Provide space for review stamps of Contractor and Department. Put contractor stamp of approval on each item submitted.

D. Revise and resubmit submittals as required, identify all changes made since previous submittal.

E. No work shall be performed until all submittals are approved by the Department.

Work performed prior to submittal approval is performed at the Contractor's risk and may be subject to repair, replacement or other corrective measures as deemed necessary by the Department with no additional contract time or money.

F. Review of shop drawings will be general and for the limited purpose of checking for general conformance with the design; and shall not relieve the Contractor from the responsibility for proper fitting and construction of the work, nor from furnishing materials and work required by the Contract which may not be indicated on the shop drawings when reviewed.

G. The submittals required by this contract are subject to reproduction for the Department's internal use only. By signature on this bid proposal, both the Contractor and the equipment manufacturer authorize the Department to reproduce any materials including printed literature and training aids, submitted in fulfillment of this contract.

XI. MANUFACTURER'S INSTRUCTIONS

A. When specified in individual specification sections, submit manufacturer's printed instructions for delivery, storage, assembly, installation, start-up, adjusting and finishing, and maintenance, in quantities specified for product data.

B. Identify conflicts between manufacturer's instructions and contract documents.

XII. MANUFACTURER'S CERTIFICATES

A. When specified in individual specification sections or on submittal schedule, submit manufacturer's certificates to for review.

B. Indicate that material or product conforms to or exceeds specified requirements.

Submit supporting reference date, affidavits and certifications as appropriate.

C. Certificates may be recent or previous test results on material or product, but in all cases must be acceptable to Department.
