NATIONAL PARK SERVICE
NORTH CASCADES NATIONAL PARK SERVICE COMPLEX
STEHEKIN
HERBICIDE APPLICATION
STATEMENT OF WORK
1. General:
The work to be performed for this project is to apply herbicide on approximately 32 acres in North Cascades National Park Service Complex, Lake Chelan National Recreation Area, Stehekin District, located in Stehekin, Washington 98852. Contractor will furnish all equipment, herbicide, surfactant, labor, operating supplies and incidentals necessary to safely apply herbicide using an ATV boom sprayer in strict compliance with the herbicide label.
2. Background:
Control of rush skeletonweed (Chondrilla juncea) at the Stehekin Airstrip, Buckner Homestead pasture and small satellite populations have been identified in the park’s Invasive Non-native Plant Management Plan as a high priority for control because of the potential for spread to other areas of the park. The treatment method and herbicide specified in this Statement of Work (SOW) were recommended by a weed scientist from the University of Idaho with expertise in rush skeletonweed management.

3. Location and Logistics – Stehekin, WA:
Maps and photos are provided as enclosures located on the last several pages of this SOW document.
The project work is located in the lower Stehekin Valley, in Lake Chelan National Recreation Area near Stehekin, Washington (Attachment A). Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan. The Stehekin Valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat or barge.
Lodging and meal services are limited in Stehekin.
Information about Stehekin (including maps, ferry and barge services and lodging) is available at www.stehekin.com and www.nps.gov/noca/planyourvisit/stehekin.htm.
Contractors are advised that barges run infrequently and if needed it is recommended that contractors verify scheduled runs and costs of charter runs, with the barge company before submitting a quote.
Some tools and materials may be sent on the passenger ferry runs, however some restrictions may apply. Mountain Barge Services provides barge services between Chelan and Stehekin (Phone: 509- 682-2493).
4. Site Description:
Weed infestation levels vary from light to moderate to heavy in the treatment areas. Rush skeletonweed is the highest priority weed for control in these areas. Other target weed species that http://www.nps.gov/noca/planyourvisit/stehekin.htm may be encountered and should be treated include: sweet pea (Lathuris latifolius), sulphur cinquefoil (Potentilla recta), common mullein (Verbascum thapus), Canada thistle (Crissum arvense), and common hops (Humulus lupulus), knapweed (Centaurea spp).
The terrain is relatively flat on all of the treatment areas. Vegetation is dominated by bunch and sod forming grasses with mixtures of native and non-native herbaceous plants and few shrubs and trees.
The contactor may be asked to time the application to avoid conflicts with other users in some of the treatment areas. The airstrip will be officially closed during the work; however, it is possible aircraft will land or take off during the work. Safety mitigations for this are addressed under “Safety Requirements” #1.
5. Schedule / Target Start Period:
Project start will occur prior to rush skeletonweed plants bolting which is estimated late May to early June and will depend on weather conditions this spring.
6. Herbicide Treatment Standards:
6.1. Contractor will provide the herbicide (Milestone and Vaslan) and surfactant (Glacier) to be used on project.
6.2. Contractor will furnish all materials, chemicals, equipment, labor, supervision, transportation, operating supplies and incidentals necessary to safely apply the products listed above.
6.3. Contractor will use the above products in strict compliance with the product labels.
6.4. Contractor will supply any additional marking agent (i.e. foam) if needed and shall be approved by inspector prior to use.
6.5. Carrier: Water shall be used as a carrier
6.6. Only stainless steel or ceramic nozzles will be used.
6.7. At a minimum, 80% of the weeds treated and acreage claimed will show mortality or physical signs of herbicide treatment such as wilting, curling or discoloration. Contract inspections will allow 14-days post-treatment for target plants to exhibit herbicide effects.
7. General Provisions:
7.1. Spraying shall not occur while it is raining. Contractor shall take all reasonable precautions to avoid spraying if it appears that precipitation sufficient to wash herbicide(s) off target species or into open water may occur within 2 hours after herbicide application or as cautioned by the herbicide label.
7.2. Buffer strips of up to 100 ft. may be designated by the NPS during operations to protect rare plants, water influenced or residential areas. No spraying shall occur within these designated buffer strips.
7.3. All herbicides will be handled following the EPA label guidelines and other state and federal laws for storage, application, and disposal methods.
7.4. Contractor shall carry and have within easy access during all spraying operations, label and MSDS for the herbicides being used.
7.5. A tight fitting and secure lid is mandatory on all spray tanks.
7.6. All equipment will be in good mechanical condition and will be inspected prior to work. The spray pattern, application rates and calibration shall be to the satisfaction of the Inspector before beginning the job. Calibration calculations shall be provided to Inspector at the start of the application.
7.7. Spray equipment will be calibrated prior to start and recalibrated as needed during the project.
7.8. All spray operations and herbicide transport vehicles will have standard adequate spill containment and cleanup materials and equipment. Contractor will be trained in responding to and dealing with any spills of herbicide.
7.9. Herbicides shall be transported daily to the project site as follows: Transport, as closely as possible, only the estimated quantity needed for that day’s work; transport concentrate containers only in a manner that will prevent spills; and transport herbicides and additives in a compartment that is isolated from food, clothing and safety equipment.
7.10. Contractor will inspect equipment daily for leaks and suspend operations until all leaks are repaired.
7.11. Contractor will keep spray rigs and equipment appearing neat, professional and organized.
Dye stains on the rig, tank and employee clothing will be kept to a minimum by regular cleaning. It is important during this project to a project a professional image and to demonstrate that the herbicide applications are preformed carefully, professionally and without spillage.
7.12. Sites will not be treated on Saturday, Sunday or holidays.
7.13. Inspector will provide and install public notification signs
8. Environmental Protection Measures:
8.1. To prevent the introduction of seeds from noxious weeds into Stehekin Valley or onto NPS land, Contractor shall wash all mechanized equipment thoroughly before transport via barge to remove all soil, seeds, vegetative matter or other debris that could contain or hold seeds.
Contractor shall employ whatever cleaning methods are necessary to ensure compliance with the terms of this provision.
8.2. Contractor shall certify in writing, compliance with the terms of this clause prior to placement on a barge for arrival in Stehekin Valley.
8.3. An NPS Inspector will inspect each piece of equipment prior to unloading from barge.
8.4. Do not apply herbicide within the drip-line or root zone of desirable trees and avoid sensitive species such as those identified on the product label and Section 6 of the “Practical and Technical Guide” for the use of Milestone (Attachment C)
8.5. Herbicide pouring and mixing operations will not occur within 150 feet of any open water source or well-head.
8.6. No spraying shall be done in areas containing open water unless it is within the labeled use of the herbicide and surfactant being used. These sites shall be discussed with Inspector prior to treatment in that area.
8.7. Spray drift shall be avoided. Do not spray when winds exceed 10 miles per hour.
8.8. Herbicide will not be applied at a pressure that exceeds 40 psi at the nozzle for boom-less applications, or 20 psi for multiple nozzle-booms. A combination of pressure, nozzle type and drift control aids should be used to limit driftable fines, and maximize coarse spray droplets as advised under “precautions for avoiding spray drift” on the product label.
8.9. Drift reduction products will be used as needed near sensitive resources
8.10. Contractor shall insure that containers or tanks used for herbicide application are not washed out within 150 feet of open water. Contractor will follow all State, Federal and label regulations involving rinsing and washing procedures.
8.11. Contractor will remove all rinsate and herbicide containers from NPS land and dispose of them in accordance with all local, state and federal requirements.
9. Safety Requirements:
9.1. When spraying on the airstrip, hazard/warning lights are required on the ATV involved in the spraying operation. Inspector will serve as the spotter to alert Contractor of any aircraft in the vicinity during treatment of the runway and adjacent lands.
9.2. The NPS is not responsible for the safety of the Contractor. Contractor shall provide and maintain work procedures which will safeguard the public and NPS personnel, as well as Contractor’s own personnel. Contractor shall be expected to use reasonable safety procedures and equipment while operating on NPS lands
10. Monitoring and Record Keeping Requirements for Herbicide Treatments:
Federal and State laws require record keeping for all applications of pesticides on public lands.
Contractor shall provide complete, accurate and detailed records and provide Inspector with legible, readable copies of such records on the forms provided (Attachment B). Completed forms are due prior to final project invoicing and payment.
11. Certification and Personnel Requirements:
Contractor performing herbicide mixing or application operations on this project must meet the State of Washington certification and application requirements and must hold a current Washington Commercial Pesticide Applicators License.
