REQUIRED CERTIFICATIONS REPORT/SUBMITTALS

INSTRUCTIONS

A. Certifications for all tests, inspections and examinations checked on this form shall be supplied with each shipment of material. Certifications shall be as outlined in this attachment. (See column (1)).

B. Vendor submittals shall be supplied when required per this contract as checked on this form. (See column (2)).

1. The vendor must submit to Norfolk Naval Shipyard Test Procedures for Approval prior to manufacture as required by the specification/contract, or

2. The vendor must submit to Norfolk Naval Shipyard Test Procedures for Approval prior to manufacture if vendor's procedures do not meet current specification/contract requirements, or

3. The vendor must submit to Norfolk Naval Shipyard a letter of prior approval for deviation if test procedures differ from the specification/contract.

The submittals are to be approved by Norfolk Naval Shipyard prior to the item's production.

C. The vendor is liable for conducting all tests, inspections, and examinations specified by the contract and specifications whether certifications are required or not.

D. The following requirements shall be met:

1. The Certificate of Compliance, shall be completed and returned with these tests.

2. The certification shall specifically list each test, inspection and examination checked on this attachment and separately certify the results of each test, inspection and examination. Each certification shall contain either original or exact copies of quantitative or qualitative test reports, as applicable, issued by the testing organization; data transcribed to another organization's forms are not acceptable. If the vendor performs the laboratory testing, the certification will note the "Original Laboratory Reports are on file at our facility." Certifications must be complete and objective.

3. The certification shall be made identifiable by containing the contract number, and the heat, batch or vendor traceability number marked on the material. The vendor's trademark shall be applied to the material. Traceability is defined as the positive method of identifying material to its objective quality evidence. Objective quality evidence is the quantitative data of all mechanical and chemical tests performed to prove that the material supplied complies with its procuring specification.

When a vendor traceability number consists of more than one heat or batch, the vendor shall furnish certifications for all heats or batches identified by traceability number.

4. The chemical analysis certification shall include a tabulation of the complete chemical test analysis:

A. If the specification requires more than one chemical analysis be performed, the certification shall include the results of all the analyses.

5. The mechanical properties certification shall include the actual test data for tensile, yield, elongation and reduction in area.

A. Mill certifications for mechanical properties will be accepted as verification of as furnished material only if the contractor has not performed any process on the material such as heat treating, forging, cold working, etc., which could change the mechanical properties of the material.

B. When material is procured in a manner which makes heat identification impractical, such as continuous cast or pour, the vendor shall report the material composition and mechanical properties for the time period of manufacture.

6. For components (i.e., assemblies) the certification shall be supplied for all material utilized to fabricate the pressure boundary parts of the assembly, including the fasteners used to hold the pressure boundary parts together and stems which penetrate the pressure boundary.
