Hazardous Waste Removal Services
United States Department of Agriculture (USDA)
Eastern Regional Research Center
1.0 Introduction
1.1 The Agricultural Research Service (ARS) is the U.S. Department of Agriculture's chief scientific in-house research agency with the mission to deliver scientific solutions to national and global agricultural challenges. The ARS delivers cutting-edge, scientific tools and innovative solutions for American farmers, producers, industry, and communities to support the nourishment and well-being of all people; sustain our nation’s agroecosystems and natural resources; and ensure the economic competitiveness and excellence of our agriculture.
1.2 The USDA, ARS Eastern Regional Research Center (ERRC), located in Wyndmoor, PA, has a requirement for Hazardous Waste Removal Services.
2.0 Objectives
2.1 The vendor must provide qualified personnel and all labor for the segregation, classification, and packaging of hazardous waste in accordance with all DOT, EPA and State regulations.
2.2 All work must be performed at the ERRC facility during normal business hours.
2.3 The vendor must provide all materials for the proper packaging of chemical waste for shipment, which includes drums, packing media, DOT, EPA labels, manifests and associated regulatory paperwork, and personal protective equipment.
2.4 The vendor must provide transportation of all packaged waste by a fully licensed and insured waste transporter from the facility to the disposal site.
2.5 The vendor must provide containers meeting Department of Transportation shipping specifications with liners compatible with solvents, waste oils, and other liquid chemical compounds.
2.6 See attachment D for list of hazardous waste to be removed.
3.0 Period of Performance/Schedule
5.1 Removal must be performed during the hours of 7:30 am, through 4:00 pm local time excluding Federal holidays.
5.2 All hazardous waste must be removed within 90 days from the notice to proceed.
