STATEMENT OF WORK
SCOPE OF WORK: The Spokane VA Medical center requires the procurement and on-site installa�on of QTY-eight (8) an�-barricade doors for the psychiatric department. This is a new requirement to procure and install eight (8) an�-barricade doors, and provide alarm recer�fica�on upon comple�on to support the inpa�ent Acute Mental Healthcare at Mann-Grandstaff VAMC, WA.
The contractor will provide all labor, materials, and tools, and equipment necessary to install QTY-8 EA, SWING An�-Barricade Doors and shall remove, re-install and re-cer�fy the currently installed top-door alarm system. Exis�ng door hardware and Top Door Alarms will be reused. Mee�ng and coordina�on with the facility locksmith prior to installa�on and VHA COR is required.
Contractor shall ensure that the equipment func�ons in conformance with the latest published edi�on of the applicable general standards: NFPA, UL, OSHA, TJC, VA, and the “Manufacturer's Performance Standards/ specifica�ons” as used when the equipment was originally procured. Any upgrades/updates or altera�ons of the equipment shall meet or exceed the manufacturers stated standards and specifica�ons.

2. TECHNICAL SPECIFICATIONS:
2.1 DOOR SYSTEM TYPE
Main part of door shall swing into room as there is not enough clearance in hallway to ensure safety of staff or pa�ents if two opposing rooms have their doors open at the same �me. The door-within-a-door shall swing out to prevent pa�ents from barricading themselves in the room. The doors must u�lize the exis�ng full height hinge system due to the fact that the currently installed door frames will not support the two-direc�on hinge system. The doors shall comply with the exis�ng ligature detec�on system at the top of the door. Contractor shall provide re-cer�fica�on of the exis�ng system.
2.2 MECHANICAL LOCKING
All hardware is to be an�-ligature cer�fied. Contractor shall submit hardware cutsheets and product details to VA COR prior to purchase.
The main door shall incorporate a privacy lock on the inside of the room for pa�ents that can be key opened. The core shall be compa�ble with a BEST lock core. The exterior of the main part of the door shall have a keyed face for staff to unlock to provide pa�ent care. The door shall interface with the exis�ng PACS keypad as a second method for staff entry.

The wicket door (door-within-a-door) shall have a keyed deadbolt on the exterior (hallway side) and an an�-ligature blank plate on the inside (pa�ent room side).
All hardware must be tamper resistant

Alarm system is “Top Door Alarm” US Patent 8,646,206 B2 from Door Controls USA. Must be recer�fied upon reinstalla�on.

2.4 DOOR FEATURES
Doors shall not incorporate a relite. Contractor shall provide product details and/or cut sheets for VA review prior to procurement.
2.5 SWING ANTI-BARRICADE DOORS DIMENSIONS:
Contractors shall verify door openings of each pa�ent room prior to procurement. For bid purposes contractor shall assume the following: Door Height 6'-8"; Door Width The doors are 4'0-7'0"; Con�nuous Hinge with Hospital Tip for 7/0 tall door; Door Width 2” door;

3. INSTALLATION
The contractor shall provide all licensed and qualified personnel, tools, equipment, materials and services required to install QTY-8 EA, SWING An�-Barricade Doors. On-site work is to be performed during normal business hours, M-F, 0700 to 15:30, excluding federal holidays.
Work in the facility must meet the minimum criteria for OSHA, Na�onal Fire Protec�on Agency (NFPA), and The Joint Commission (TJC) requirements.
The Contractor must comply with applicable laws concerning workplace safety.
The Contractor is subject to all Base fire, safety, security, and traffic regula�ons.
The Contractor must remove and replace any material that will affect the proper door installa�on or structural stability of the building.
The Contractor shall remove, re-install and re-cer�fy the currently installed top-door alarm system by Warfeather, LLC.
Removal and disposal of exis�ng doors and device(s) and site cleanup.
Contractor shall inspect, test, and verify proper opera�on of new doors.
4. Performance Monitoring
Performance monitoring representa�ves for VA will include the VHA COR for this project and any other designated VHA Personnel.
All work performed shall be fully documented by the Contractor. Installa�on and Tes�ng shall be performed in compliance with manufacturers’ recommenda�ons and OSHA, and VA codes & general standards.
Upon comple�on of installa�on and repair services, the contractor shall furnish the VHA COR a report detailing the OEM serialized parts, model number, warranty informa�on on all equipment and labor, and a summary of all work performed.
The contractor shall furnish a report detailing that alarm recer�fica�on has been completed with the exis�ng Spokane VA Medical Center door alarm service provider.
Comple�on and acceptance of all services performed by the contractor will be determined by the VHA COR to ensure all equipment installed is in working order.
In the event the VHA COR iden�fied discrepancies in the contractor’s work and new installed equipment, the contractor shall correct such discrepancies within 72 hours and at no addi�onal cost to the government.
5. Government-Furnished Equipment (GFE)/Government-Furnished Informa�on (GFI).
The Contractor will not have access to any Government-Furnished Equipment. All equipment and supplies used under the terms of this contract will be the responsibility of the Contractor.
6. Security Requirements.
The contractor employees shall not have access to VA sensi�ve or computer informa�on and will not require rou�ne access to VA Facili�es. No background inves�ga�on is required.
