1. Will there be a designated delivery location to store the doors and doorframes as they arrive?
Contractor shall be responsible for coordinating their own delivery. The hospital is not to be used to receive contractor materials/equipment. Onsite storage will be provided during the project.
1. Is there still the requirement for a contractor to perform door alarm uninstall, installation and recertification?
As stated on the SOW the contractor is required to recertify the existing alarm system upon completion of the installation of the doors with the existing Alarm Company. CLIN 0005 on Attachment - I 668-25-104 Price Breakout is where pricing for that requirement is to be submitted with any proposal.
1. Please instruct is the BLS PPE "is required or mandatory" for dates when receiving delivery of doors & door frames and during installation periods?
PPE for the project shall include high visibility vest, hard hat, eye protection, ear protection (as necessary), safety-toed shoes. Contractors are not required to incorporate Bio-Safety Level 2 gear during this project. Contractors shall adhere to OSHA standards for PPE and utilize PPE Hazard Assessment form.
1. With the temporary toilet line item, we gather no use of VA restrooms.
Contractor shall coordinate with COR for location and use of restrooms. Utilization of VA restrooms is not guaranteed per contract and if the contractor is abusing VA facilities, this privilege will be rescinded.
1. These Doors are only available as special order, with a lead time of 16-18 weeks. Is there a way to make concessions for this?
Interested parties may submit its proposal to included estimated times to complete the project, and the required documents as outlined in RFP 36C26025R0046 section “INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS” on or before the close date of this RFP 1200PM PST on February 24, 2025, to derek.crockett@va.gov.
Offerors will be evaluated on the factors stated in the RFP:

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
This is a new requirement.
1. I have a question about the language in the solicitation document. The notice says that the set-aside is for total small business. In the solicitation document, section 4.12 VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING, section (ii) is marked indicating there is a limitation on subcontracting to non-SDVOSB firms.
This RFP is a small business set-aside. SDVOSB and small business concerns can submit a proposal. Limitations on subcontracting applies to all small business and small business concerns offerors.
