Statement of Work:

1.0 OVERVIEW

The Great Lakes St. Lawrence Seaway Development Corporation (GLS) has a requirement for the purchase and installation of a new water boiler for the GLS Buoy Barge. This boiler is for the purpose of replacing a Precision Boiler Model FPH‐31‐20‐150‐P840 on the GLS Buoy Barge.

1.1 SCOPE

GLS requires a boiler that meets or exceeds the following specifications:

Complete pretested, packaged unit consisting of an oil burner with integral vessel, complete with required operating safety controls.

Boiler pressure vessel shall be built to ASME Section IV Standards for 125/150 PSIG and National Board Registered.

Boiler shall be rated 20 BHP, 80 GPM with discharge temperature of 180 Degrees Fahrenheit.

Inlet and outlet hot water connection sizes shall be 3” NPTF

Burner shall be rated at 20 BHP with an input of 6 GPH/840,000 BTU/HR using No. 2 Fuel Oil

Burner shall be designed for 120 V 1 PH, 60 HZ electrical supply.

Boiler shall be supplied with an ASME pressure relief valve, separate pressure and temperature gauges, temperature control, aquastat for circ pump control, upper temperature limit (auto reset), upper temperature (manual reset), low water cutoff (manual reset with test button and pilot light) and drain valve.

Burner shall have 120 V control power fuel oil pump at 3500 RPM, Cadmium Sulfide Cell and relay control, 10,000 V constant duty ignition, fuel solenoid valve and a primary air adjustment without outside air intake adapter.

The pressure vessel shall be insulated with a minimum of 4 inches of 3/4 pound density fiberglass insulation and shall be enclosed in an enameled, 16 ga sheet steel enclosure.

Boiler shall fit through bulkhead doorway into engine room measuring 36” W X 72”H

The awarded contractor shall provide all material, equipment, labor, supervision, tools, transportation, and other items or services necessary for the removal and disposal of the existing boiler and installation of the new boiler including tie into existing heating loop and function testing and training for the COR after installation.

The Government will provide labor to operate the buoy barge deck crane only to assist the contractor in the raising of the new boiler unit and the lowering of the old boiler unit. The contractor shall coordinate with GLS two weeks prior to the date this is expected to occur. The Contractor is responsible for moving of the boiler unit below deck.

1.2 PLACE OF PERFORMANCE

The Buoy Barge will be located at the GLS Maintenance Base, 251 Fregoe Road, Massena, NY 13662 for the duration of this project.

1.3 SUBMITTALS

The awarded contractor will be required to submit operation and maintenance manuals after initial startup and training.
